Whereas, the Department of Interior and Local Government has released an
official memo regarding motorcycles and back ridings; Whereas, the official memo provides the Government's requirements for couples that wished to back ride; Whereas, among these requirements was the safety barrier or shield whose design shall be approved by the IATF National Task Force for COVID-19; Whereas, the said safety barrier and shield designed and presented by the DILG was unnecessary and risky to both passenger and driver; Whereas, the minimum health protocols from the Department of Health such as wearing of face masks and other safety gear like helmets should be enough; Whereas, Mayor Jose Carlo Martinez of Bogo-Cebu City signed an Executive Order (E.O) No. 41 last August 5, 2020 that laid down new guidelines and rules on regulating motor back riding; Whereas, the need to address this issue shall be given importance; Therefore, I would like to file a resolution addressed to the City Mayor requesting to study the possibility to craft and issue an Executive Order for guidelines and rules on regulating motorcycles back riding, especially on the back riders’ safety barrier.
