A Case Analysis on Disaster Risk Reduction and

Management Efforts of Barangay Carmen

INTRODUCTION

Barangay Carmen is one of the barangays in Calbayog city province of Samar that is typically
prone to natural hazard and calamities such as typhoon, earthquake, and landslide because of its
geologic and geographic location, In light with this. The Barangay officials of Barangay Carmen
had made a Barangay Disaster Risk Reduction Management Plan 2022-2024(BDRRM) To all
constituents to be prepared, aware and to provide comprehensive knowledge and effective ways
in case the hazard occurs in Barangay Carmen Calbayog City Western Samar.

Moreover, a historical record of Barangay Disaster Risk Reduction Management Plan came from
the help of City Disaster Reduction Management Office (CDRRMO) through the head office Dr.
Sandro C. Daguman, together with his colleagues through training for the awareness and
preparedness for everyone will help to determine the effective ways, tools, methods, to protect
themselves on what to do before, during, and after the calamities.

In Addition, Barangay Disaster Risk Reduction Management Plan of Barangay Carmen they
indicate Hazard Map (flood), Barangay Carmen Spot Map, Barangay Carmen Vehicular
Accident-Prone Area, they also stated the Disaster Contingency Plan of Barangay Carmen, it has
a biggest help to everyone to avoid the possible effects of hazard and to give idea to the
community. Nevertheless, it is help to lessen the risk of hazard during calamities. Aside from the
formulation of Barangay Disaster Risk Reduction Management, an Inclusive Barangay Disaster
Risk Reduction Management Plan says it might be difficult to implement this plan, However, if
the people in the community united it goes easier and its help to achieve their aspiration
METHODOLOGY

Overview

The research methodology is the way of explaining and determined what research method you
will used to gather information, materials, tools, and to determine the validity of the study. In this
research I decided to choose qualitative research to gather, collect and to find out the primary
data, I also used interview because it is the way to identify the point of view of study. I believed
that some secondary data is necessary that I will incisively analyze the important of BDRRM
plan, articles and journals and previous studies are the best way that I used as my secondary data
source of information. Qualitative Research is often based on methods of observation and
enquiry qualitative research explore the meaning of human experience and creates the
possibilities of change through raised awareness and purposeful action (Taylor & Francis, 2013)
on the same time. A research design according to Andrew B. Kirumbi (2018) is the set of
methods and procedures used in collecting and analyzing measures of the variables specified in
the research problem.

DATA COLLECTION METHOD

The Primary data will be collected from the Barangay Carmen Calbayog City Western Samar
and the secondary data I collected through online article and journal.

DATA ANALYSIS METHOD

The data analysis of this study is mostly represented on qualitative manner and interview as my
primary guide to access the data, information from barangay officials that I gathered in this study
and its help to gathered meaningful data.

RESULTS AND DISCUSSION

Burning fire (Sunog)

The Barangay Disaster Risk Reduction Management Plan of Barangay Carmen states the
activities before, during, and after when it is occurs. Firstly, they will provide early warning team
there will be a meeting that happen and it will discuss the on how to prevent by the help of BFP
and PNP especially in the month of march celebrating fire prevention month this will help to
everyone to be aware before burning fire begin. The second Activities will be Transportation
team, these activity help to identify the victims of the said calamities. They will need to
cooperate to evacuation team, BDRRMC and security evacuation team. The Third is supply team
they also state to provide supply team that will able to buy the needs of the victims. The fourth is
health/medical team and they’re going to conduct a meeting every month, PNP and BFP
Personnel will be invited to train on how the safety of fire drill and the last is damage control
plan, this activity is to have an survey to identify every household who had a damages during
burning fire, on the hand. During burning fire “Sunog sa Panahon sa kalamidad” is almost the
same before the burning fire occur, However. There will be a communication team that will help
to report to BDRRMC chairman to CDRRMO. Moreover, they will need to ensure that gadgets
is fully charge to used as contact, Nevertheless, The transportation team always active to bring
the victims in the nearly hospital.

Earthquake (Linog)

The activities before the earthquake occur is Early warning team a meeting to discuss the
warning signals and regular check up to the devices, second is transportation team this will help
to find evacuation center route or to be easy to delivered supplies and the are going to coordinate
to security evacuation team, third is communication team this is one of the important because
they are going to write all the supply that they will need to buy, fourth is health or medical team
theyre going to conduct a meeting every month to identify the vulnerable houses and regular
house survey together with barangay secretary, BNS, BHW, and CAT and to buy a common
medicine that will need, and the fifth is the rescue team they are going to conduct a emergency
meeting to plan the relief goods, on the another hand. First during the earthquake, they will use
megaphone or church bell to call the attention of people to go outside to be prepared after shocks
they also provide a transportation team and they need to stand by to be easy to call, Moreover.
They have an communication team to coordinate and to report towards BDRRMC chairman and
CDRRMC, Lastly. The security team this will help to ensure every family are safety and supply
team they will help to provide a record for those family who had already receive a relief goods.
Typhoon (bagyo)

The first activity is early warning team they are going to make a survey to household quarterly to
find out the people, houses or prone area where the houses located to tell them an warning
signals so that they will have an idea and to be informed in case the typhoon occur, second is
transportation team they are going to have a check-up of transportation facilities to ensure that
they are useful during evacuation , third is communication they are going to post an contact
numbers to all personnel , search rescue team and CDRRMO, fourth is supply team the are
going to provide a relief goods and emergency kit plan and they have also a damage control this
fuction is to access every household houses that is easily to destruct so that they will able to
immediately help and take action.

As the result, they will able to give accurate information to the people before in community and
it will also lead to prepared especially the transport facility to be easily to evacuate, and will
easily to contact the personnel through the help of information by the BDRRMC To CDRRMO
and also to BDRRM.

Moreover, BDRRM Plan is very important to people in the community because it helps to
prevent and lessen the effects of hazard and through the help BDRRM Plan will able to address
these concerns and it has a big role to community to have accurate information on what to do
before, during and after the disaster.

Recommendation

The Barangay Disaster Risk Reduction Management Plan provide a comprehensive knowledge,
accurate information, organize and activities that will lessen the effects of hazard to our
community. My recommendations for research are based on the study findings

They have a complete access in all facilities like health care facilities, transportation facilities
and etc. however they don’t have a team to have a clearing to the trees that can be fall during
calamities and it can cause to damage people in the community. My recommendation is they
will need to provide a program that prohibited in a prone area of calamities they will need to
provide a free land cite for them to build a house that is safe and far away from the risk of hazard
the government should need to build that program. Besides, there are a facility in evacuation
center, However those facilities are from the school classroom, my second recommendation is to
build a 5 storey for evacuation during typhoon that can cause a high flood in the community, a
high budget also from relief goods because it always happen that the relief goods is not enough
especially for the big family. A high budget of every family is important to buy their needs
especially in the victims of burning fire (sunog) we all know that those victims asked a donation
liked dress, foods because the budget of relief is not enough. Moreover, a victims of calamities is
they need a financial support that is why I recommend to have a program for financial to direct
give a support from the victims of calamities.
