GENDER AND DEVELOPMENT

RESEARCH #1
A. THE IDEA ABOUT GENDER AND DEVELOMENT.
GENDER AND DEVELOPMENT (GAD)- refers to the development perspective
and process that is particularly and empowering, equitable, sustainable free from
violence, respectful of human rights, supportive of self- determination and
actualization of human rights.
➢ Was developed in the 1980’s as an alternative to the Women in Development (WD)
approach.
➢ It seeks to achieve gender equality as a fundamental value that should be reflected
in development choices and contents that women are active agents of
development, not just passive recipients of development.
➢ Unlike WID, GAD is not concerned specifically with women, but with the way in
which a society assigns roles, responsibilities, and expectations to both men and
women.

B. WHAT IS MAGNA CARTA FOR WOMEN?


MAGNA CARTA FOR WOMEN- comprehensive human’s right law that seeks to
eliminate discrimination against women by recognizing, protecting fulfilling, and
promoting the rights of Filipino women, especially those in marginalized sector.

➢ Any gender- based distinction, exclusion or restriction which has the effect or
purpose of impairing or nullifying the recognition of every woman of human rights
and fundamental freedoms in political, economic, social, cultural, civic and any
other fields.
➢ Any act or omission including the law, policy, administrative measure, or practice
that directly or indirectly excludes or restricts women in the recognition and
promotion of the rights and their access to and enjoyment of opportunities,
benefits, or privilege.
➢ Provides agencies that utilizes the gender and development budgets for programs
and activities to implements its provisions.

➢ Mandates the state to prioritize allocation of all available resources to effectively


fulfill its obligations under the said law.

RESEARCH # 2
A. RESEARCH ABOUT THE PROGRAM “QUALITY EDUCATION” UNDER THE
DEVELOPMENTAL GOALS.
SUSTAINABLE DEVELOPMENTAL GOALS- aims to ensure inclusive and
equality education and promote lifelong learning opportunities for all.
➢ This goal ensures that all girls and boys complete free primary and secondary
schooling by 2030. It also aims to provide equal access to affordable vocational
training, to eliminate gender and wealth disparities and achieve universal access
to quality higher education.

➢ Estimates show that, among those 59 million children, 1 in 5 of them had dropped
out and recent trends suggest that 2 in 5 of out-of-school children will never set
foot in a classroom. The Sustainable Development Goals clearly recognize that
this gap must be closed, even as the international community more explicitly
addresses the challenges of quality and equity in education.

➢ Space technologies can provide, among others: High-speed internet connectivity


and tailored online educational content delivered via satellite. Electronic
attendance monitoring and provision of incentives for parents to reduce dropout
rates. Remote learning, e-learning and lifelong learning opportunities for remote
and isolated communities.

B. WHAT IS ALTERNATIVE LEARNING SYSTEM?


➢ DepEd describes that ALS is a laddered and modular non-formal education
program for dropouts in elementary and secondary schools.
➢ Alternative Learning System provide opportunities for the students failing in the
traditional classroom setting to obtain academic credit, career exploration
activities, vocational work experience, and extended teacher/peer support in an
alternative setting where the goal is that of obtaining a diploma.

C. WHAT ARE THE SCOPE AND LIMITATIONS OF ALS PROGRAM?


➢ Many Filipinos do not have a chance to attend and finish formal basic education
(Grades 1-6 and Year 1-4) due to many reasons. Some drop out from schools
while some do not have schools in their communities. Since every Filipino has a

right to free basic education, the Government establishes ALS to provide all
Filipinos the chance to have access to and complete basic education in a move
that fits their distinct situations and needs.
➢ The 1987 Philippine Constitution provides for the recognition and promotion of
other forms of education other than formal education. Article XIV, Section 2,
Paragraph (1) declares that the State shall establish, maintain, and support a
complete, adequate and integrated system of education relevant to the needs of
the people and society; and paragraph (4) concisely encourages non-formal,
informal and indigenous learning systems as well as self-learning, independent
and out-of-school study programs particularly those that respond to community
needs.
➢ The Governance Act for Basic Education otherwise known as the Republic Act
9155 stipulates the establishment of the Alternative Learning System (ALS) to
provide out-of-school children, youth, and adults population with basic education.

D. GIVE ATLEAST 5 BENEFITS WE COULD GET FROM ALS PROGRAM.


President Duterte on December 23 signed Republic Act No. 11510 also known
as the Alternative Learning System Act which aims to provide adequate, timely, and
quality attention and support to the basic learning needs of out-of-school children in
special cases and adults including indigenous peoples (IPs).
➢ Under the law, the ALS program is expanded and strengthened to provide
increased opportunities for out-of-school children in special cases and adult
learners, including indigenous peoples, to develop basic and functional literacy and
life skills, and pursue an equivalent pathway to complete basic education."
➢ The law guarantees equitable access for all learners, including those who reside
in the unreached, underserved, conflict-affected communities, and communities in
emergency situations to avail of systematic, flexible, and appropriate alternative
basic education programs outside of the formal school system.
It is also meant to design specialized programs for learners with disabilities, taking
into consideration their different levels of learning needs and other functional
difficulties in the development of instructional materials and learning resources in
an accessible format.
➢ The law aims to develop, integrate, and use nonformal and informal education
approaches and strategies in the delivery of the ALS programs and the
assessment of learning outcomes and competences of ALS learners by providing
flexibility in the duration of learning programs, learning contents, and delivery
strategies, among others.
It is also meant to improve access to education and other learning opportunities
and raise the level of literacy to contribute to an individual's sustainable future and
strengthen non-formal basic education programs while ensuring support to the

policy of the DepEd that school-age children should be enrolled in formal


education, and that they should be able to return to the formal education system if
they drop out.

A. R.A 6725 - STRENGTHENING THE PROHIBITION OF DISCRIMINATION
AGAINST WOMEN
➢ Gender discrimination
➢ Abuse of women continue to exist and persuade in our social and cultural
sphere.
➢ Respect employment and delay on the account especially on sex/gender.
➢ It seeks to underscore the policy of the state in pursuing the fundamental
equality of men and women.
➢ Ensures women’s right of women in the marginalized sectors
➢ Women empowerment shall be translated into the empowerment of the society
as women integral partners in nation building.
B. R.A 7610 – CHILD PROTECTION LAW
➢ Provides the protection of all children from all firms of child abuse, neglect,
exploitation, and discrimination.
➢ To protect the children gravely threatened or endangered by circumstances
which may affect their survival and normal development which have no control.

C. R.A 7277 – MAGNA CARTA OF DISABLED PERSON


➢ Ensures the rehabilitation, self-development, and self-reliance of disabled
person.
➢ Have the same rights as other people to take their proper place in the concern of
everyone such as for family, community and all government and non-government
organizations.

A. WHAT IS BAWAL BASTOS LAW?
➢ a law that protects girls and young women from getting harassed in public spaces,
in the workplace, in educational and training institutions, and online. Dubbed the
“Bawal Bastos Law”, SSA defines gender-based sexual harassment (GBSH) in
streets, public spaces, online, workplaces, and educational or training institutions.
➢ aims to contribute to the localization of the law through campaign materials
designed for digital and traditional media. Organizations and individuals are

encouraged to use these materials for dissemination in their respective channels


to strengthen visibility and raise awareness for the Safe Spaces Act.
➢ According to REPUBLIC ACT No. 11313. An Act Defining Gender-Based Sexual
Harassment in Streets, Public Spaces, Online, Workplaces, and Educational or
Training Institutions, Section 2. Declaration of Policies. -It is the policy of the State
to value the dignity of every human person and guarantee full respect for human
rights. It is likewise the policy of the State to recognize the role of women in nation-
building and ensure the fundamental equality before the law of women and men.
The State also recognizes that both men and women must have equality, security,
and safety not only in private, but also on the streets, public spaces, online,
workplaces and educational and training institutions.

1. REPUBLIC ACT 7610: SPECIAL PROTECTION OF CHILDREN AGAINST
ABUSE, EXPLOITATION AND DISCRIMINATION ACT
➢ This Act shall be known as the “Special Protection of Children Against Abuse,
Exploitation and Discrimination Act.” According to Sec. 2. Declaration of State
Policy and Principles. – It is hereby declared to be the policy of the State to provide
special protection to children from all firms of abuse, neglect, cruelty exploitation
and discrimination and other conditions, prejudicial their development; provide
sanctions for their commission and carry out a program for prevention and
deterrence of and crisis intervention in situations of child abuse, exploitation, and
discrimination.
➢ The State shall intervene on behalf of the child when the parent, guardian, teacher,
or person having care or custody of the child fails or is unable to protect the child
against abuse, exploitation, and discrimination or when such acts against the child
are committed by the said parent, guardian, teacher, or person having care and
custody of the same.
➢ It shall be the policy of the State to protect and rehabilitate children gravely
threatened or endangered by circumstances which affect or will affect their survival
and normal development and over which they have no control.
➢ The best interests of children shall be the paramount consideration in all actions
concerning them, whether undertaken by public or private social welfare
institutions, courts of law, administrative authorities, and legislative bodies,
consistent with the principle of First Call for Children as enunciated in the United
Nations Convention of the Rights of the Child. Every effort shall be exerted to
promote the welfare of children and enhance their opportunities for a useful and
happy life.

2. REPUBLIC ACT 10627: ANTI BULLIYING ACT IN SCHOOLS


This Act shall be known as the "Anti-Bullying Act of 2013". According to Section 2.
Acts of Bullying. – For purposes of this Act, "bullying" shall refer to any severe or repeated
use by one or more students of a written, verbal or electronic expression, or a physical
act or gesture, or any combination thereof, directed at another student that has the effect
of actually causing or placing the latter in reasonable fear of physical or emotional harm
or damage to his property; creating a hostile environment at school for the other student;
infringing on the rights of the other student at school; or materially and substantially
disrupting the education process or the orderly operation of a school; such as, but not
limited to, the following:
➢ Any unwanted physical contact between the bully and the victim like punching,
pushing, shoving, kicking, slapping, tickling, headlocks, inflicting school pranks,
teasing, fighting and the use of available objects as weapons.
➢ Any act that causes damage to a victim’s psyche and/or emotional well-being.
➢ Any slanderous statement or accusation that causes the victim undue emotional
distress like directing foul language or profanity at the target, name-calling,
tormenting and commenting negatively on victim’s looks, clothes, and body; and
➢ Cyber-bullying or any bullying done using technology or any electronic means.
