NOTIFICATIONS
Islamabad, the 8th October, 2021
Subject: Higher Education Commission Employees (Recruitment), Rules, 2009

S. R. O. 1378(I)/2021.— In exercise of the powers conferred by sub-rule


(3) of rule 4 of Higher Education Commission Employees (Recruitment) Rules,
2009, notified vide S.R.O. 822(I)/2009 dated 1st September, 2009, the following
addition shall be made in the Rule-12:—
(iii) In case, vacancy occurring in the office of the Executive Director
cannot be filled as per the prescribed process and within a reasonable
time, the Commission may take an interim arrangement by either
appointing an existing member of the Commission as Executive
Director, or reappointing the existing/outgoing Executive Director on
contract for a period of three (03) months (extendable for not more
than one similar term under reasons to be recorded) till the
appointment of a regular Executive Director, whichever is earlier.

Subject: Higher Education Commission Employees (Recruitment), Rules, 2009


S. R. O. 1379(I)/2021.—In exercise of the powers conferred by sub-rule
(3) of rule 4 of Higher Education Commission Employees (Recruitment) Rules,
2009, notified vide S.R.O. 822(1)/2009 dated 1st September, 2009, the following
amendments shall be made in the Rule-20(2)(iii)(h)&(i):—

(h) BPS-16 and below:


Employees having 5 years continuous service may be considered for
placement to next higher scale on the basis of good performance during
last 03 years.

(i) Placement criteria for posts in scale 17 & above will be as follow:

(i) Officers in scale 17 having 5 years continuous service may be


considered for placement in scale 18 on the basis of good
performance during last 5 years.

(ii) Officers in scale 18 having 12 years continuous service in


scale 17 and above or 7 years continuous service in scale 18
may be considered for placement in scale 19 on the basis of
good performance during last 5 years.

(iii) Officers in scale 19 having 17 years continuous service in


scale 17 and above or 5 years continuous service in scale 19
may be considered for placement in BPS-20 on the basis of
good performance during last 5 years.

(iv) Officers in scale 20 having 22 years continuous service in


BPS-17 and above or 5 years continuous service in scale 20
may be considered for placement in BPS-21 on the basis of
good performance during last 5 years; and

(v) Officers in Scale-21 having 25 years continuous service in


BPS-17 and above or 5 years continuous service in BPS-21
may be considered for placement in BPS-22 on the basis of
good performance during last 5 years.

Subject: Regulations under Rules-20(2)(iii)(h)&(i) of Higher Education


Commission Employees (Recruitment), Rules, 2009

S. R. O. 1380(I)/2021.—In terms of Rules-20(2)(iii)(h)&(i) of Higher


Education Commission Employees (Recruitment) Rules, 2009, the Commission
in its meeting held on 28-07-2021, approved the following regulations for
placement to HEC employees:—

1. Placement shall be applicable to all Basic Pay Scales i.e., BS 01-21.

2. Placement shall be recommended by respective Selection


Board/Departmental Promotion Committee(s) and approved by the
respective authorities as defined in Section-6 of the HEC
Employees (Recruitment) Rules, 2009.

3. Placement is NOT a promotion. It does not grant rank or alter


seniority in any manner. It provides only a limited financial benefit
of next higher scale.

4. Placement does not require creation of new posts in higher scales


and by no means impacts designation, job description, and
seniority.

5. Maximum of two placements shall be admissible in entire service.


Placement can only be granted once at a particular scale. The next
placement becomes admissible only upon regular promotion into
the higher (placement) scale and completion of prescribed
experience and performance criteria.

6. Only service in BPS shall be counted.

7. Deputation cases shall be considered after return to the Commission


and service on deputation shall be counted.

8. Cases with disciplinary or criminal proceedings shall not be


considered.

9. Placement will be effective from the date of recommendation by the


competent forum.

10. The conditions for deferment of promotion as prescribed in Rule


20(2)(iii)(k) of the HEC Recruitment Rules, 2009 shall be applicable.

11. Pay, rental ceiling, TA/DA, mobile/phone ceiling, medical facility,


pensionary benefits of the higher scale alongwith all allowances
associated with pay, qualification and post shall be admissible
under placement except “special pay, monetization, entertainment,
senior post and orderly allowance” i.e., those associated with Rank.

12. Placement shall not confer any right for promotion.
