SUBJECT: Amendment of Department Orders (DO) for the Inclusion of

Provision on the Procurement of Tangible Assets Below the
Capitalization Threshold of P50,000.00

Commission on Audit (COA) has issued Circular No. 2022-004 dated May 31, 2022
entitled “Guidelines on the Implementation of Section 23 of the General Provisions of Republic
Act (RA) No. 11639 also known as the General Appropriations Act (GAA) for Fiscal Year
(FY) 2022 relative to the increase in the capitalization threshold from P15,000.00 to
P50,000.00”.

Given this recent issuance of COA, this Order hereby amends the following issued
Department Orders (DO) to include an additional provision under Section III. General
Guidelines: The sub-allotment shall also be used on the procurement of tangible items
such as but not limited to equipment, inventory, and machinery that are below the
capitalization threshold of P50,000.00, guided by the provisions stipulated in the DOH-
DBM Joint Memorandum Circular No. 2022-001:
