A RESOLUTION IN THE MATTER OF RESPECTFULLY REQUESTING THE

HONORABLE GELACIO R. MANALANG, TARLAC CITY MAYOR TO
DIRECT THE GENERAL SERVICES OFFICE TO CONDUCT ASSESSMENT
OF THE NEEDS OF THE OFFICE FOR SENIOR CITIZENS AFFAIRS (OSCA)
AND TO CAUSE THE IMMEDIATE PROVISION OF THE REQUIRED
SUPPLIES AND EQUIPMENT, OR IMPLEMENT REPAIRS OF ANY
DEFECTIVE EQUIPMENT OR FURNITURES AND FIXTURES MOST
PARTICULARLY THE IMMEDIATE RESTORATION OF THE
AIRCONDITIONING UNIT TO PROVIDE COMFORT TO THE ELDERLY
CLIENTS

WHEREAS, Section 7 of Republic Act No. 7432 otherwise known as “An Act to
Maximize the Contribution of Senior Citizens to Nation Building, Grant Benefits and
Special Privileges and for other Purposes” expressly provides that: “There shall be
established in the Office of the Mayor an OSCA (Office for Senior Citizen Affairs) x x
x” to address the needs of the senior citizens in every local government unit;

WHERAS, in support to the statutes of the national government, and to uphold the
constitutional mandate to design programs of social security for the senior citizens, the
City Government of Tarlac established the Office for Senior Citizen Affairs under the
Office of the City Mayor to cater for the welfare of senior citizens;

WHEREAS, during a visit at OSCA Center located inside the Tarlac City Plazuela, the
employees as well as the elderly clients expressed concerns about the present condition
of the office particularly the discomfort that they feel due to the dysfunctional air
conditioning unit;

WHEREAS, it is deemed necessary to improve the services of the Tarlac City OSCA
in the interest of protecting their rights to social security, health and welfare, in due
recognition to their invaluable contributions to national development during their
heydays;

NOW, THEREFORE, on motion of Councilor Glenn Troy S. Caritativo, duly

seconded;

RESOLVED that a request shall be respectfully made to the Honorable Gelacio R.

Manalang, Tarlac City Mayor to direct the General Services Office to conduct
assessment of the needs of the Office for Senior Citizens Affairs (OSCA) and to cause
the provision of the required supplies and equipment, or implement repairs of any
defective equipment or furnitures and fixtures most particularly the immediate
restoration of the airconditioning unit of the office to provide comfort to the elderly
clients.
