Current Condition
BO of ESDM application is integrated with Beneficial
Ownership Data through a mechanism web service or API
(Application Programming Interface) belonging to the
Directorate General of General Legal Administration –
Ministry of Law and Human Rights, and Taxpayer
Identification Number Data belonging to the Directorate
General of Taxes – Ministry of Finance

The ESDM BO application is integrated with
the Business Licensing System. This
implementation is in the pilot stage. Besides,
ensures the licensing at the Ministry of Energy
and Mineral Resources runs in accordance
with Government Regulation number 5 /
2021.

Challenges in Strengthening BO Data
• Organizational units within the Ministry of Energy and Mineral Resources obtain declaration data beneficial
ownership up to the ultimate beneficial ownership level for each business actors in the ESDM sector
• However, there are still several obstacles :
• Level of Compliance
• Verification and Validation

Improvements:
1 Improvement BO Data quality in terms of compliance,
data verification, standard and data access in order to
run Data BO optimally and clearer.
2 Collaboration with the Ministry of Law and Human
Rights to be able to coordinate and provide nationally
applicable guiding standards as a basis for verification
of data beneficial ownership by verifiers.

Requirement regulation containing a list is blackmail
or database that applies nationally as a basis for
licensing verifiers in the ESDM sector to be able to
reject licensing applications submitted by business
actors who do not meet the provisions of the
legislation in the field of taxation and fulfill the
elements of money laundering as regulated in the
provisions of laws and regulations related to.
