The Offered valves shall be in Full compliance with Material Requisition and all its
G01 General Piping other attachments, MESC Numbers, MESC Buying Description Sheets and all
mandatory MESC SPEs stated in MESC Buying Description Sheets.

Vendor shall offer TAT approved design from TAMAP listed Manufacturer in
accordance with SPE 77/300 and EFA agreement. Vendor shall submit TAT
certificates along with the quotation and specify Shell GSI Report No. / TAT Certificate

No. against each line item in the quotation to ensure TAT coverage for offered
valves.Offered valves which are not covered under TAT range must be stated in the
Quotation & Deviation List.

If MESC Nos. are not available in the piping classes then project specific MESC Nos.
and MESC buying description sheets shall be generated and shall have suffix “Q, Q1,
Q2 or B1, B2, B3”. For example 7767110111Q, 7703265081B1 etc. The changes or
G03 General Piping addition to standard MESC Nos. will be indicated in red colour.
The project specific MESC Nos. and MESC buying description sheets are not available
on Shell MESC portal hence it will be attached with the relevant material requisitions.
Vendor has to download standard MESC Nos. from Shell MESC portal.

Vendor shall submit duly signed and stamped copies of all MESC Nos. and MESC
G04 General Piping
Buying Description sheets specified in Material Requisition.

Vendor shall submit following documents after Purchase Order.


Vendor Document index, ITP, GA Drawings & Tagplate Drawing, MTCs including IGC,
Ferrite,Heat Treatment, Impact test, Hardness Test Results (wherever applicable),
Procedures, NDE Reports (if applicable per SPE 77/302), Production FET Report,
Production Low Temperature Test Report (whenever applicable), Pressure Test
G05 Piping Report, Painting Procedure & Painting Inspection Report, Certificate of Compliance,
Spare Parts List for 2 Years Operation, Packing List, IOM, MRB & MRB Index.
WOOD Document submission procedure will be shared after Purchase Order.

Vendor to submit list of 2 Years Operation Spare parts in accordance with Spare Parts
G06 General – SPIR Piping Strategy for BGC project (Doc. No- 0000-BGC-G000-GE00-G00000-OA-5980-00002)
included in MR. The copy of E-SPIR shall be submitted after PO.

Vendor to include following minimum information in the offer. Otherwise vendor offer
will not be evaluated further.
1. Size, MESC Nos., Short Description & offered MESC Version against each line item.

3. TEC code for offered valves & TEC for DVT qualified vales. Any mismatches in TEC
code shall be identified in the deviation list with suitable technical justification.
4. Delivery Schedule against each line item.

Being EFA Suppliers, it is Vendor’s responsibility to strictly offer only TAT or DVT
approved design and also submit supporting TAT or DVT Certificates including list of
qualified valves and clarification or approved deviations if any. WOOD holds no
responsibility to verify TAT or DVT certificates and list.
General-
If Vendor is not having TAT/DVT approved design and also will not going to perform

DVT then Vendor to clearly write in the deviation list that “Offered Valves are not

TAT/DVT certified and further NO DVT will be performed”.
After Purchase order, if WOOD finds that some of the offered valves are not having
TAT or DVT certificates then Vendor will be responsible to perform TAT or DVT of
these valves without any cost & schedule impact to Purchase Order.

Vendor to submit duly signed & stamped copy of attached Deviation List which include
General- the deviations (if any) for offered valves and other deviations (EVADOC list) agreed
G09 Responsibly of Piping during TAT qualification.
Vendors Vendor to clearly write "No Deviation" in case vendor don't have any deviation.

Being EFA supplier, Vendor can offer valves which have successfully passed DVT or
valves which will have DVT in future (specify approximate dates for DVT), in this case
Vendor to submit letter of compliance stating vendor takes full responsibility that

successfully pass DVT qualification before Final Inspection of these Valves and
Vendor is authorized to supply these valves under EFA agreement. Also these
deviations shall be specified in Deviation List.

Vendor offered valves shall be in compliance with MESC buying description, MESC
T02 Technical Points Piping SPE 77/302 and other relevant MESC Specifications mentioned in the MESC buying
description sheets.

All offered valves shall minimum comply with MESC SPEs version 14 or 14A. However

Vendor shall specification MESC Version against each line item in the quotation.

All valves shall be purchased from Shell approved TAMAP manufacturers who are
having standard ITPs approved by Shell Global Solutions during TAT qualification

process. The same ITPs shall be followed in order to reduce the efforts on developing
project specific inspection points.

Inspection & Testing


Final witness inspection is expected and WOOD inspector will check the completeness
of vendor documents as per approved Vendor Document Index(VDI), review &
T07 Piping stamped all the test certificates, test results, perform visual & dimensional check,
marking & tagging check as per approved GA drawings & tagplate drawing.
However any witness points will be conveyed while reviewing ITP for each order.

All valves shall be 100% pressure tested (hydrostatic and pneumatic test) including
back seat test for Gate & Globe Valves. Testing requirements and testing standard will

be same as agreed during TAT qualification process. Extent of Testing shall be as
agreed in EFA.

Other Testing Heat Treatment, Impact Testing, Welding & Hard Facing, Ferrite test, Hardness & IGC

NDE requirements and extent of NDE to be performed shall be in accordance

Each valve shall have Permanent Tagplate securely attached with body of valve.
T13 Permanent Tagplate Piping
Following minimum information shall be included on Permanent Tagplate.
The manufacturer’s name or Trademark, Nominal size, Material Grade, Rating, Trim
material Grade, any other marking requirements as per MESC SPEs.

Each valve shall be provided with SS316 Supplementary Tagplate securely attached
with SS316 wire to the valve.
Vendor has to include following information on Supplementary Tagplate.

Packing & Preservation shall be as per BGC – Preservation, Packing, Marking and

Packing & preservation Procedure shall be submitted after contract award which shall
be in line with the above document.

All carbon steel (CS & LTCS) and stainless steel (SS) valves shall be painted in
accordance with BGC Project Painting Specification (Doc. No. 1000-BGC-G000-ISGP-
G00000-RA-7754-00001). Vendor to update & submit unpriced quotation along with
TQ2 response.
• Paint System CS-5, Total DFT - 100µm (Inorganic Zinc Silicate & Silicone Aluminium)
for CS, LTCS & Ducticle Iron Valves (Operating / Design Temperature Range -29 0C to
4000C), Finish Color - Aluminium

• Paint System CS-5.1, Total DFT - 150µm (two coats of Heat Resistant Cold Spray

Aluminum @ DFT 75 micron each coat) for CS & LTCS Valves ( Operating / Design
Temperature range -500C to 2000C), Finish Color - Aluminium

• Paint System for SS / Duplex valves considering uninsulated valves, Total DFT -
75µm (three coats of Silicone aluminium @ DFT 25µm each coat for the Operating /
External Painting Piping Design temperature range of -500C to 2000C), Finish Color - Aluminium

Painting System CS 5.1 and SS valves will be added into BGC Project Painting later
on.

The Ends of socket weld and butt weld valves shall not be painted for a distance of 15-
20mm from the ends; unpainted area shall be taped over with duct tape or similar to

provide protection against corrosion and ingress of foreign material until valves are
installed.

The Ends of valves fitted with pup pieces shall be left unpainted for a distance of
50mm from the plain / bevel end, unpainted area shall be taped over with duct tape or
T18 similar to provide protection against corrosion and ingress of foreign material until
valves are installed. Plain / Bevel ends shall be protected against damage during
shipping and storage

Locking Arrangement Irrespective of Requirement in MESC SPEs, all Valve shall be provided with locking
