DOH Chatbot Privacy Policy

This DOH Chatbot and its microapp services is a platform where you can access relevant information, ask
questions related to COVID-19, report misinformation, provide feedback on the quality of relevant public
health services, and conduct a self-assessment based on the latest and endorsed DOH algorithm. It is
your right as data subjects to be informed on how this platform collects and uses your personal
information. This privacy policy applies to all persons who access and chat with the bot via supported
channels. The DOH deserves the right to update this policy from time to time.

Informed Consent

Children, aged 10 - 17 years old, are required to seek consent from parents or guardian in providing
personal information through this application.

Our Privacy Notice

This DOH Chatbot deployed in Messenger and Viber is in partnership with GovSolutions Inc. Third party
service providers such as software service providers may have access to your personal data but only to
perform analytical processing on our behalf and are obligated not to disclose or use any information for
any other purpose. These providers are operating at a strict standard of privacy and security protocols.

This platform shall collect personal and sensitive personal information to ensure proper management
and analysis of data for the purpose of public health monitoring; It is also used to provide feedback to
your inquiry or report. The channel collects the following information when you subscribe to the
channel and use specific features such as conducting digital triage, reporting misinformation, providing
feedback on public health services, sending inquiries, and when you provide responses as seen in the
messaging application:

The following additional information is only collected, upon your consent, when asking information
related to vaccines. This set of personal data is pertinent to the cross sectional study being conducted on
Vaccine sentiments. The information will guide our efforts in advocacy and communication, and overall
COVID-19 vaccine deployment plan.

Why do we collect your personal data?

The Department of Health, as the Personal Information Controller (PIC), shall use your personal data to
analyse trends in inquiries, complement in public health monitoring, improve services through citizen
feedback, and properly facilitate action and response.

Do we share your personal data with other institutions or organizations?

Yes, Local Government Units (LGUs) with active case management portals may act as Personal
Information Processors (PIPs) to verify citizen reports from the digital triage feature submitted via the
platform. LGUs may also be informed for coordination or appropriate local response for citizen feedback
on quality of services reported through the platform. The information shared is solely for the purposes of
data collection, organization, communication, and management, in accordance with the RA 10173 or the
Data Privacy Act. Together, the PIPs enable the DOH to properly address inquiries, forward them to
appropriate internal units for action and response, in a legitimate format and in an orderly and timely
manner.

How do we secure your personal data?

Only authorized DOH personnel as well as staff from the above-mentioned data processors will have
access to the personal information on a need-to-know basis. Collected data will be stored in a secured
database in accordance with the period provided by DOH. All personal and sensitive personal
information about you will be destroyed along with its erasure from the database, or in line with either
the individuals upon DOH’s decision. All personal and sensitive personal information processed by the
DOH and the authorized personal information processors shall be kept under strict confidentiality for the
entire period of retention.
