GOVERNMENT OF RIVERS STATE OF NIGERIA RIVERS STATE INTERNAL REVENUE SERVICE PUBLIC NOTICE Guidelines to Tax Administration Officials and Agents on the Implementation Strategy on Tax Relief/Incentive to Tax Payers Following the gracious approval by His Excellency, the Executive Governor of Rivers State, Chief (Barr.) Nyesom Ezenwo Wike (CON), outlining the reliefs avallable under the Covid-19 mitigation strategy as announced and published (on Wednesday July 29, 2020. The Rivers State Internal Revenue Service (RIRS) have developed guidelines for the smooth implementation of the Covid-19 palliative/relief to tax payers as follows: |. Waiver of penalty and interest for Annual Returns would not be charged for companies that file between 1 February 2020 and 31° December 2020, The Director Tax Ausit would ensure that al lat filling are recorded and the waivers granted IL. The Personal Income Tax (PIT) Unit and High Net worth individual (HN!) would ensure that all Personal Income Tax returns made between 31° March, 2020 and 31% December, 2020 ARE NOT charged interest and penalties for late filing. Records of such flings are tobe kept and recorded by the PT and HNI units respectively and reported weekly tothe Executive Chairman. IIL For tax payers that pay before 31" October, 2020 on self-assessment, a 1% bonus would be granted to them. All Tax assessment Authorities would be required to keep proper documentations of tax payers that paid within the stipulated time. IV. All Capital Gain Tax (CGT) accessed before 31" December, 2020 would be granted a 50% waiver. \V. 20% discount would be granted on all Personal Income Tax assessment issued to owners of Schools, Hotels, Pharmacies and Hospitals and other allied businesses in the year till 31% December, 2020. The Director PIT ‘would ensure that the waiver is granted to tax payers. < 7 i Perce hate, Meee AGES RMA Nayout, pot Horcout 2RIRS See er Webatle: wi verbs govng Twi: Rvesbts Facebook fiver State Boord of emai Reverie ML vi. vu Xt xt ‘The Director Informal Sector would ensure that all tax drive for the year 2020 is suspended to cushion the effect of the Covid-19 pandemic on tax payers that fall within the following categories: Market stalls Hair and Barbing Salons Mini Supermarket and kiosks Technicians, Mechanics arid Artisans Passenger Vehicle operators Welders, Vulcanizes and allied vocations etc. All Local Government Chairmen have been informed via the Press Release to ensure that all Local Government taxes and levies for the 2020 tax year are suspended, except Tenement rates. {An internal memo has been sent to staff for guidelines on the implementation of the Covid-19 relief/incentive to tax payers. A meeting with the AA's of the 15 tax offices and all Heads of Directorates/Units has been conducted so that the staff can be educated ‘on modalities of the implementation strategies for Covid-19 relief’s/incentives. ‘A continuous monitoring of the implementation of the Covid-19 palliative/incentive to taxpayers would be carried out weekly to ascertain the level of compliance by staff. Rivers State Internal Revenue Service would continue to educate and sensitize tax payers on the various channels in which taxes can be remitted via radio jingles, social media posts (Facebook, twitter and RIVTAMIS portal) and billboards.
