PERSONAL PROTECTIVE EQUIPMENT (PPE)

GUIDELINES

A. PERSONAL PROTECTIVE EQUIPMENT

The purpose of personal protective equipment is to provide a barrier or shield between the employee and
the chemical or physical hazards present in the workplace or isolate employee from such hazards. The
Management/Safety Department/Contractor’s/Agencies will ensure that each personnel will be provided
with all appropriate personal protective clothing and / or safety equipment necessary to regularly perform his
or her duties. Use of proper safety apparel is likewise required for supervisors or office personnel who
temporarily visit or inspect operational areas. It is the responsibility of each personnel to be accountable for
replacement of any lost or abused safety equipment issued to them. Managers and supervisors will ensure
that:

1. An assessment is conducted to determine what hazards are present in the


Workplace which would necessitate the use of personal protective equipment;
2. Sources of hazards are identified and the type and level of risk of potential
Injury from each identified hazard;
3. Proper personal protective equipment is selected and used that will protect the affected
employee(s) from the identified hazards;
4. Approved equipment are used, tested, inspected and properly maintained;
5. Employees are trained on :

a. When personal protective equipment is necessary;


b. What personal protective equipment is necessary;
c. How to properly don, doff, adjust and wear personal protective equipment;
d. The limitations of the personal protective equipment;
e. The proper care, maintenance, useful life and disposal of the personal protective
equipment;

6. Personnel are trained when there is reason to believe that the proper level of understanding and
skill to demonstrate proper use and care of personal protective equipment is lacking, or if there
are changes in the workplace or changes in types of personal protective equipment used.

 Eye and Face Protection:

 Protection eye and face equipment will be required where a reasonable probability of injury
may exist from the hazards of chemical splash, smoke, dust, flying / falling objects or other
debris or potentially injurious radiation. Approved goggles, face shield and / or safety glasses
shall be worn when exposed to possible injury to the eyes.

 Safety glasses are advisable for wear at all times. Face shields shall be worn when there is the
potential injury from burns to the face and / or flying debris. The supervisor shall require an
employee to wear an appropriate eye or face protection when in his/ her judgment the work
activity injury to the employee’s eyes and face. Eye protection must be used for certain types of
work when specific operations are being performed. Such as:

 Acetylene burning / Welding / Cutting


 Electric (ARC) welding
 Grinding of any kind
 Chipping and air impact tools
 Drills and metal working tools / Shop machinery
 Woodworking machines and power tools
 Metal to metal hand tools, such as cold chisels
 Handling chemicals
 Construction / Maintenance work
 Cleaning with compressed air

 Protective Headgear:

 Protective headgear (hardhats) will be worn where there is a possible danger of head injury from
impact by falling or flying objects, bumps, electrical shock or burns. ANSI Z 89.1 approved protective
headgear will be worn at all times in an operational area where the preceding condition or
combinations of such hazards exist. An operational area is defined as a place where construction and
/ or maintenance work is being performed, within 25’ of edge of pavement, wherever construction
equipment is operating or where there is a hazardous condition existing near the are which may
cause possible injury from impact and / or penetration by falling debris, flying objects or electrical
shock hazards.

 Protective ( Safety Toe) Footwear:

 All workers and staff are required to wear protective (safety Toe) footwear when their duties require
them to work in areas or handle objects or material where there is a reasonable possibility of injury
to their feet. Sandals, jogging shoes, sneakers, or tennis shoes are not suitable footwear and will not
be permitted on any field construction and / or maintenance jobsite.

 Respiratory Protection:

a. When airborne contaminants such as dust, fumes, gases or vapors cannot be eliminated in the
workplace by accepted control measures such as enclosures, local or general ventilation, or when such
measures are not feasible, respirators will be required to be worn by all employees exposed after an
assessment has been conducted on those air-borne contaminants by an industrial hygienist or safety
professional trained to perform assessments.
b. Supervisors shall ensure that when respirators are required to be worn by employees, the Respiratory
Program outlined in this policy is followed.
c. Employees are responsible for using the respirators in accordance with the training and instructions
received.

 Hand Protection:

 All workers shall be required and the supervisors shall ensure that the appropriate hand protection is
worn when the worker’s hands are exposed to hazards that can cause cuts or lacerations; abrasion;
punctures; chemical burns form acids or alkalis; absorption through the skin of harmful substance
such as organic solvents; thermal burns from hot tar or thermo-plastics; and harmful temperature
extremes.
 Approved hand protection (gloves) will be worn in work areas where there is a possibility of injury to
the hands from the following;

a. Cuts, abrasions, slivers


b. Chemicals
c. Heat
d. Electricity

 Hearing Protection:

 Where there is reason to believe the worker’s level of noise exposure may exceed allowable
limits, the supervisor / manager shall require hearing protection to be worn until such time as
the noise level can be determined by the Safety Unit.

 A hearing conservation program will be administered in the work areas where workers exposure
to noise levels exceeds the allowable limits according to DOLE-BWC standards.

 Personal Clothing:

 Personal work clothing shall be suitable for the individual job and offer maximum protection from
accidental injury. Loose clothing, jewelry, suspended neck chains, loose bracelets, etc. shall not be
worn while working around moving equipment, operation equipment controls, switches or levers to
avoid accidental operation of equipment. Workers and staff are required to wear shirts, reflectorized
vest, long trousers and safety toed shoes while working at the project site.

B. PURPOSE, APPLICABILITY AND SCOPE

1. Purpose - This policy provides guidelines to ensure the proper selection, use,
and care of PPE through work area hazard assessments and appropriate
employee training.

2. Applicability- This policy applies to all employees and EMD personnel.

3. Scope- This procedure applies to hazards that require the use of protective
equipment, also known as personal protective equipment PPE.

C. RESPONSIBILITY

1. Safety Department/Safety management Team is responsible for the


development, implementation, and administration of the Phil-Union Frozen
Food Inc. Personal Protective Equipment and devices.
This involves:

 Assisting supervisors with conducting workplace hazard assessments to determine the


presence of hazards which necessitate the use of PPE;
 Providing training, guidance, and assistance to personnel and employees upon
request on the proper use, care, and cleaning of approved Personal Protective
Equipment;
 Periodically re-evaluating the suitability of previously selected PPE upon request;
 Reviewing, updating, and evaluating the overall effectiveness of PPE use, training, and
policies;
 Providing proper storage area or locker room specific only for Personal Protective
Equipment PPE use.

a. Supervisors have the primary responsibility for implementing and enforcing PPE use
and policies in their work area.

This involves:
 Providing appropriate PPE and making it available to employees;

 Maintaining records on PPE assignments and training;

 Periodically re-evaluating the suitability of previously selected PPE;

 Ensuring that employees are trained on the proper use, care, and
cleaning of PPE;

 Ensuring that PPE training certification and work place evaluation forms
are signed and given to back to the supervisor and all other
documentation is maintained;

 Ensuring that employees properly use and maintain their PPE and follow
the Phil-Union Frozen Food Inc. PPE policies and guidelines;

 Reviewing PPE requirements when new hazards are introduced or


when processes are added or changed;

 ensuring that defective or damaged PPE is immediately disposed of and


replaced;

 Selecting and purchasing PPE;

 Reviewing, updating, and conducting PPE hazard assessments whenever:


1. a job changes,
2. new equipment is used,
3. there has been an accident where PPE have been a factor,
4. a supervisor or employee requests it,
5. Or periodically as needed.

b. Employees: The PPE user is responsible for following the requirements of the PPE
policies.

This involves:
 Properly wearing PPE as required;
 Attending required training sessions;
 Properly caring for, cleaning, maintaining, and inspecting PPE as
required;
 Following the Phil-Union Frozen Food Inc. PPE procedures;
 Informing the supervisor of the need to repair or replace PPE and
report problems when they are encountered.
