“AN ORDINANCE ESTABLISHING THE BARANGAY EPIDEMIOLOGICAL

SURVEILLANCE UNIT (BESU) IN THIS BARANGAY TOKAWAL, ALABEL,
SARANGANI PROVINCE”

Section 2. DEFINITION OF TERMS. When used in this ordinance, the following

diseases are identified and reported (e.g community)

Epidemiology and Surveillance Unit - refers to the unit established in the
Centers for Health Development (CHD), Provincial Health Office (PHO), City Health
Offices (CHO) and Rural Health Units (RHU) that provide services on public health
surveillance and epidemiology.

Notifiable Disease- refers to the disease that, by legal requirements, must be

reported to the public health or other authority in the pertinent jurisdiction when
the diagnosis is made.

Section 3. SCOPE:
 Entire barangay, to include DepEd and other non-government organization
present in the barangay.

Section 4. OBJECTIVES: The ordinance is aimed at establishing Republic Act 3573 or Law of
Reporting Communicable Diseases.

SECTION 5. COMPOSITION OF THE BARANGAY EPIDEMIOLOGICAL SURVEILLANCE UNIT

(BESU)
The BESU shall be composed of the following:

SECTION 6. FUNCTIONS: The BESU is established with the Barangay Local Government Unit
(BLGU) to provide the following services/functions.

a. Set up and maintain a functional barangay disease surveillance system equipped

with the necessary resources and adequate local financial support. Financial support may
come from the disaster, calamity or other appropriate funding source as determined by the 3
barangay officials.

b. Collect, organize, analyze and interpret surveillance data in their respective areas.

c. Report all available essential information (e.g. clinical description, number of human
cases and deaths, sources and type of risk) immediately to the next higher level.

d. Implement appropriate epidemic control measure immediately.

e. Establish, operate and maintain a barangay epidemic preparedness and response

plan, including the creation of multidisciplinary/multisectoral teams to respond to events that
may constitute a public health emergency.

 f. Facilities submission of weekly notifiable disease surveillance reports.

SECTION 7. DECLARATION OF POLICY. It is hereby declared the policy of the barangay to

promote health and safety of its constituents.

SECTION 8. LEGAL BASIS

Section 16 of the Local Government Code of 1991 (RA7160) provides “xxx within their
territorial jurisdiction, local government units shall ensure and support among other things,
the preservation and enrichment of culture, promote health and safety xxx”. Therefore, the
exercise of such power should be subservient to paramount considerations of health and
well-being of the community. Every local government unit has the sworn obligation to enact
measures that will enhance the public health, safety and convenience, maintaining peace and
order and promote the general prosperity of the inhabitants of the local units.

SECTION 9. ANNUAL BUDGET

Upon the passage of this Ordinance, the Chief Executive shall see to it that the
provisions of this Ordinance shall be reflected and given the corresponding budgetary
amounts in the Annual Budget of the Barangay Tokawal and every year thereafter.

SECTION 10. EFFECTIVITY. This order shall take effect immediately.
