1. In response to Hamon: Bawat Bataw Bumabasa (3Bs Initiative) of the Department of Education, this
Office hereby releases the Five-Year Schools Division Implementation of Project Basahusay.
2. Project Basahusay (Exemplareaders) is a division-initiated reading program which aims to make every
San Joseno learner proficient in reading through the creation and implementation of the Two ARCs of
Reading namely the Advanced Reading Curriculum (ARC1) and the Authentic Reading Culture (ARC2) in
all the schools and grade levels across the division.
3. School heads and Public Schools District Supervisors are enjoined to align their School Reading
Programs (SRPs) and District Reading Programs (SRPs) with Project Basahusay and to steer their
priorities towards the promotion of reading culture.
4. Further, district supervisors are directed to conduct regular monitoring of the implementation of SRPs and
to provide immediate technical assistance to school heads and reading teachers.
5. Immediate and widest dissemination of the Schools Division Memorandum is desired.

PROJECT BASAHUSAY (EXEMPLAREADERS/READING EXEMPLARS)

Vision : Every San Joseno Learner a Model Reader

Mission : To make every San Joseno learner a proficient reader by creating and implementing the two ARCs of Reading
namely the Advanced Reading Curriculum (ARC1) and Authentic Reading Culture (ARC2)

Objectives : 1. Create a reliable Learner’s Reading Profile (LRP) based on the results of Phil-IRI and Performance Assessment in
Reading (PAR)
2. Capacitate the reading teachers on content and pedagogy
3. Gather unwavering support from all the stakeholders
4. Establish a Reading Magic Center in every school and turn every classroom into a literacy-rich instructional space
5. Foster the love and habit of reading among learners and develop among them a deep sense of reading norms and
values
6. Develop interesting, age-appropriate and contextualized reading learning resources
7. Conduct action research on the various subjects, stages and levels of implementation of the project
8. Recognize effective implementers and staunch supporters of the project
