s€t to conduct the Calendar Year 2019 Second Quarter Nationwide Simultaneous-
Earthquake Drill (NSED) on 20 June 2019, 2:00 PM at Bayugan City, Agusan Del Sur
as National Ceremonial venue.

ln support of this grand activity, the

Regional Disaster Risk Reduction and
Management Council 1 (RDRRMCI) in coordination with the Province of llocos Sur will
hold a simultaneous earthquake drill.

The activity is pursuant to Rule 6, Section 7 of the lmplementing Rules and

Regulations of the RA 10121 which states that public awareness shall be undertaken
through the conduct of drilts by the LDRRMO on a regular basis. ln addition, the
National Disaster Risk Reduction and Management Plan (NDRRMP) states that one of
the activities to achieve Outcome 10 is the development or enhancement and simulation
of scenario-based preparedness and response plans. Furthermore, one of the policy
framework stated in the National Disaster Preparedness Plan as embedded in the fourth
priority area of the Sendai Framework for Action 2015-2030 included target is to
promote regular disaster preparedness, response and recovery exercises.

ln this regard, may we respectfully request all RDRRMC1 member agencies,

Provincial DRRMCs, Dagupan City DRRMC, all City and Municipal DRRMGS and
Barangay DRRM Committees of the region to spearhead the conduct of the drill in your
areas of jurisdiction.

ln addition, all DRRMCs shall adhere on the following guidelines to ensure

widespread information dissemination of the drill and active participation of the said
undertaking:

1. Every Local Govemment Units, Govemment and Nongovernment Organizations

shall organize Disaster Control Group (DCG) responsible in planning and
organizing the drill, developing evacuation plan, orienting the participants about
the evacuation procedures, and other responsibilities, as may deemed necessary
particularly in urban and/or coastal areas.
2. We en@urage your respective lnformation Ofiicers to kindly upload action
photos related to NSED activities in your respective social media accounts
particularly facebook, twitter and instagram and use the official hashtag
"#BidaAngHanda". You may tagged your photos at Civil Defense llocos-
Pangasinan Region official facebook page.

3. A Post lmplementation Evaluation is encouraged for proper reporting and

documentation and to be submitted at ocdri cbts@vahoo.com not later than
12 July 2019 for consolidation and submission to the NDRRMC. Attached are
the template to be used for Earthquake Drill Evaluation (ANNEX A) and Post
lmplementation Evaluation Report (ANNEX B) for your reference.

OVERVIEW Example: The Nationwide Simultaneous Earthquke Drill (NSED) is
