Executive Order No. 7 of 2018

“ORGANIZATION OF THE BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT

COMMITTEE (BDRRMC)”

WHEREAS, it is the policy of the state to uphold the people’s constitutional rights to life,
and property by addressing the root causes of vulnerabilities to disasters, strengthening the
country’s institutional capacity for disaster risk reduction and management.

WHEREAS, Section 11 of Republic Act No. 10121 mandates the institutionalize of the
Local Disaster Risk Reduction and Management Councils at all levels;

WHEREAS, Section 1 Rule 5 of the implementing Rules and Regulations of Republic Act No.
10121 explicity set forth that the Barangay Disaster Coordinating Council cease to exist and its
powers and functions shall be assumed by the existing Barangay Development Council (BDC)
which shall serve as the BDRRMC in all barangays;

NOW THEREFORE I, Raquiel R. Garcia, of Barangay Paguiruan, Floridablanca, Pampanga

Municipality of Floridablanca, by virtue of the powers vested in me by law, do hereby ordain;

SECTION 1. Organization and Composition of the Barangay Disaster Risk Reduction and
Management Committee (BDRRMC), a Regular Committe of the BDC. Pursuant to R.A. 10121,
there is hereby organized a BDRRMC to be composed of the following:

Section 2. Functions of the BDRRMC. The BDRRMC shall have the following functions:

1. Design program and coordinate disaster risk reduction and management activities
consistent with the National Council’s standard and guidelines;
2. Facilitate and support risk assessments and contingency planning activities at the
local level;
3. Operate a multi-hazard early warning system, linked to disaster risk reduction to
provide accurate and timely advice to national or local emergency response
organizations and to the general public, through diverse mass media, particularly
radio, landline communications and technologies for communications within rural
communities;
4. Conduct continues disaster monitoring and mobilize instrumentalities and entities of
the LGU, CSOs, private groups and organized volunteers, to utilize their facilities and
 resources for the protection and preservation of life and properties during
emergencies in accordance with existing policies and procedures;
5. Identify, assess and manage hazards vulnerabilities and risks that may occur in their
locality.
6. Disseminate information and raise public awareness about those hazard,
vulnerabilities and risks, their nature, effects, early warning signs and
countermeasures;
7. Identify and implement cost effective risk reduction measures/strategies.
8. Maintain database or human resource, equipment, directories and location of
critical infrastructures and their capacities such as hospitals and evacuation centers;
9. Etablish linkage/network with LGU’s for disaster risk reduction and emergency
response purposes;
10. Perform such other functions as may be provided by law or competent authority.

Section 3. Meetings. The Barangay Risk Reduction and Management Committe

(BDRRMC) shall meet once every quarter or as often as may be necessary.

Sectin 4. Effectivity. This order shall take sffect immediately.
