Model United Nation

PILOT VIRTUAL CONFERENCE
 What is MUN
MUN or Model United Nations are simulations of real UN conferences. In
MUN, each person are labeled or called as ‘delegate’ and will represent a
country. Additionally, aside from representing a country, they are then
signed into respective councils that conducts their own sessions known as
diplomatic simulations. Joining a Model United Nation is the main approach
for the youth to be acquainted with diplomacy and a great way to learn
about international relation.

 QUORUM
Quorum is declared at the start of each committee session. Quorum is used to determine the
minimum number of delegate who need to be present in order to open the debate in all times.
At least one-quarter of delegates present in a certain committee are present in order for the
quorum to be met, and the Chair is reserved with the right to declare a Committee open to
proceed with debate. A roll call is never required to determine the presence of a quorum.

GENERAL SPEAKER’S
LIST ( GSL )
General Speaker’s List or commonly known as
GSL is a platform or place alotted for the
delegate to talk within the given time regarding
the gist of the council discussion.
ALLOTTED TIME FOR GSL
Time allotted for GSL may last within either 1 minute
to 1.5 minute. Delegate may propose a motion to
revise the time in the Speaker’s list to 2 minutes if
they wish to do so. The motion will be voted upon
procedural voting.

Working Paper

The working paper is a formulation of a

working paper, delegates may utilize it
as their reference.
Draft Resolution

The Draft Resolution is an official

and final document of the committee.
Draft resolutions require sponsor
and signatories, particular format
like preambulatory clauses and
operative clauses are utilized in
formulating a Draft Resolution.
Furthermore, a draft resolution
canbe ammended.
 RULES OF VOTING

Procedural Voting Substantive Voting Voting by unanimous consent

Voting on any matter other than draft
resolutions and amendments is
considered procedural. This motion only
requires a declaration of “yes” or “no”.
Simple majority is needed to pass this
kind of voting.
Substantive voting includes voting on
draft resolutions and amendments.
The only motion that will be in order
are: Motion to Divide the Question,
Motion to Reorder Draft and Motion
for a Roll Call Vote.
Before the beginning of the voting process on a
motion, draft resolution or amendment, the
Committee Chair has the right to ask his or her
members if there are any objections, If no
committee member expresses an objection,
then the motion automatically passes
REORDERING DRAFT RESOLUTIONS

A Motion to Reorder Draft resolutions will only be in order immediately after

entering voting procedure, and before voting has started on any draft resolutions

It requires a simple majority to pass a motion

THE CHAIR WILL TAKE ALL MOTIONS TO
REORDER DRAFT RESOLUTIONS AND
THEN VOTE ON THEM IN THE ORDER IN
WHICH THEY WERE INTRODUCED
VOTING WILL CONTINUE UNTIL EITHER A MOTION PASSES, WITH A
SIMPLE MAJORITY, OR ALL OF THE MOTIONS FAIL, THE COMMITTEE
WILL MOVE INTO VOTING PROCEDURE, FOR THE DRAFT
RESOLUTIONS IN ORDER WHICH THEY ARE INTRODUCED. ONLY
ONE MOTION TO REORDER DRAFT RESOLUTIONS CAN PASS FOR
EACH ROUND OF VOTING PROCEDURES.
