SUBJECT: Organization and Activation of Air Installation and Base Development


Command (AIBDC)

1. REFERENCES:

a. Section 4c of Republic Act (RA) Nr 7898 as amended by RA Nr 10349


or the Revised Armed Forces of the Philippines (AFP) Modernization Law.
b. AFP/PAF Future Force Structure
c. SND Memorandum dated 08 January 2020 with subject: Approved
PAF Objective Table of Organization CY 2019-2024.
d. Approved E-SDF to CG, PAF dated 25 January 2022 with subject:
Organization and Activation of AIBDC.

2. SITUATION:

Stipulated in Section 4c of the RA Nr 7898 as amended by the RA Nr 10349


entitled Revised AFP Modernization Law is the Bases/Support System Development in
the Armed Forces of the Philippines as one of its components. It entails the development
of permanent bases for land, air, and naval forces to conform with the national defense
strategies and the government’s socioeconomic thrusts and further provide adequate
support systems to AFP units and personnel. In support of this endeavor, the Major
Services of the AFP shall establish their respective Installation Commands that are also in
line with the AFP/PAF Future Force design. Likewise, on 08 January 2020, the Secretary
of National Defense (SND) has approved the PAF Objective TO CY 2019 – 2024. It
comprises provisionally approved PAF major organizational changes that include the
organization and activation of Air Installation and Base Development Command (AIBDC).
The AIBDC will be part of the general support and sustainment forces of the PAF. It shall
have the overall Command and Control (C2) of units in-charge of base services and base
development that includes 355th Aviation Engineer Wing (355th AEW) and all Air Base
Groups (ABGs) with its respective Medical Treatment Facilities (MTFs). The organization
and activation of AIBDC will commence effective 1st Quarter CY - 2022.

3. MISSION:

To successfully execute the organization and activation of Air Installation


and Base Development Command.

4. EXECUTION:

a. Concept of Operation:

The organization and activation of AIBDC shall provide centralized


planning and direction to all PAF units responsible for the implementation of Base
Support System Development (BSSD) of the PAF. Hence, all ABGs of the PAF shall be
under the command and control of AIBDC to include the 355th AEW.

b. Concept of Implementation:

The Command shall implement the organization and activation of


AIBDC by phasing starting CY 2022 to CY 2024. This implementation will ensure that the
Command can support and sustain the operating requirements of AIBDC without
hampering the operations of PAF units. The following will be the phases of implementation:
1) Phase 1 (CY-2022)

a) Phase 1 of the implementation includes the organization


and activation of Headquarters AIBDC, reorganization of 520th ABW, and the transfer of
C2 of five (5) ABGs (530th, 560th, 585th, 600th, and 790th) from their respective parent units
to AIBDC;
b) The Headquarters AIBDC shall be organized and
activated effective 04 February 2022;
c) The 520th Air Base Wing (520th ABW) shall be
reorganized into 520 Air Base Group (520th ABG) and its C2 shall be transferred from

CG, PAF to Commander, AIBDC. The Headquarters AIBDC shall utilize the existing
resources (manning and equipment) from the reorganized 520th ABG;
d) The 521st Support Group (521st SG) and 522nd

Logistics Group (522 LG) shall be deactivated. Furthermore, the C2 of their former
subordinate units (5211th Security Forces Squadron, 5212th Base Operations Squadron,
5213th Base Services Squadron, 5221st Civil Engineer Squadron, 5222nd Motor Vehicle
Squadron, 5223rd Supply Squadron) shall be transferred to 520th ABG and shall
subsequently be redesignated following the standard numerical designations of squadrons
for ABGs. Authorized resources (manning and equipment) from the deactivated 521 st SG
and 522nd LG shall be utilized by the Headquarters AIBDC;
e) Likewise, the management of VABGC shall be turned
over to the Group Commander and Deputy Group Commander, 520th ABG as the General
Manager and Assistant General Manager, respectively;
f) The 523rd Honor Escort and Ceremonial Group (523rd
HECG) shall be redesignated into 970th Honor Escort and Ceremonial Group (970th
HECG). Its C2 shall be transferred from 520th ABG to Commander, AIBDC;

g) The C2 of the Air Force General Hospital (AFGH) and
1301st Dental Dispensary (1301 DD) shall be transferred from 520th ABG to Commander,

AIBDC;
h) The Headquarters Staff Offices of affected ABGs (530th

560 , 585 , 600 , and 790 ) shall be standardized with the inclusion of an Office of
Financial Management (OFM), Directorate for Intelligence (DI), Directorate for
Civil-Military Operations (DCMO), and Supply Accountable Office (SAO). Likewise,
Personal and Special Staff namely: Office of the Provost Marshal (OPM), Civil Engineering
Staff Office (CESO), Legal Office, Chaplain Service, and Health Services shall be
transferred from their former parent units to their respective ABGs;
i) Moreover, ABGs shall have standardized mission and
capabilities except for 520th ABG and 790th ABG where there are no Military Treatment
Facilities/units under their C2.
j) The C2 of Wallace Air Station Medical Infirmary
(WASMI) and 1305 DD shall be transferred from WC, 580th ACWW to GC, 585th ABG;

k) Other PAF units (ADC, ACC, AMC, ALC, 580th ACWW,


and 710th SPOW) affected by the above-mentioned organizational changes brought about
by the first phase of the implementation of AIBDC shall be reorganized accordingly. Said
units shall refer to the published general orders for the organization and activation of
AIBDC containing the revised organizational structure and mission and capabilities of
affected units;
l) The personnel, equipment, training program, and fund
resources of transferred units shall be realigned to gaining units in coordination with OA-
1, OA-4, OA-6, OA-8, and OA-10 to ensure the attainment of the desired unit operational
readiness;
m) The AIBDC shall utilize the CG, PAF Approved TO upon
its organization;
n) The CG, PAF Approved TO shall be the primary basis
in the different human resource management activities, such as assignment/reassign-
ment, placement, OJT, training, etc. It shall eventually be used to determine each PAF
Unit's readiness rating;
o) Headquarters AIBDC shall utilize the former 520th ABW
compound. The current Headquarters building of 520th ABW and 522nd LG shall be
renovated to become the Headquarters AIBDC building while the current HAS/CES
building shall be renovated to become the Headquarters 520th ABG building;
p) The activation ceremony of AIBDC is tentatively
scheduled on 22 February 2022 at PAF Gymnasium with the CG, PAF as the Presiding
Officer and Guest of Honor.
2) Phase 2 (CY-2023)

a) The Phase 2 of the organization and activation of


AIBDC includes the transfer of C2 of the remaining four (4) ABGs (540th, 550th, 570th, and
590th) from their respective parent units to AIBDC;
b) Prior to the implementation of Phase 2, the PAF shall
be able to address the following issues and concerns:

(1) The supply management issue of AETDC, 5th


FW, and 15th SW; and
(2) The implementation of the planned organization
and activation of TOG Palawan-North and TOG Palawan-South relevant to the future
organizational posture of TOWWEST.

c) The headquarters Staff Offices of affected ABGs (540th,


550th, 570th,
and 590th)
shall be standardized with the inclusion of an Office of Financial
Management (OFM), Directorate for Intelligence (DI), Directorate for Civil-Military
Operations (DCMO), and Supply Accountable Office (SAO). Likewise, Personal and
Special Staff namely: Office of the Provost Marshal (OPM), Civil Engineering Staff Office
(CESO), Legal Office, Chaplain Service, and Health Services shall be transferred from
their former parent units to their respective ABGs;
d) Moreover, ABGs shall have standardized mission and
capabilities except for 570th ABG that has no MTF/unit under its C2;
e) The C2 of Basa Air Base Hospital (BABH) and 1302 nd
DD shall be transferred from WC, 5th FW to GC, 540th ABG;
f) The C2 of Major Danilo Atienza Air Base Hospital
(MDAABH) and 1308th DD shall be transferred from WC, 15th SW to GC, 590th ABG;
g) Other PAF units (5th FW, AETDC, TOWWEST, and 15th
SW) affected by the above-mentioned organizational changes brought about by the
second phase of the implementation of AIBDC shall be reorganized accordingly. Said units
shall refer to the published general orders for the organization and activation of AIBDC
containing the revised organizational structure and mission and capabilities of affected
units; and
h) See Para 1l to 1n of Phase 1 CY-2022.

3) Phase 3 (CY-2024)

a) Phase 2 of the organization and activation of AIBDC


includes the transfer of C2 of 355th AEW from CG, PAF to AIBDC;
b) Prior to the implementation of Phase 3, the PAF shall
be able to secure the approval of higher Headquarters for the allocation of an additional
O-8 position (MGEN) intended for Commander, AIBDC;
c) The additional four (4) squadrons (Supply Squadron,
Motor Vehicle, Base Services, and Communications-Electronics and Information Systems)
shall be organized and activated under the C2 of Commander, 790th ABG; and
d) See Para 1l to 1n of Phase 1 CY-2022.
c. Command Relationship:
1) The CG, PAF shall exercise Command and Control Authority
over AIBDC;
2) The Commander, AIBDC shall exercise Command and Control
Authority over 520th ABG, 530th ABG, 560th ABG, 585th ABG, 600th ABG, 790th ABG, 970th
HECG, AFGH, and 1301st DD after the implementation of Phase 1;

3) The Commander, AIBDC shall exercise Command and Control
Authority over 540th ABG, 550th ABG, 570th ABG, and 590th ABG upon implementation of
Phase 2;
4) The Commander, AIBDC shall exercise Command and Control
Authority over 355th AEW upon the implementation of Phase 3;
5) Group Commander, 520th ABG shall exercise Command and
Control Authority over its subordinate squadrons;
6) Group Commander, ABGs, except 520th ABG, shall exercise
Command and Control Authority over their subordinate units including base
hospital/medical infirmary and dental dispensary;
7) Commander, AIBDC shall have Coordinative Authority with
other PAF Units and vice versa;
8) Subordinate units of ABGs such as Supply, Aerodrome
Operations, Civil Engineer, Security Forces, Motor Vehicle, Base Services, CEIS, Hospital
and Dental Dispensary shall provide General Support to the tenant units of their respective
bases;
9) Aerodrome Operations Squadrons of 600th ABG, 560th ABG,
and 530th ABG shall provide Direct Support to TOWNOL, TOWCEN, and TOWWESTMIN,
respectively;
10) The GC, ABGs shall be the base/camp administrator of their
respective PAF bases;
11) Commanders of respective tenant units shall coordinate with
GC, ABGs for their base services requirements;
12) Commanders of other PAF units that require base services of
a particular Air Base shall coordinate with Commander, AIBDC for their requirements;
13) See annex "A" for the illustration of the command relationship
of AIBDC; and
14) See annex "B" for an illustration of Work Flow of AIBDC.
d. Tasking:
1) 520th ABW shall:
a) Be the UPR in the implementation of the organizational
changes in accordance with the published General Orders of the organization and
activation of AIBDC;
b) Conduct inventory of personnel, equipment, and
facilities;
c) Ensure the continuity of base services while in the
transition phase;
d) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transition of 520 th ABW
into 520th ABG and the organization of Headquarters, AIBDC;
e) Coordinate with OA-1 the transfer of designation of
General Manager and Assistant General Manager of VABGC from 521st SG to 520th ABG;
f) Incorporate in the doctrines of AIBDC/520th ABG the
transfer of duties and responsibilities of GM and AGM of VABGC from 521 st SG to 520th
ABG;

g) Ensure close coordination with concerned HPAF Staff


during the transition phase;
h) Be the UPR for the activation ceremony of AIBDC; and
i) Provide an IMPLAN for the transition activities to include
the activation ceremony of HAIBDC.

2) ACC shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 710th SPOW to undertake necessary preparation
and support for the successful implementation of the transfer of C2 of 790th ABG to AIBDC;
c) Direct 530th ABG to effect the transfer of its C2 to AIBDC
in accordance with the published General Orders of AIBDC;
d) Direct 530th ABG to conduct an inventory of the
personnel, equipment, and facilities;
e) Direct 530th ABG to ensure continuity of base services
while in the transition phase;
f) Ensure the smooth turnover of existing resources
(personnel, equipment, facility, and fund) of 530th ABG to AIBDC;
g) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transfer of C2 of 530 th
ABG and 790th ABG to AIBDC;
h) Ensure close coordination with concerned HPAF Staff
during the transition phase; and
i) Perform other tasks as directed by this headquarters.

3) 710th SPOW shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 790th ABG to effect the transfer of its C2 to AIBDC
in accordance with the published General Orders of AIBDC;
c) Direct 790th ABG to conduct the inventory of the
personnel, equipment, and facilities;
d) Direct 790th ABG to ensure continuity of base services
while in the transition phase;
e) Ensure the smooth turnover of existing resources
(personnel, equipment, facility, and fund) of 560th ABG to AIBDC;
f) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transfer of C2 of 790 th
ABG to AIBDC;
g) Ensure close coordination with concerned HPAF Staff
during the transition phase; and
h) Perform other tasks as directed by this headquarters.

4) AMC shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 560th ABG to effect the transfer of its C2 to AIBDC
in accordance with the published General Orders of AIBDC;
c) Direct 560th ABG to conduct an inventory of the
personnel, equipment, and facilities;
d) Direct 560th ABG to ensure continuity of base services
while in the transition phase;
e) Ensure the smooth turnover of existing resources
(personnel, equipment, facility, and fund) of 560th ABG to AIBDC;
f) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transfer of C2 of 560 th
ABG to AIBDC;
g) Ensure close coordination with concerned HPAF Staff
during the transition phase; and
h) Perform other tasks as directed by this headquarters.

5) ALC shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 600th ABG to effect the transfer of its C2 to AIBDC
in accordance with the published General Orders of AIBDC;
c) Direct 600th ABG to conduct an inventory of the
personnel, equipment, and facilities;
d) Direct 600th ABG to ensure continuity of base services
while in the transition phase;
e) Ensure the smooth turnover of existing resources
(personnel, equipment, facility, and fund) of 560th ABG to AIBDC;
f) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transfer of C2 of 600 th
ABG to AIBDC;
g) Ensure close coordination with concerned HPAF Staff
during the transition phase; and
h) Perform other tasks as directed by this headquarters.

6) ADC shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 580th ACWW to undertake necessary preparation
and support for the successful implementation of the transfer of C2 of 585th ABG to AIBDC;
and
c) Perform other tasks as directed by this headquarters.

7) 580th ACWW shall:

a) Effect the organizational changes in accordance with


the published General Orders of AIBDC;
b) Direct 585th ABG to effect the transfer of its C2 to AIBDC
in accordance with the published General Orders of AIBDC;
c) Direct 585th ABG to conduct the inventory of the
personnel, equipment, and facilities;
d) Direct 585th ABG to ensure continuity of base services
while in the transition phase;
e) Ensure the smooth turnover of existing resources
(personnel, equipment, facility, and fund) of 560th ABG to AIBDC;
f) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of the transfer of C2 of 585 th
ABG to AIBDC;
g) Ensure close coordination with concerned HPAF Staff
during the transition phase; and
h) Perform other tasks as directed by this headquarters.

8) AETDC, 5th FW, and 15th SW shall:

a) Conduct a manpower validation by 1st Quarter CY-2022


and submit a Manpower Validation Report (MVR) NLT 11 March 2022 to address the
issues concerning their respective supply unit;
b) Coordinate with DMO, OA-3 on the possible solutions
to address the issue of supply units prior to the implementation of Phase 2 (CY-2023);
c) Implement Phase 2 by CY-2023 upon compliance to the
identified conditions relevant to the transfer of C2 of respective ABGs. Direct concerned
ABGs to coordinate with AIBDC and undertake necessary preparation and support for the
successful implementation of the transfer of C2; and
d) Perform other tasks as directed by this headquarters.

9) TOWWEST shall:

a) Coordinate with OA-3 and OA-5 on the implementation


of the organization and activation of TOG Palawan North and TOG Palawan South and
the deactivation of TOG 7;
b) Implement Phase 2 by CY-2023 upon compliance to the
identified conditions relevant to the transfer of C2 of respective ABGs. Direct 570th ABG to
coordinate with AIBDC and undertake necessary preparation and support for the
successful implementation of the transfer of its C2; and
c) Perform other tasks as directed by this headquarters.

10) 355th AEW shall:

a) Monitor the transition phase of the implementation of


AIBDC;

b) Coordinate with higher Headquarters the transfer of the


Wing's C2 upon the allocation of an O-8 position for Commander, AIBDC;
c) Coordinate with AIBDC and undertake necessary
preparation and support for the successful implementation of Phase 3; and
d) Perform other tasks as directed by this headquarters.

e. Staff Support and Supervision:

1) OA-1 shall:

a) Conduct inventory of personnel and issue appropriate


orders to military and Civilian Human Resources (CHR) that will be assigned and/or
affected by the transfer of command and control;
b) Coordinate with 520th ABW/AIBDC on the transfer of
designation of GM and AGM of VABGC from 521 st LG to 520th ABG;
c) Ensure to implement and monitor the proposed action
plan for personnel so that AIBDC can attain the required readiness rating for regularization.

2) OA-3 shall:

a) Supervise and monitor the organizational changes


covered by the implementation of the organization and activation of AIBDC;
b) Implement and utilize the CG, PAF Approved TO where
AIBDC is included;
c) Realign and make adjustments to the TO, manpower
authorization of the units to include the incentive quota allocations of affected units, the
workflow changes due to the implementation of AIBDC thru the conduct of a Manpower
Validation Program; and
d) Exercise overall staff supervision in the implementation
of this directive.
3) OA-4 shall:

a) Be the primary office responsible for the inventory and


transfer of equipment and accountability of all the affected unit's supplies, equipment, and
other assets;
b) Ensure to implement and monitor the proposed action
plan for logistics so that AIBDC can attain the required readiness rating for regularization;
c) Provide other logistical support, if any.
4) OA-5 shall:
a) Review and redesign PAF plans and programs that
have an impact/bearing on the transfer of command and control of concerned units; and
b) Provide updates and supplemental documents on the
status of the strategic basing plan relative to the proposed organization and activation of
TOG Palawan North and TOG Palawan South and the deactivation of TOG 7.

5) OA-6 shall:
a) Ensure to implement and monitor the proposed action
plan for the C4S capability development so that AIBDC can attain the required readiness
rating for regularization; and
b) Provide C4S support and monitor the transfer of C4S
equipment to AIBDC.
6) OA-8 shall:
a) Conduct inventory of resultant Air Force skills
requirement due to the reorganization. In coordination with A-1 and affected units, shall
program for training and/or re-training of affected personnel;
b) Ensure to implement and monitor the proposed action
plan for training so that AIBDC can attain the required readiness rating for regularization;
c) Provide training support, as necessary, upon
implementation of AIBDC; and
d) Facilitate the doctrine development of all relevant
doctrines for AIBDC and other affected units.
7) OA-10 shall:
a) Rationalize, plan and effect the budgetary changes to
the command programming in connection with the reorganization; and
b) Provide support for the fund requirements of the
reorganization until its full implementation.
8) OAFIA shall monitor and supervise the transfer of property
accountability.
9) OAFCE shall:

a) Provide support for the facility and engineering


requirements;
b) Ensure to implement and monitor the proposed action
plan for the facility so that AIBDC can attain the required readiness rating for regularization;
c) Secure documentation of proposed projects in line with
the reorganization; and
d) Closely coordinate and provide updates to AIBDC and
DMO, OA-3 for the facility requirements.
10) AFREO shall update and secure related real-estate
documents, if any, in line with the implementation of AIBDC.
11) OAFIG, AFPM, OAJA, OCAC, OCSAF, OCAFDS shall
monitor, supervise and make necessary adjustments in workflow processes, compliances
and communications brought about by the resultant changes of the organization and
activation of AIBDC in the PAF organization. This includes the transfer of offices such as
Provost Marshal, Legal, CESO, Chaplain, and Health Services from former parent units to
respective ABGs.

12) AFSMO shall coordinate and supervise AIBDC on crafting its


Unit Flight Plan that is integrated with the approved PAF Flight Plan.

13) OCHCA shall:

a) Ensure that the activities related to the PAF


reorganization will be covered and in accordance with protocols which shall form part of
affected units' and PAF history; and
b) Facilitate the creation of unit seal for AIBDC and other
affected units.

14) OAFA shall issue appropriate orders relative to the


organization and activation of AIBDC; and

15) OSAS shall supervise and assist AIBDC on matters related to


protocol in the preparation and during the unit activation ceremony.

f. Coordinating Instructions:

1) Reassignment of personnel and transfer of equipment and


facilities will be covered by separate orders;
2) Lateral coordination is authorized and highly encouraged; and
3) All tasked Units/Offices shall perform other tasks as directed.

5. EFFECTIVITY: This Letter of Instruction takes effect upon publication.
