The Special Events Committee has reviewed your application for a special event permit.
Your application is approved, conditioned upon the following:
• Provide the City of Jackson with a copy of your insurance policy for liability listing the
city as a rider for your event COB September 26, 2022
• Secure a minimum of 5 (sworn) JPD police officers and (bonded) private security
personnel.

• Strict compliance with the requirements listed below:
Based on the information provided in your application (and in-person) and review of the
application by the Special Events Committee, your event classifies as a Class B event. The
permit fee for a Class B event is (waived).
You should bring this letter and payment for the above fee to the City of Jackson’s
Administration Department located at 200 South President Street (1st floor) (601-960-1144).
Your fee should be paid at least 48 hours before the time scheduled for to ensure the services
requested from the City will be provided and approval of the permit.
Requirements services are as follows:
• Development of a security plan to entire the safety and protection of all attendees
on both public and private property (Capitol Street and Congress Street.
• Development of an emergency evacuation plan to ensure the safety and protection
of all attendees on both public and private property. Plan shall include visibility of
medical personnel to all attendees. Please include in your plan the routes
designated for fire trucks; locations of first-aid stations and AMR personnel and
routes for AMR.
• Use of specified portions of Capitol Street and Congress Street during time
specified. Use permitted so long as (1) the event does not substantially interrupt
the safe and orderly movement of traffic contiguous to the event site, and (2) the
concentration of event attendees, vehicles, and the assembly and disbanding areas
around the event does not prevent proper police, fire, or ambulance services to
areas contiguous to the event.
• Use of security personnel to direct traffic around blocked areas to ensure sidewalks
remain clear.
• Secure portable restrooms strategically staged to ensure visibility, access, and safety

Event Date: Monday, September 26, 2022 from 4:30 p.m. to 7:30 p.m.

On Monday, September 26, 2022, Mississippi Poor People’s Campaign (c/o Danyelle Holmes), will have an
Assembly, Rally, Banners, Stage, Sound and Equipment and Check-in Station on Capitol Street between
Congress Street and West Street in the Capitol City Complex of Jackson, MS.
The following will be blocked off with drums (from 4:30 p.m. through 7:30 p.m. September 26th) for the
safety and protection of the attendees and traffic control:
1. Capitol Street from the corner of Congress Street to the corner of West Street
2. Congress Street from the corner of Capitol Street to the corner of West Street
3. West Street from the corner of Capitol Street to the corner of Congress Street
Holmes is expecting approximately 500 people to attend the event. JPD officers and private security
personnel are to provide security and traffic control (c/o Commander Mark Hodges @ 601-960-1234 and
Curtis Nichouls @ 601-503-4628).
AMR personnel and First-Aid must be present throughout the duration of the event.
