1.0 PREAMBLE & PROJECT DESCRIPTION
The Court Developers has plans to carry out the infrastructure development for Industrial Park in
Karachi and accordingly has asked FND to submit a Consultancy Proposal for design and top
supervision services of MEP Infrastructure Works. The project has a plot area of 50 acres.
2.0 SCOPE OF DESIGN SERVICES
FND shall carry out the Concept Design, Schematic Design, Detailed Design and Tender Package of
the MEP Infrastructure Works for the Project and provide Top Supervision services during the
construction stage.
The following works are proposed to be part of FND’s scope of design work.

4.0 CONSULTANCY FEE FOR DESIGN & TOP SUPERVISION
4.1 Design & Top Supervision Fee:
a) As per the Scope of Work defined in this Proposal, FND’s fee for Design & Top Supervision
shall be 3% of cost of works designed by FND.
b) Mode of payment shall be as agreed with the client based on the milestone deliverables.
c) Advance payment of Rs. 2.5 million will be carried out by the client on appointment which
shall be adjusted on Pro-Rata basis from the subsequent payments made to FND.
4.2 Top Supervision (Site Visit) Fee:
a) Fee for Top Supervision services shall be 0.5% of cost of works designed by FND

b) Top Supervision shall be provided by site visits (once monthly), for the scope of works
mentioned in the Annexure-B.
c) The fee for the additional site visits required by the client shall be based on man-hour charges
as mentioned below.

1. SCOPE OF WORK:
FND’s scope of work for the Industrial Plot Project shall include the master- planning of the entire
complex with regard to sourcing and distribution of electrical & mechanical utilities. The master
planning will account for construction of the Project in phases, if required by the Client.
1.1 Domestic Water Supply System:
a) Sourcing of water: Tube-wells
b) Production of domestic water using RO Technology
c) Water supply storage arrangements, including design of UG & OH tanks
d) Water Pumping and distribution system to each plot
1.2 Sanitary Drainage System:
a) Sanitary Drainage system

SCOPE OF OFFICE SUPPORT SERVICES


Office support consists of FND engineers carrying out the following works at FND office:
a) Deliver final drawings (IFC) to Contractor for the purpose of constructing the works.
b) Review coordination drawings and shop drawings properly prepared by the contractor
c) Provision to the contractor of further information as and when reasonably required.
d) Review of technical submittals, shop drawings, samples, etc properly submitted by the Contractor(s),
e) General correspondence with Architect, other Consultants, Contractor(s) & Client on construction
issues of the Works,
f) Preparing any further designs and drawings which may be necessary for construction.
g) Instructing the Contractor as deemed necessary for construction.

SCOPE OF TOP SUPERVISION SERVICES


a) FND shall provide Top Supervision Services consisting of visits to project site once every month during
construction activities of MEP Works. FND expects these visits to be regulated by the Client based on
construction activity on site & need for providing Top Supervision.
b) FND site engineers will review if the installation of MEP works is carried out as per drawings, and
required quality of works is maintained.
c) FND will guide the contractor’s queries regarding any relocation of services required on site. Further
assistance on contractor’s queries to be provided.
d) After every site visit, FND engineers shall issue a site visit report which will identify the work short-
comings and recommend corrective action.
e) FND engineers shall review works after practical completion and make final inspections & draw up a
punch list.

The stages of MEP work between the Client`s Management team and FND are as follows:

EXCLUSIONS TO SCOPE OF WORK


The following are not included in FND’s scope of work:
1. Any work not included in the Scope of Work annexures in this proposal.
2. LEED services
3. Infrastructure works pertaining to utility supplier (KE, SSGC, KWSB, etc.) external to project site.
4. The Client shall appoint Specialist Consultant(s) for the following works, and FND shall coordinate
the MEP design with the designs of the Specialist Consultant(s).
a) Security (to establish design criteria and philosophy of security),
b) Landscape
c) Solid Waste Management
d) Solar PV
5. Conducting or participating for EIA (Environment Impact Assessment) & preparing any such report.
6. Management of contractor, progress of contractor’s work and financial aspects of contracts are
excluded from FND’s scope, as generally noted below, as these are part of Project Manger’s scope.
a) Review of Contractor(s) bills and issue of Certificate of Payment.
b) Quantities measurement on site.
c) Review of variation claims properly submitted by the Contractor(s).
d) Review of concealed conduiting at time of pouring / signing any slab pouring sheet.
e) Review of structural slab openings for MEP systems. (This has to be ensured by client’s
representative)
f) Review of 3rd submission of technical submittals

TERMS & CONDITIONS
1. Information & Documents from Client
a) FND shall be provided within proper time, all relevant drawings and documents of all disciplines
who are working separately on the project. All drawings shall be in AutoCAD format, and all
documents in Word and Excel format.
b) Should further information/clarifications be necessary, the Client shall provide further details/
information as required by FND.
2. Financial Matters
a) The fee quoted is “inclusive” of With Holding Tax (WHT) @ 3% and is “exclusive” of Service Sales
Tax (SST) as applicable.
b) The fee quoted does not have any provision of travel costs within or outside Pakistan. For any visits
of FND engineers out of Karachi for any meetings, presentations, arbitration, or any other reason
during design and construction stage, all traveling cost plus boarding and lodging shall be provided
by the Client.
c) The fee quoted is based on procurement for the project MEP works and all its components through
reputed contractors in various disciplines. FND’s fee quoted does not have provisions to provide
separate procurement services of various components of these systems.
d) Should revisions in completed work be required, the fee shall be mutually agreed to before carrying
out the work. The basis of this additional fee shall be man-hour charges, which are good up to June
2022, as noted below: The man-hour charges shall be multiplied by a factor of 1.10 for each
successive year beginning in July 2022 to account for inflation, etc.

e) FND’s Fee is based on current taxation policy & government laws. Any changes in the taxation
policy & government laws that impact on the cost of providing Consultancy Services, shall be
payable in full by the Client. This includes, but is not limited to GST, Income Tax, EOBI, etc.
f) All sums due from the Client to the Consultant in accordance the terms of this Agreement
shall be paid within 15 days of the submission by the Consultant of his invoice to the Client,
and any sums remaining unpaid at the expiry of such period of 15 days shall bear interest
thereafter, such interest to accrue from day to day at the rate of 10% per annum.
g) The Client shall reimburse FND in respect of all FND’s expenses incurred in connection with the
Works as noted below:
i. Printing & reproduction costs at market price for drawings supplied to the Client, the
contractors, and any other consultants of the Client.
ii. Traveling, hotel expenses and other similar disbursements for visits made out of
Karachi. Standard of hotels & travelling shall be compatible to FND’s staff seniority.
iii. Payment of all insurance premiums required for providing Indemnity to the Client, if
required by the Client.

3. Professional Liability
a) As per PEC regulations, the Consultant’s liability for a design fault is limited to twice the “Agreed
Fee” which is generally covered under Professional Liability Insurance. The Insurance Company as
Professional Liability Insurance pays all liability payments on establishment of liability as required
by the Insurance Company.
b) In any case, consequential losses are not part of Consultant’s liability. Consultant’s fees cannot be
deducted on account of any liability, as the Insurance Co pays all liability claims.
c) At present, the fee quoted by FND does not include any kind of insurance applicable on consultancy
services such as Professional Liability Insurance etc., and should Client require such liability
insurance, all premiums payable shall be added to FND’s quoted fee.
4. Suspension & Termination of Services
a) The Client may, by a written notice to FND, require him to suspend the carrying out of his Services
under this Agreement for the time being.
b) If the suspension of work extends cumulatively beyond 6 months, FND is at liberty to terminate the
contract if an agreement for enhancement of fee for time lost due to delays is not agreed Client &
FND.
c) The Client may, by a written notice of thirty (30) days to FND, terminate this Agreement. All
accounts between the Client and FND shall be settled not later than thirty (30) days of the date of
such termination.
d) FND may suspend the Agreement and stop providing all services to the Client by a written notice of
thirty (30) days only if FND does not receive payments due under this Agreement within sixty (60)
days of submission of its invoice.
e) If the payment is still not made to FND after thirty (30) days of notice of suspension, FND may
terminate this Agreement by giving fifteen (15) days advance notice of intent to terminate. If the
Agreement is terminated by FND under such circumstances, the Client shall pay, within a period of
thirty (30) days of the date of such notice of intent to terminate referred above, all payments due to
FND.
f) Upon a termination or suspension of Works by the Client, the Client shall pay to FND the
consultancy fee payable as per the Agreement, less the payments previously made to FND under the
terms of the Agreement.
i. A fair and reasonable assessment of the charges payable to FND based on the Services carried
out by FND up to the date of termination or suspension.
ii. Amounts due to FND under any other Articles of this Agreement.
iii. A disruption charge equal to 15% of the fee shall be additionally paid to FND.
5. Force Majeure
a) The contract shall have “Force Majeure” condition as an essential part of this contract. "Force
Majeure" are events not within the control of either Party and which by the exercise of due diligence
neither Party is able to overcome.
b) If either Party is temporarily unable by reasons of Force Majeure to meet any of its obligations under
the Agreement, as it is unable to perform by reasons of the event(s), the Agreement shall be
suspended for as long as the inability continues. Neither Party shall be liable to the other Party for
loss or damage sustained by such other Party arising from any event referred to as Force Majeure or
delays arising from such event. Force Majeure shall not include insufficiency of funds or failure to
make any payment required under the Agreement.

6. Resolution of Disputes
Any dispute or difference arising out of the Agreement which cannot be amicably settled between the
Parties shall be finally settled under the provisions of the Arbitration Act, 1940 (Act No. X of 1940) and
Rules made thereunder as amended from time to time. The venue of arbitration shall be in Karachi,
Pakistan.
7. Contract Amendment
No variation in or modifications to the terms of the Agreement shall be made, except by a written
amendment signed by both parties to this Agreement.

Mechanical- Electrical-Plumbing (MEP) Building Services. The firm is based in Karachi with a
small office in Islamabad, and has to its credit projects all over the country.

With a track record of over 25 years, FND is recognized as one of the largest & foremost
engineering consultants in the private sector building services field in Pakistan. The firm is
registered with Pakistan Engineering Council, and the Principals of the firm are recognized
members of a number of national and international professional societies & bodies.

Dolmen City Clifton, Karachi – MEP Systems

Dolmen City, located on the southern end of Karachi on the sea coast, is a 3 million sft multi-purpose
development consisting of the following features.

• Executive Tower – 17 storied office tower


• Harbor Front – 19 storied office tower
• Shopping Mall – 03 storied Mall
• Office Towers – 2x36 storied office towers

The Executive Tower was completed in 2005, the Harbor Front in 2007 & the Shopping Mall opened in
November 2011.

The complex has two basements of approx 390,000 sqft with ductless ventilation system (Impulse
ventilation system).

The central plant room of 7250 ton was commissioned in 2011 to serve Executive Tower, Harbor Front

& Shopping Mall. The plant room is located on 8 floor above the open parking area.

The complete complex has a dedicated water based fire suppression system designed to NFPA
standards with UL/FM fire pumps.

FND provided services for the design and supervision of the complete HVAC & Fire Supression System
for the Executive Tower, the Harbour Front & the Shopping Mall. For the 2x36 storied towers FND is
providing complete MEP services.

Dolmen Mall Tariq Road was inaugurated in 2001.


The mall has a gross area of 450,000 square feet,

problems of our clients and suggest optimal state-of-the-art solutions.

FND offers services at all stages of a project, from feasibility studies to project planning, design,
specifications, bills of quantities, bidding process and monitoring of construction. In 2010, we completed more
than 1200 projects for a diverse roster of satisfied clients: industrialists, commercial firms, building owners and
developers, architects, civil engineers, contractors, facility managers and public agencies. These projects
range from small tenant improvements, to large new offices and schools, to major industrial and treatment
facilities. All the projects indicated in this profile were designed by FND and executed under the supervision of

Muslim Commercial Bank, Karachi – Mechanical & Electrical System

Muslim Commercial Bank is a multi-storied high rise office building, on I. I.


Chundrigar Road, Karachi. With a height of 116m, this building has the
prestigious distinction of being the tallest building in Pakistan.

The building has twenty stories above ground and three basements used for
parking. The building above ground has approx. 174,000 sft covered area,
utilized as office; restaurants, plant rooms, and core area on each floor
containing stair cases, lifts, toilets, pantry, foyer, communication room, air
handling unit room and shafts for building mechanical and electrical services.

The work was completed & commissioned in 2005.

Dolmen City Clifton, Karachi – HVAC & Fire Suppression System

Dolmen City, located on the southern end of Karachi on the

following features.

The design of the project started in 1987, but the progress


was in fits & starts. The first tower to be completed was the
Executive Tower, whose air-conditioning system was
commissioned in circa 2006. A temporary plant room area
was built with 2 X 1000 TR chillers to serve the Executive Tower & Harbor Front.

In 2006 FND carried out a study to evaluate the use of sea-water for cooling of chiller condensers. Four
options were evaluated:
• Direct use of sea-water into condensers.
• Indirect use of sea-water in condensers.
• Use of sea water cooling towers.
• Use of RO Plant to produce fresh water from sea-water.

High-Rise Building Projects
These options were compared to use of fresh water obtained through
tankers. Due to many constraints in the installation of a sea-water intake
system, and the assurance of the city government that piped fresh water,
at comparatively very reasonable rates, would be available to the project,
the project owners decided to drop the option of using sea-water.

Construction gained momentum in 2006, and the Shopping Mall opened


in November 2011.

The complex has two basements of approx 390,000 sqft with ductless
ventilation system (Impulse ventilation system).

Headquarters Building Islamabad is a seven storey office building
comprising of two basements (lower & upper levels) & five floors
above ground level.
HVAC services were provided in the following areas:

Citi Towers, Karachi – Mechanical & Plumbing System
Citi Towers, a 19 storey building consist of six parking floors and ten offices floors plus entrance lobby
at ground floor, with a total covered area of approximately 190,000sft. The offices were provided with a
central air conditioning & plumbing system, capable of maintaining a comfortable indoor environment,
using chilled water obtained from central chilled water plant located at roof. Toilets & pantries were
provided with a mechanical exhaust system.
The work was completed & commissioned in 2008.

PTET Tele House, Islamabad – Mechanical System
PTET Telehouse is an office building consisting of two basements
(upper and lower), and 9 office floors above ground floor level.

Dow Alumni of 1982 has built 4 X Gynae Operation Theatres & ancillary spaces at Civil Hospital. FND
was commissioned to design the central air-conditioning system, which is based on individual AHU’s
with air-cooled condensing units, which have a total load of 50TR.
The challenge on this project was to design the system after the civil construction had been
completed, and the surrounding spaces had many constrains, which were overcome by designing a
complete structural platform external to the building to install the AHU’s.

Operation Theatres at AKU Karachi
The project consisted of constructing 3 new operation theatres and ancillary spaces adjacent to
existing theatres by converting other spaces available. FND was commissioned by Aga Khan Hospital
to design the HVAC system for these theatres. The OT’s are designed as a state of the art facility with
Laminar Flow Ceilings, individual temperature and humidity control, HEPA filtration, positive
pressurization, etc.

The project was successfully commissioned in June 2012.

Civil Hospital, Badin
FND designed a central air-conditioning system for the Surgical Block-E at Civil Hospital, Badin. The
air-conditioning system serves the Operation Suite, consisting of 5 OT’s & their ancillary rooms. The
design uses two water cooled screw chillers providing 60 TR of cooling. The design was delivered to
the Client in 2010, and awaits funding for implementation.

National Medical Center, Karachi
The National Medical Centre is a 120 bed hospital housed in a four storied building, with a total
covered area of approx 50,000 sft. The hospital covers a wide range of hospital facilities including
Radiology, Pathology, Orthopaedics, Neurology, Trauma Centre, OT’s, ICU, CCU, etc.
FND was commissioned to refurbish the complete central air-
conditioning system, which was based on air-cooled
reciprocating chilled water system, which was not able to
provide adequate comfort levels in the hospital, nor meet code
requirements of special areas, such as CCU, ICU, & OT’s.
FND converted the chilled water central plant to gas operated
absorption chillers (2 X 300 TR), replaced all existing AHU’s
with high quality AHU’s suitable for hospital application, and
added further FCU’s in areas that had deficient air-
conditioning. Special areas were provided with individual
AHU’s with HEPA filtration, laminar air-flow arrangement for
OT’s, required pressure gradients to maintain required
cleanliness levels, etc. Again this project presented the
challenge of retro-fitting the air-conditioning system in a running hospital, and the project has been
successfully completed in 2011.

Patient Wards at Aga Khan Hospital, Karachi
The patient wards at Aga Khan Hospital were originally not
provided with air-conditioning. FND was commissioned to
design a retro-fitted central air-conditioning system, in Ward
Blocks B, C, & D. Chilled water was tapped off from the
hospital’s central chilled water plant. The challenge was to
install the HVAC System in an operating hospital. The project
was completed over a 5 years period from 2007 to 2012.

National Institute of Kidney and Urological Disease, Karachi

This four storied hospital specializes in care of urinary diseases, and is built in the precincts of Karachi
University. FND designed the HVAC System which has a total capacity of 235 TR. The design was
completed in 2005, and the first phase commissioned in 2006, while construction for the remaining
hospital is proceeding in phases.

Indus Hospital, Karachi

Indus Hospital, located in Korangi, is a 150-bed charitable


hospital. The building has five stories with a total covered area
of 62,600 sft.
FND was responsible for the design of the Electrical & HVAC
system of the hospital. The HVAC system is based on electric
operated water cooled chillers, having a total capacity of 160
TR.

AKU Clifton Medical Facilities, Clifton, Karachi

This is a satellite facility of the Aga Khan Hospital. The four storied building has a total covered area
of 35,000 sft. FND provided consultancy services for the design of HVAC, Plumbing and Fire
Suppression system. The project was acclaimed for its high quality and economical solutions adopted
by the architectural & engineering team.

Extension & Upgrading Works in Main Kitchen at Aga Khan Hospital, Karachi

The main kitchen at AKU Hospital was expanded and underwent a major upgrading of MEP services.
The hot kitchen was entirely relocated. This was a very challenging project which required retro-fitting
of new equipment into existing HVAC & Plumbing system and re-using substantial portions of the
installed equipment, ducting and piping. The hot kitchen was entirely re-located and a new ventilation
system designed by modifying existing 20ft long kitchen hoods to allow fresh air addition and
extraction, while maintaining comfortable conditions in this hot area, which was not air-conditioned. A
new grease trapping system was designed to replace the existing system which has causing the
drainage system to continuously become clogged by cooking grease.

The project was commissioned and completed in 2005.

Katrak Wing of Lady Dufferin Hospital, Karachi

The Lady Dufferin Hospital is a pre-partition project, devoted to


gynecological medical facilities. Due to the need to incorporate
modern medical treatment facilities, the Katrak wing was modified to a
five storied building covering an area of approximately 50,000 sft.
FND designed the electrical & HVAC system for this project. The

Bone Marrow Transplant Center, Army Medical City, Rawalpindi

This project was part of the Army Medical City in Rawalpindi. The Bone Marrow Transplant Centre
required a special HVAC design, where not only the temperature and humidity was controlled to
precise limits, but as the patients were very susceptible of infection due to very reduced immune
function, it was extremely important to achieve a high degree of filtration and a positive pressurization
to ensure that there was no ingress of contamination from external sources, and also no cross
contamination. Each transplant room was designed to be fully independently controlled to meet the
comfort and therapeutic needs of each patient.

recovery steam generator to provide steam for laundry and other areas.

Merck (Pvt.) Ltd., Quetta – Co-Generation / CHP Plant

Gas engine and gas turbine will be evaluated during feasibility study for power generation. Power supply
from QESCO will be stand-by, further backed up by existing diesel engines. Waste heat from gas turbine
will be in the form of 450 to 500°C exhaust gases whereas that in the case of gas engine will be in the
form of 450 to 500°C exhaust gases as well as jacket water heat at 90°C. The waste heat may be used for:

• Air-conditioning from hot water circuit of gas engine using 1-stage hot water absorption chillers. The
same circuit may be used for winter heating as well.
• Exhaust gases may be used to produced 10 bar steam in a waste heat steam generator. The produced
steam may fulfill the process and (or) air-conditioning demand by using 2 stage steam absorption
chiller.
• Electrical power may be produced from exhaust gases using steam turbine running from the steam
which is produced from the waste heat.
• Further possible options will be explored during feasibility study.

Atlas Honda Limited, Karachi – Waste Heat Recovery System on the Self Power Generation Plant
at Shaikhupura Factory

Gas gensets were installed to run on full time basis and diesel gensets were stand-by. However, we are
informed that the present gas load shedding scenario in Shaikhupura does not allow Atlas Honda to run
the gas gensets all the time. Even in summer months, gas is available for 2-3 days per week only, therefore
the annual operating hours of diesel gensets are much more than gas gensets.

Novatex Ltd, Karachi – Waste Heat Recovery System for 8 x 1.0 MW Gas Gensets

Average operating load on gas engines is 4.2 MW. At average load condition, 6 gas engines will be
operating at 70% load. The waste heat in the form of exhaust gases at 490˚C from the gas engine first pre-
heat synthetic oil which is used for heating in the process. Oil enters the waste heat oil heater at a
temperature of 291˚C and leaves at about 303˚C. Exhaust gases leaves the oil heater at 360˚C and have
enough energy to be further captured. Therefore exhaust gases from oil heater enters in a double effect
exhaust fixed absorption chiller to produce 5.6˚C chilled water. H.T circuit heat in the form of hot water
at 84/74˚C is used to produce chilled water at 6.7˚C. The following are the bottom recoveries from the
waste heat scheme, construction of which is under process.

• 20.5 kg/S heating of synthetic oil from 291˚C to 303˚C in waste heat recovery oil heater.
• 462 TR chilled water at 5.6˚C from the waste exhaust waste heat oil heater.

Pakistan State Oil Company Ltd., Karachi – Rehabilitation of LMT HVAC & Heat Recovery
System

2 MW cogeneration plant. Waste heat of 2 gas engines is used to produce chilled water for the process
needs and air conditioning of the Lube Manufacturing terminal at Korangi. During feasibility study,
various options were explored and their financial results and other technical details were shared with the
client along with clear recommendations. Selected option is based on multi-energy direct exhaust fired
absorption chillers. Only one type of chiller is able to handle the exhaust gases and HT circuit water heat
of engines. Moreover it has a dual fuel burner to provide chilling via natural gas or diesel in case of non-
operation of the gas engines. Day load is about 1040 kW and we are able to get 250-270 TR.
