Declaration of the Parliament of Romania on the situation in Ukraine

Under the provisions of Article 13 (23) of the Regulations on the joint activities of the Chamber of
Deputies and the Senate, approved by Decision no.4/1992 of the Parliament of Romania, republished, as
subsequently supplemented,

The Parliament of Romania adopts the present Declaration.

The Parliament of Romania firmly condemns the massive armed aggression of the Russian
Federation against Ukraine, preceded by the recognition by the Russian Federation of the
„independence” of the self-proclaimed separatist entities of Donetsk and Luhansk, constitutive
parts of Ukraine.

We firmly reject such an irresponsible behaviour which undermines the foundation of


international relations and the existing rules-based international order, and we call for the
immediate, complete and unconditional cease of the military aggression and the withdrawal of all
Russian forces from Ukraine.

The launching of the Russian invasion on the night of 23/24 February 2022 is an attempted attack
on the lives and destinies of the Ukrainean citizens who wished to be able to exercise a
fundamental right in any democracy, namely the right to chose their own path. The Ukrainian
people, the victim of this aggression unimaginable in the 21st century, has made the sovereign
choice of the path towards Europe, towards the community of European and Euro-Atlantic
values, and mandated in this respect the legitimately and democratically elected Ukrainian
authorities. Ukraine these days is being punished for its sovereign choice. Romania has
constantly and firmly supported the choices of the Ukrainian people – the decision of the 2008
NATO Summit in Bucharest and the fact that the Parliament of Romania was the first in the
European Union to ratify the Ukraine-EU Association Agreement are only two conclusive
examples of our country’s many actions in support of these choices made by Ukraine.

The Russian aggression is pushing Europe in an era that current generations should have never
had to experience. The Russian Federation wants the history to be rewritten and the world to be
redivided into spheres of influence.

We consider that this act of open aggression represents a blatant and serious violation of the
principles of international law and of the international commitments undertaken by the Russian
Federation, as also stipulated by the UN Charter, the Helsinki Final Act, the Charter of Paris for a
New Europe, the Budapest Memorandum and the NATO-Russia Founding Act. We draw
attention to the fact that Ukraine’s sovereignty and territorial integrity, the inviolability of the
frontiers of this State, and, respectively, the principle of the non-use of force in international
relations have been once again violated.

We recall that it is eight years these days since the illegal annexation of the Autonomous
Republic of Crimea and the city of Sevastopol, and the Russian Federation is continuing the
series of unprovoked and unjustified acts of aggession, thus brutally violating the fundamental
principles of international law.

We believe that the Russian Federation must bear the consequences of this profoundly illegal act.
We ask the President of Romania and the Government of Romania to continue to strongly
support within the international fora, including the European Union and NATO, the adoption of
sanctions with a major impact for the Russian Federation.
The Parliament of Romania reaffirms its full solidarity with Ukraine and the Ukrainian people
confronted with the Russian Federation’s aggression and expresses its support for the provision
of humanitarian assistance to the Ukrainian citizens, including to the persons who choose to seek
refuge on Romania’s territory.

The Parliament of Romania reaffirms in this context as well its strong support for Ukraine’s
sovereignity and territorial integrity and for its legitimate aspirations to join NATO and the EU.
The orientation wished by Ukraine is the result of the decisions adopted by the legitimately and
democratically elected authorities and enjoys a wide and sustainable popular support, and
Romania has constantly supported Ukraine’s efforts to strengthen an inclusive and diverse
society, with the contribution of all Ukrainian citizens.

We recall that a large Romanian ethnic community lives in Ukraine, it contributes to the wealth
and diversity of the Ukrainian society and represents a solid bridge between our countries. The
members of the Romanian ethnic community have been and are loyal and faithful citizens of
Ukraine, who understand the obligations incumbent upon them under this status and, like all
other citizens of Ukraine, have the natural and legitimate expectation that their rights be fully
respected. The Parliament of Romania expresses its belief that Ukraine’s advancement on the
path of democratic reforms, rule of law and rapprochement with Europe will facilitate the full
realisation of all these goals. In this context, the Parliament of Romania reaffirms its full support
for Ukraine’s European and Euro-Atlantic aspirations.

This Declaration was adopted by the Chamber of Deputies and the Senate in the joint sitting of
28 February 2022, in compliance with the provisions of Article 76 (2) of the Constitution of
Romania, republished.
