Job Description:
Task and Responsibilities:
The assignment would be carried out through desk review. Necessary data would be
provided by the team who were involved in the projects design. The consultant shall also
closely liaise with Ministry of Finance, donor and other line departments and other team
members as required in carrying out the tasks effectively. The expert would carry out the
following tasks:
Serve as a technical lead for the Value Chain of Agriculture projects proposed under Growth
Accelerator package;
Actively participate in the detailed project formulation and take lead on value chain
assessments and analyzing data from the assessment
Undertaking of the qualitative and quantitative analysis on the project proposals in the area
of irrigation, agriculture and livestock.
Conduct value chain analyses for each of the selected commodities. The value chain
assessments will entail: the agronomic production profiles (e.g. agricultural management
practices, land ownership and use practices); value chain mapping (key stakeholders, flow of
supplies and products, flow of funds and information, etc.); functional analysis of each value
chain; climate change implications; economic analysis of potential opportunities to add value
along the chain; and policy and institutional conditions necessary to create suitable enabling
environment for value chain development;
Devise and upgrade plans and process that will increase profitability of Afghan agricultural
enterprises, which should ultimately improve crop and livestock productivity and net
revenues
Coordinate and collaborate with local partnership including private enterprises and NGOs
working on agricultural development
Conduct assessments of demand and market conditions for products within selected value
chains including analysis of input and output markets, their structure and dynamics between
actors, procurement processes, related standards, identification of lead firms, etc.;
Identify constraints and barriers (financial, technology, infrastructure, human resources/skills,
marketing, regulatory, policy, institutional) that must be addressed to enable the
development of the value chains for selected commodities;
Advice on public investments required to support the selected value chains. In the case of
public infrastructure (soft and hard), recommend arrangements for financing (i.e. public,
private, public-private) and mechanisms for sustainable operation and maintenance;
Support the development of appropriate models for public-private partnerships (PPPs) in
agribusiness;
Assist in development of agriculture value chain assessment tools that could be used in
future similar analysis by the Ministry of Agriculture, Irrigation and Livestock
Perform any other task assigned by office of the Deputy Minister for Irrigation and Natural
Resources Management.
Job Requirements:
Bachelor university degree in Agricultural Economics, Business Development or closely
related field. Master degree is preferable.
At least five years of relevant experience in agriculture value chain analysis of agricultural
project, project evaluation, appraisals of projects.
Working knowledge of English, knowledge of Pashto and Dari is an advantage.

Previous working experience in the region and familiarity with the country situation will be
highly desirable
Work experience in more than one location or area of work, particularly in field positions, is

Strong knowledge and understanding of irrigation and agriculture development projects,
agriculture value chain is desirable.
Extensive field experience in developing countries.
Demonstrated capacity to write technical reports in English
Demonstrated analytical and conceptual skills with ability to analyse and integrate diverse
information from various sources
experience of imparting training and lectures on the Financial and Economic Analysis
