2.1.

Scope of Work
Cons. shall Review the Fire & Life safety package (drawing, calculations, etc.) of
“KAP - 5 Project” for compliance to Civil Defense Requirements for completeness
of required scope of work. Our process is divided into Two (2) main stages as
the following:
Stage 1 – Revision of Life Safety Reports and Fire Fighting Package
Stage 2 – Civil Defense submissions & Approvals

2.5.1. Stage 1 – Revision of Fire and Life Safety Package

 Once Cons. receive the drawings, calculations, and all related

documentations in soft copy format, and then have a kick-off meeting (if
required) to discuss the overall project and any questions upon an initial
review of the documents.

 Cons. shall review firefighting, fire alarm, life safety, and smoke management
systems as per the requirement of the applicable code and standard.

 Cons. will review the emergency exits and escape routes, emergency lighting
and signs, and Civil Defense Vehicles parking as received from the client.

 Cons. will review the hydraulic calculations of firefighting system (pump

capacity, pipe diameters, fire tank size. Etc); as received from the client.

 Cons. will review the provided Fire & Life safety package which shall include
the following (Or any additional doc. may be required by Civil Defense):

 Fire Life safety drawings includes but no limited to:

o Fire resistance compartmentations
o Travel distance
o Smoke compartmentations

 Fire Life Safety Calculations include:

o Occupant load calculations
o Egress calculations

 Firefighting drawings includes but no limited to:

o Fire protection plans for each building
o Fire pump room drawings
o Firefighting riser diagram

 Firefighting hydraulic calculations.

 Fire suppression systems calculations

 Fire Alarm drawings includes but no limited to:

o Fire Alarm plans for each building
o Fire Alarm riser diagram
o Master fire alarm plans

 Smoke Management Calculation.

 Smoke management drawing includes but not limited to:

o Parking ventilation system
o Staircase/elevators pressurization
o Fire/smoke dumpers and fire compartmentations.
 o Related mechanical calculation.

 Cons. will prepare a full technical spread sheet report illustrating the
misalignments of design package with the referred standards. The technical
report shall also refer to selected standard’s paragraphs for the misalignment’s
elements.
 Once completed with the review of the entire project, Cons. will compile our
comments in a report using an excel spreadsheet, by building or system and
transmit to China Railway Construction Corporation Limited – Saudi for further
action. Code references will be provided for each specific deficiency.
 Cons. shall attend meeting with China Railway Construction Corporation
Limited – Saudi (if required) to discuss the technical review report and the
comments required to comply with the applicable code requirements.
 Once China Railway Construction Corporation Limited – Saudi updated the
design package in identified format, Cons. shall double check to confirm that
the comments are applied then stamp the final drawing for submission to the
client representative review purposes.
 The review of the documentation recommended to be in site basis or batches
basis, the proper way shall be agreed during the KOM.
 The review cycle for any document is limited in to two review cycle only.

2.5.2. Stage 2 – Civil Defense Approval Stage.

 Cons. will submit the Fire and Life Safety Package for Civil Defense
review and approval including drawing, report and calculation.

 The submission to the civil defense may be in site basis, submission in

building basis is not permitted – Submission letter to be sent to CRCC.

 Cons. shall provide presentation to Civil Defense through their

representatives in power point format.

 Cons. shall coordinate with Civil Defense officials as a registered safety

consultant for further requirements, meetings and coordination, reports
and document certification until the approval of the project – Approved
documents (MOM, DWGs, Reports….) to be delivered to CRCC

3. Deliverables

3.1. Deliverables on Revision of Life Safety Report& Fire Fighting Package

• Technical Review Report with applicable code sections of non-

compliance noted for Life Safety Report in Site basses or by individual
Buildings.

• Endorsement and stamped the life safety Reports.

• Technical Review Report with applicable code sections of non-

compliance noted for Fire Fighting Package in site basses or by
individual Buildings.

• Endorsement and stamped the Fire Fighting Package.

3.2. Deliverables on Civil Approval Stage

Cons. shall provide Civil Defense with the following:
 • Stamping the produced hard copy by the client for the Fire and
Life Safety Packages.

• Coordination with the civil defense for the approval of the package

• Provide CRCC with Civil Defense correspondences and approvals

achieved

3.3. Schedule

4. Responsibilities

4.1. China Railway Construction Corporation Limited Responsibilities

• Specify a list of people to coordinate with Cons.

• Prepare full package of design drawing and any related documents

in native format.

• Modify and update the designs as per review report prepared by

Cons. and include any additional requirements from Civil Defense.

• Provide Fire & Life Safety package and any required documents in
soft copies or native format for the review process and approval
of Civil Defense including (drawings, calculations, etc.).

4.2. Cons. Responsibilities

• Full review of Fire Fighting and life safety Package.

• Preparation of technical report illustrating misalignments with

standards.

• Prepare Fire & Life Safety package and any required documents in
soft copies or native format for the review process and approval
of Civil Defense including (drawings, calculations, etc.).

• Coordinate with Civil Defense for Fire and life safety package approval.

• Any other responsibility mentioned above in the scope of work.

4.3. Exclusions
Cons. is not responsible for all services which are not expressly been
mentioned in the Scope of Work such as:

• Preparation of Fire Strategy Report

• Project construction management (site supervision, contractor
selection, etc.).

• Any other services, which are not specifically mentioned in the scope
of work.
