Project Viability –

-Evaluates the likelihood that the Project can be successfully developed and can meet use case
requirements for the Agreement period.

-Every business project has stated outcomes that need to be met in order for it to be “viable,” or
prudent and profitable.

-Determining the viability of a project requires an evaluation of a number of different factors,


and viability potential will differ from one small business to the next.

Para maunawaan natin ang project viability from business to construction project.

Lets give an example halimbawa isa kang entrepreneur and then you decided to build
your own business. Then yung business mo na gusto mong i build is restaurant. Then
as entrepreneur na nagbabalak gumawa ng sariling business marami kang dapat na
ikonsidera. Because as entrepreneur diba kung naalala niyo sa first group reporter na
the entrepreneur is a risk taker even ung mga contractor or engineer na humahwak ng
mga project from or for their clients. So dito na ngayon papasok yung tintawag natin na
project preliminary preparation report. Syempre alam naman natin na sa pagagawa ng
business or pag handle ng project is may mga factors na dapat nating i condider na
maaaring maka apekto or makatulong sa business or project na ating gagawin. For
example the budget, or cost, equipment materials man power and etc. sa paggawa
kasi ng business o pagpaplano ng project syempre hindi naman basta basta yan na
kesyo nakaisip ka ng business or project is i bi build mo agad. Diba hindi naman kaya
ang gagawin mo is magkakaroon ka ng unang hakbang sa pagpaplano dito maiaaply
mo ung preliminary preparation report even ung mga nakapaloob sa market survey and
opportunity to identify ung mga bagay or factor na maaaring makatulong o makaapekto
sa pinaplano mong buiseness or project. Syempre as entrepreneur you have an
opportunity to make your own feasibility study report like ung techno-economic
feasibility kung saan maraming factors na dapat i consider such as technical, financial,
economic, managerial competence and implementation schedule consideration just for
the business na gusto mong i build as part of preliminary preparation . Then through
this you can gathered data para sa business na iyong pinaplanong gawin for example
is yung business mo ba is ok sa place or location na pagtatayuan mo. Marami bang tao
or dagsain ba ng mga tao yung lugar na un mas maganda sana if mataong lugar diba.
May ganitong buiseness na ba sa lugar na na napili mo mas maganda if may ka
kompetensya advantage naman kung wala. Syempre restaurant aalamin mo ano
kayang mga pagakin ang hilig o patok sa mga tao sa lugar na iyon Then even ung mga
maaaring maging gastos sa buisness mo and so on. And that part of feasibility and
preliminary preparation report. Then after mo ma gathered ung mga data at na identify
mo ung mga needs mo at problem na maaring mong encounter. Then gagawa kana
ngayon ng konkretong plano kasi na laman mo na ok maganda dito mag buiseness ito
ung mga kailangan gawin and maari kana din gumawa ng contingency plan para sa
mga possible problems na maari mong maencounter. And of course if satisfied kana
and nalaman mo na viable na ung business mo to grow economically . Then after that
para maisakatuparan at maipatayo mo ung business mo hahhanap ka ngagon ng isang
contractor for the construction of your building dito magkakaroon kayo ngayong ng
negotiations between you as entrepreneur and the contractor. Then yung contractor
naman siya naman ngayon ang gagawa ng preliminary preparation for the construction
of the project from the entrer. So dito maari din magamit ng contructor ung market
survey strategy and opportunity to identity naman ung mga factors or needs for the
construction project. Maaari din gumawa ng feasibility study ung cintractor for the
project as part or preliminary preparation. Kasi diba sa pagconstruct ng building di rin
naman basta basta yan na kapag may client sau na nagpagawa ng building eh gagawin
mo na agad ung project diba hindi naman. May mga process pa kasi un kaya may
tianatawag na preliminary preparation. Syempre alam naman natin na ang isang
cinstruction project is dapat pinag aaralan ng husto yan from the design process upto
managing of the construction. So as contractor you need also to conduct study or
feasibility for example you study ano kayang magandang design for this project what
materials ang dapat or magandang gamitin ito ba at pasok sa standard and ito ba ay
economically cost effective. Even in cost and budgeting the financial fund for materials,
man power and other expenses. Then even yung place na pagtatayuan kung ok ba ung
lupa and how the project become environmentally and socially sustainable and also
mga needed requirements sa construction like mga permits na needs even yung mga
possible problems dapat inaalam yan ng isang contractor or engineer na mag
hahandle ng project because its part of preliminary preparation report. Also as
contractor dapat may managerial team kana na makakatulong sau sa project. And after
that after gathering the data. The contractor naman is gagawa na ng konkretong plano
or report from designing, budgeting, costing, managing, time scheduling and solution
like having a contingency plan for possible problems until matapos ung prohect. Then i
pe present or i propose naman niya ito as contractor sa client and if they both agree
and satisfy and they found na the project is viable then gagawa sila ng agreement and
contract para sa project. And thats how projects become viable and thats part of project
viability.

Lets go back to the definition sabi dito Determining the viability of a project requires an
evaluation of a number of different factors, and viability potential will differ from one
small business to the next. Maraming factors ang maaring maka apekto sa viability ng
isang project but nilagay ko lang dito ang sa tingin ko ay mahalaga. Such as Cost,
Time, Man power and Quality.

First Cost - A project is not typically considered viable if its value exceeds its costs.
Sometimes the cost viability of a project can change over the course of the project’s
development or implementation. Diba in construction nag se set tauo ng particular
amount of money designated for a project. And if it appears that the actual cost
exceeded the budget then the project is likely to loose its viability. Pagtaas ng presyo
ng supply ng materyales na ginagamit sa construction ay isa sa halimbaww na nakaka
apekto sa cost na makaka apekgo naman sa viability ng project. Hindi naman kasi
natin masasabi ang presyo ng materyales. There are times na after a month may
possibility na tumaas ung price ng material.So dito palang napakahalaga na ng
pagkakaroon ng preliminary preparation report and feasibility study and contingency
plan for partial solution to those possible problem.

Then Time - A project that is not on track from a deadline perspective can lose its
viability. Alam naman natin na Time is an essential feature of the Contract. Kaya nga
mayroon tayong time scheduling to schedule ung mga task para sa construction ng
project. So kapag nagkaroon ng delay sa construction then the contractor is liable for
any consequences and it also affect the viability of a project. Kaya napakahalaga talaga
ng pagkakaroon ng pre preparation report and feasibility. Dito masusubukan kung
gaano ka diskarte dumiskarte ang isang contractor. For possible solution to avoid
delays and to meet ung target task for a project.

Then Man power - Losing key members of your staff can cause a project to lose its
viability. Malaki din ang maaaring maging epekto ng manpower sa cinstruction project.
Kasi diba if kulang sa tao pwedeng mag cause ng delay sa construction. If ever na
sobra or sabihin natin na sakto lang hindi naman natin masasabi na lahat un ay
masipag baka sa una lang tapos kalagitnaan tamad tamad na. Dito masusubukan ung
social skill ng contractor sa mga tauhan. Dapat ang contractor kaya niyang manduhan
ang mga tauhan niya sa maayos na paraan. Hindi dapat ung tauhan nag mamando sa
cintractor minsan kasi may mga ganong pangyayari pero minimal lang siguro. Kaya as
contractor dapat kukuha tayo ng tauhan na more experience na at skilled pa.

And last the Quality If the quality of a project is not attainable as anticipated, it can lose
its viability. Napakahalaga nito sa viability ng project. Particularly sa quality ng material
na gagamitin o ginamit sa construction project. May malaiki kasing epekto ito sa viability
ng project. For example diba nag design ka ng building and gumamit ka halimbaww ng
class a quality ng materials halimbwa lang kasi sa tingin mo econimically effective yun
at napaka vailable nito sa market. Then tumaas ung presyo ng materials na un. So
makaka apekto sa viability ng project un kasi if class a quality ginamit mo halimbawa
lang tas gagamitan mo ng class b. It depends na siguro sa u as contractor un kung
paano mo didiskartehan. Kaya nga mayroon tayong preliminary preparation and
feasibility to meet also the viability of a project.

Then The project is shown to be viable from the following perspectives:

 Is it technically deliverable
 Affordable to users
 Economically viable
 Financially viable to investors
 Socially and environmentally sustainable
