Total Solution for COVID-19

Nucleic Acid Detection
01
Introduction
Background
On 31 August, the Joint Prevention and Control Mechanism of the State Council issued its
"Strategy for Improving COVID-19 Nucleic Acid Testing Capacity".
By the end of September 2020: By the end of 2020:
• Ensure that all secondary general hospitals have the capacity to collect and
• In each administrative region, ensure that tertiary test nucleic acid samples.
general hospitals, hospitals specializing in infectious • Complete construction of urban test centers and public testing laboratories.
diseases, centers for disease control and prevention, • Fully utilize independent medical testing laboratories (third-party laboratories).
and at least 1 county hospital in each county have • Fairly distribute emergency testing capacity between regions.
the capacity to collect and test nucleic acid samples. • Develop a rapid response mechanism that can complete mass testing in a
short period in the event of new case clusters.
1. Secondary (and above) hospitals, hospitals specializing in infectious diseases, centers for disease
prevention and control, and county-level hospitals with nucleic acid testing facilities should fully utilize
existing resources to quickly increase testing capacity and meet routine testing needs.
2. Establish urban test centers
• Urban areas in prefecture-level cities and above should have at least 1 center for every 1 million permanent residents.
If there are fewer than 1 million permanent residents, there should be at least 1 test center.
• Increase testing capacity to 10,000 samples/ day (multiple samples may be mixed when batch testing is implemented).
In the event of an outbreak, extra shifts should be arranged in order to increase capacity to 30,000 samples/ day.
• In principle, only complete testing for the local population to avoid the need to utilize testing capacity in other regions.
3. Increase rapid testing capacity and the capacity to disinfect goods at ports to facilitate customs clearing.

Facilities
Ancillary equipment — medical waste treatment
➢ Processing of solid waste: Any remaining reagents,
consumables, disposable protective equipment and
other solid materials used by the laboratory should be
placed in a special waste disposal bag. The bag should
then be sprayed with chlorine-based disinfectant on the
inner and outer sides before being securely closed and
sent to a high-pressure sterilization room. It should be
sterilized under pressure with steam at a temperature
of 121℃ for 15 minutes together with any remaining
samples and nucleic acid transported in sealed medical
waste containers. The sterilized waste may then be
transported out of the laboratory for waste disposal. BSD-series medical wastewater

Ancillary equipment — water and electricity supplies
➢ Water supply: DN20 socket can be connected to municipal water
supply or purified water supply.
➢ Power supply: Standard: 380 V, 80 A single channel; cold regions:
380 V, 125 A single channel

➢ During mobile applications, a water supply/electricity generator

truck can be connected to supply water and electricity.

➢ Purpose: The water supply/electricity generator truck provides a

backup water/electricity supply. The chassis, vehicle interior, water
supply system, electricity supply system and other on-board facilities are
designed to meet water and power needs for outdoor applications. The
truck can accommodate two operating personnel including the driver.
➢ Technical specifications: Chassis model no.: DFL1250A12
➢ Fuel type: Diesel
➢ Emissions: National Ⅳ standards
➢ Curb weight: 9000 kg
➢ Maximum permitted weight: 25,000 kg
➢ Exterior dimensions: 10,781 mm × 2500 mm × 3283 mm

Ancillary equipment — on-site command vehicle
Emergency command vehicle:
➢ Housed in a medium-sized vehicle, this command vehicle is highly maneuverable and is equipped with an effective mobile
communications system that can transfer data, videos and other information in real time between on-site personnel and
the command center. It functions as an on-site communications, information and command hub for disaster relief missions
and is able to relay information to and from on-site personnel.
➢ The vehicle can send and receive voice messages, data and audio/video files to and from the provincial emergency
management center. If necessary, it can use maritime satellite communications systems to send and receive data and
audio messages to and from the provincial emergency management center.

Upgrades
Laboratory throughput upgrades and smart system adaptation
Laboratory upgrade solutions:
➢ Automated equipment is deployed to increase testing throughput.
➢ The instruments only occupy a small space, so there is no need to increase the size of the laboratory.
➢ The laboratory does not need to meet strict environmental standards as the automated instruments feature an
effective filtering and UV sterilization system.
➢ The smart laboratory management system can be adapted to existing systems and instruments to enable
compatibility with existing management solutions and laboratory procedures.
