1 PURPOSE

AURCO ensures that the lifting activities are in compliance to the project requirements
in terms of HSE and Quality that is with adequate resources and delivery of project on-
time. The purpose of these instructions is to establish safe lifting operation. AURCO is
responsible to perform Construction activities safely at Zuluf Project KSA.

2 SCOPE OF WORK
The scope of this document is to define the method of the execution of lifting operation
safely for the TCF of Zuluf Project KSA.

3 DEFINITIONS

6 DUTIES AND RESPONSIBILITIES

6.1 Project Manager

The Project Manager shall be responsible for the over-all direction, coordination and
Control of all the work activities attached and related to the structure work.

6.2 Construction Manager

The Construction Manager shall be responsible for the overall implementation and
monitoring of all the activities involved in Structure work.

6.3 Superintendent / Supervisors

The Superintendent/Supervisor are responsible to implement the proper working


procedure and strict- adherence of the HSE policy related to Structural Erection,
installation porta cabin, Lifting and House keeping the work explained herein.

6.4 Safety Manager/ Supervisor / Officer Responsibilities

The Safety Manager/Supervisor/Officer shall review prior to the start of the work
Safe Work Plan and work permit, if required prior to submittal to the JGC which must
be implemented and observed during the erection works.

The Safety Manager/Supervisor/Officer shall:

• Provide appropriate Safety and Health, accident prevention and


investigation.
• Implement all safety aspects.
• Coordinate with Project Manager.
• Ensure work permit procedures are followed.

6.5 Rigger

 Ensuring the weight of the load and its approximate center of gravity
have been obtained.
 Selecting the proper rigging equipment, inspecting it, and complying with
applicable ASME volumes.
 Ensuring the rated load of the rigging equipment as configured is sufficient
for the load based on number of legs, hitch and effects of angles.
 Properly attaching the rigging equipment
 Ensuring that rigging equipment is adequately protected from abrasion,
cutting or other damage during load handling activities.
 Rigging the load in a manner to ensure balance and stability
 Knowing and understanding the applicable signals for equipment in use

7 PREPARATION PRIOR TO LIFTING

7.1 The routes for moving suspended loads shall be assessed & necessary control
measures are implemented to minimize against potential damage to the equipment
and adjacent facilities.

7.2 Ensure that all crane operators & riggers are SA certified prior to deployment.

7.3 Ensure that appropriate hoisting & rigging equipment are in good safe condition &
any defective equipment shall be removed from service.

7.4 Provide a safe fall protection system for all unprotected sides or edges more than
1.8m above lower levels.

7.5 All lifting operation will be secure.

7.6 All lifting accessories should be inspected and accepted by Third party and should
have monthly safety inspection color code.

8 LIFTING AND SLINGING


8.1 Lifting crane shall be selected based on the weight of item to be lifted and the
working radius. The swing area of the crane will be checked for any obstructions,
prior to start of the works all the rigging tools will be made available at the erection
site prior to start of the rigging activities.

8.2 Third party certified /tested crane, tools & tracks, slings, nylon belt of rated capacity
will be used.

8.3 All the rigging personnel shall take up their designated position & the signalman
shall be identified with a distinguished vest.

8.4 Other means of communication between the rigger, crane & man-lift operator will
be provided where necessary.

9 LOADING AND UNLOADING HAZARDS

Loading and unloading operations are common in industries such as logistics and
transport. To prevent injuries among workers carrying out these operations, proper
securing and safe loading and unloading practices are crucial.

Some common hazards related to loading and unloading from vehicles include:

 Toppling of improperly stacked or secured cargo;


 Breaking or failure of lashing and dunnage equipment;
 Unsafe access to and egress from the lorry or trailer bed; and
 Falling off the loading platform.

10 SAFE LOADING AND UNLOADING

In general, loading and unloading operations should be carried out at designated


areas as much as possible. All personnel involved must adhere to work instructions
given by the person in charge of the operation.

Refer to the table below for some examples of good practices:

Task Examples of good practices

Parking  Park on firm and level ground.


 Ensure parking brakes are fully engaged.
 Extend all stabilisers fully.
 Put on wheel chocks.

Loading  Don't overload the vehicle.


 Stack lighter loads on top of heavier loads.
 Spread the loads out evenly for balanced weight
distribution.
 Secure and lash the loads properly.
 Ensure that the stacking arrangement is stable

Unloading  Ensure that the loads have not shifted during


transportation before unloading.
 Ensure that all equipment used for unloading are in good
working condition.

 Perform unloading on flat and firm ground

11 GENERAL HSE/SAFETY REQUIREMENTS

 AURCO Safety Supervisor shall carry out the safety site inspections to ensure that
safety requirements laid out in the safe work plan are followed prior to start work.
 AURCO safety manager shall review safety action plan and ensure the
implementation of JSA.
 Barricading of “swing” areas of all lifting equipment shall be checked prior to the
commencement of work.
 All the lifting, shifting equipment, tools and tackles shall be inspected by 3rd party
and color coded prior to give clearance for erection.
 The activity shall have a necessary work permit and work permit certificates based
on JGC CSSP
 Look up when working around overhead power lines, especially when trees are
nearby branches can hide power lines from view.
 Look up for power lines when using tools of any kind. Even nonmetallic tools can
conduct electricity.
 Cranes and derricks that approach working distance within 20 feet of power lines
with operating voltages up to 350 kV, or within 50 feet of power lines with voltages
greater than 350 kv, are mandated to take “encroachment prevention measures.”
See OSHA Standards 29 CFR 1926.1400.
 Look up for power lines when putting up scaffolding, framing a building, painting,
pruning trees or picking fruit.
 Trees can conduct electric current. Before moving a tree under a power line, look
up and determine the overhead clearance from the top of the tree. Keep a safe
distance away as required by OSHA.
 Lifting operation should be stooped during heavy wind and rain
