(Ms.) No.69 Dated: 14.09.2022 Sipousreyauh eyaior(G 2053 SUES) AGLtb, Borel 29 IRDER: Food Processing is essentially a manufacturing activity and it requires Support in the form of subsidies, loans, business facilitation and guidance by experts in the field of exports, marketing and quality assurance. Micro, Small and Medium Enterprises Department is already extending these services to various micro enterprises across sectors. Hence, Micro, Small and Medium Enterprises Department will be better placed to assist micro entrepreneurs in the Food Processing sector. It also has expertise in developing and maintaining industrial estates. Agriculture and Farmers Welfare Department's core expertise lies in areas of crop production and farmer welfare. 2, The Government, after careful consideration of the above mentioned factors hereby orders the transfer of the schemes and institutions relating to Food Processing from Agriculture and Farmers Welfare Department to the management of Micro, Small and Medium Enterprises Department. This would involve the transfer of following schemes and organizations under Agriculture and Farmers Welfare Department to Micro, Small and Medium Enterprises Department: - 1) Implementation of Pradhan Mantri Formalization of Micro Food Processing Enterprises Scheme (PMFME). 2) Development of Food Parks.2 3) Development of Agri Processing Clusters. 4) Administration and Management of Tamil Nadu Food Processing and Agri Export Promotion Corporation (TNFPAEPC). 5) Operation of Agro Export Promotion Cells. 6) Implementation of Production linked Incentive Scheme for Food Processing Industry. 7) Implementation of other Schemes launched by the Union Ministry of Food Processing from time to time. 3. Tamil Nadu Small Industries Development Corporation (TANSIDCO) will take over the development of food parks from Tamil Nadu State Agricultural Marketing Board. A suitable mechanism for compensating the latter will be worked out through mutual consultation among both Departments. 4. As the management of Tamil Nadu Food Processing and Agri Export Promotion Corporation (TNFPAEPC) is to be transferred, the Industries Commissioner and Director of Industries and Commerce (IC&DIC) will be inducted to its Board and will be designated as its Managing Director. Further, Managing Director, Tamil Nadu Small Industries Development Corporation will also be inducted to its Board. Considering the fact that Secretary, MS&ME Department is already a Director in its Board and for the sake of continuity and smooth joint functioning of officials of both Departments, Agricultural Production Commissioner and Secretary to Government, Agriculture and Farmers Welfare Department will continue to be the Chairman of the Tamil Nadu Food Processing and Agri Export Promotion Corporation (TNFPAEPC). 5, The Government further orders that the Hon'ble Minister for Agriculture and Farmers Welfare will continue to be the Minister in charge of aforesaid subjects relating to Food Processing and Secretary, MS&ME Department will report to him for matters relating to Food Processing. 6. Orders regarding transfer of necessary staff from Tamil Nadu State Agricultural Marketing Board to Micro, Small and Medium Enterprises Department, will be issued separately after assessing the requirement in the field. Necessary amendment to First Schedule in Tamil Nadu Government Business Rules, 1978, by introducing the entry “Food Processing” under Micro, Small and Medium Enterprises Department will be issued by Human Resources Management Department, separately.
