HEALTH MANAGEMENT INFORMATION SYSTEM

Refers to the clinical Refers to the ability to

studies to understand Principles that help analyze and implement
medical terminologies, administer the health applications for efficient
clinical procedures and care enterprise and effective transfer of
databases processes. patient information.
HEALTH MANAGEMENT INFORMATION SYSTEM

HEALTH MANAGEMENT INFORMATION SYSTEM

→specially designed to assist in the management and planning of health programmes,
as opposed to delivery of care(WHO, 2004)

→needs to be complete, clear, simple, cost-effective, accessible, and confidential

(Janneh, 2002)

→data collection system specificallydesigned to support, to generate

planning, management, and decision-making in health
facilities and organizations

→set of integrated components and procedures organized

information that will improve health care management
decisions at all levels of the health system
HEALTH MANAGEMENT INFORMATION SYSTEM

→Routine monitoring system that evaluates the process with the intention of
providing warning signals through indicators

HMIS was developed within the framework of the following concepts:

INFORMATIONCOLLECTEDIS…
1. RELEVANTto the policies and goals of the health care
institution, and to the responsibilities of the health
professionals at the level of collection
HEALTH MANAGEMENT INFORMATION SYSTEM

2. FUNCTIONALas it is to be used immediately for management and should

not wait for feedback from higher levels
3. INTEGRATED for there is one set of forms and no duplication of
reporting
4. COLLECTEDon a routine basis from every health unit
HMIS COMPONENTS
1. Data/ information/ knowledge component
2. Hardware/software/ network component
3. Process/ task/ system component
4. Integration/ interoperability component
5. User/ administration/ management
component

FUNCTIONS OF HMIS
DATA INPUT

Data Acquisition
DATA MANAGEMENT
Data Storage

Data Classification DATA OUTPUT

Data Computation
Data Verification Data Retrieval Data Presentation
Data Update
FUNCTIONS OF HMIS
1. DATA INPUT
a. Data acquisition
→generation and collection of data through the input of standard
coded formats(bar codes) to assist in the faster mechanical reading
and capturing data
b. Data verification
→involves data authentication and validation
→authority, validity, and reliability of the data sources help ensure
quality of gathered data
FUNCTIONS OF HMIS
2. DATA MANAGEMENT/PROCESSING
PHASE
a. Data storage
→preservation and archiving of data
b. Data classification/Data organization
→key parameters should be used for data classification schemes foe easier data
search
c. Data computation
→requires various forms of data manipulation and data transformations
(mathematical models, linear and nonlinear transformation, statistical or
probabilistic approaches and other data analytic process
→data analysis, synthesis and evaluation
d. Data update
→facilitates new and changing information and requires
constant monitoring

FUNCTIONS OF HMIS
3. DATA OUPUT
a. Data retrieval
→process of data transfer and data distribution
b. Data presentation
→reporting of the interpretation of the information produced by the system
CLIENT DATA
→all information of the client related to transactions, reports, billing data, clinical data
and other client data
LIST
SCHEDULING
OF →observed to distribute resources to areas that need them
FUNCTIONS AUTHORIZATION TRACKING
→monitoring of the authorized personnel and their use of the authorized
OF units

HMIS
BILLING
→notification of the charges for the patient and other related documents
(compliant electronic claim
)
ACCOUNTS RECEIVABLE (A/R) MANAGEMENT
→ensures that customers are properly notified about their bill and will settle it
report by payer source

REPORTING
→ reports issued by the entity which could be basic reports or
report writer
LIST
MEDICAL RECORD/HER
OF →collection of digital information about a patient
FUNCTIONS
COMPLIANCE
OF
→ procedure that should be followed for the improvement of the
condition of the patient or the service provided (treatment plan and
HMIS progress note)
FINANCIAL DATA
→ information relating to the performance of he entity collected for
administering purposes (financial reports, general ledger. Payroll, and
accounts payable)
DETERMINANTS OF HMIS PERFORMANCE AREA
BEHAVIORAL
Data collector and users need to have confidence, motivation, and competence to
perform HMIS tasks in order to improve the routine health information (RHIS) process

ORGANIZATIONAL
Factors such as Structure of the health institution, resources, procedures, support
services, and the culture within the organization., lack of funds, HR and management
support
TECHNICAL
Overall design used in he collection of information---complexity of the reporting forms, the procedures set
forward in the collection of data, and the overall design of the computer software used in the
collection of information
PRISM FRAMEWORK
PerformanceofRoutineInformationSystemManagement(PRISM)
→a conceptual framework that broadens the analysis of HMIS or RHIS by including
the three determinants of HMIS performance

→identifies the strengths and weaknesses in certain areas and the correlations
among these areas

→aids in designing and prioritizing interventions to improve RHIS performance

→founded on performance improvement principles, defines

the various components of the RHIS and their linkages to
produce better quality data and continuous use of information,
leading to better health system performance and better health
outcomes
Three Determinants of HMIS
1.Behavioral determinants
→knowledge, skills, attitudes, values, and motivation of the people who collect and
use data

2.Organizational/environmental determinants
→information culture, structure, resources, roles, and responsibilities of the health
system and key contributors at each level

3.Technical determinants
→data collection processes, systems, forms, and methods
