1. INTRODUCTION:
The purpose of this Method Statement is to describe the methods and procedures for the
installation of TEMPORARY GAS SYSTEM AT FOX HILLS-RES-A02 in Lusail area.
2. SCOPE OF WORK
2.1. GENERAL DESCRIPTION
This method statement covers the procedure for Installation, Pneumatic Testing &
commissioning of LPG Temporary gas system
2.2. MATERIAL, PLANT AND EQUIPMENT.
2.2.1. MATERIALS

2.3. RESPONSIBILITY:

2.4. CONSTRUCTION SEQUENCE & METHODOLOGY:

2.4.1. GENERAL REQUIREMENTS:

2.4.1.1. Ensure that the all materials received are inspected; found acceptable as per material submittal and
are available to carry out the work.
2.4.1.2. Ensure that proper materials are selected and used in accordance with detailed drawings.
2.4.1.3. Materials enough for a day's work will only be stored at installation site. Rest of the materials will be
stored in lay down area or store.
2.4.1.4. Prior to Commencement of work, inspect areas and access to confirm that the site is ready to
commence the work.

2.4.1.5. Ensure that only latest detailed drawing is available at site. Any revision which supersede shall be
properly endorsed by the Engineering Department to Construction Department and QA/QC
Department for proper execution of site work.
2.4.1.6. All relevant documentation (drawings) and materials applicable to particular section of works will
be checked by Site Engineer prior to commencement of work. Ensure welding related documents are
approved and available at site
2.4.1.7. The Site Engineer/ Site Supervisor will give necessary instructions to tradesmen and provide
necessary "Approved for Construction" detailed drawings of latest revision.
2.4.1.8. The Site Supervisor will also check that proper tools and equipment are available to carry out the
work and are in compliance with contract specification.
2.4.1.9. The Site Supervisor / Safety Officer will explain to the tradesmen regarding safety precautions to be
observed.

2.4.2. MATERIAL DELIVERY, STORAGE & HANDLING:

2.4.2.1. When received at site, all materials for LPG Temporary gas system shall be checked for data, Model
Nos., physical damages and accessories etc. as per materials submittal and notify supplier of any
discrepancies for suitable rectification or replacement.
2.4.2.2. All the LPG System components shall be checked to make sure that the items are as per manufacturer
country of origin and are from selected models etc.
2.4.2.3. Check that the material is delivered in standard packing for applicable material only.
2.4.2.4. Accessories will be segregated as per models and stored.
2.4.2.5. Any items found damaged or not found suitable as per the project requirements shall be remove from
site. Non-complaint material shall be removed from site.
2.4.2.6. After checking and confirming the materials as per the material submittals. Approved material submittals
2.4.2.7. Manufacturer’s instructions shall be strictly followed as applicable.
2.4.2.8. Storekeeper will be responsible for proper storage and maintenance of records, as required.

2.4.3. METHOD OF INSTALLATION:

2.4.3.1. INSTALLATION PROCEDURES OF LPG TEMPORARY GAS SYSTEM (TGS)


Identify pipe route taking care of existing utilities in the sarroundings. Ensure protection of other utilities
a. With reference to the detailed drawings, determine the level and location of LPG tank, piping, fittings, pipe
supports, valves, regulator, solenoid valve, pressure gauge, gas detectors & cable and conduits, Protection
Tank enclosure with lockable doo, precast concrete slab/pad etc
b. Check and verify the location of required tank location, pipes penetration thru floors, walls at LPG Tank
protective cage.
c. Proceed with setting out of LPG pipe LPG cylinder etc. as per the woqod approved drawings.

2.4.3.2. HANGER AND SUPPORT FOR LPG PIPING SYSTEM.

a. Pipe hanger and support shall be install which are pre-fabricated and galvanised by manufacturer.
b. Ensure area where supports are installed to be safely barricaded, proper signage to be display.
c. Mark the location of anchor bolt prior drill and make sure the location is correct and as per the drawings.
d. Install support at site based on detailed drawings. Make sure the distance between the supports is two
meters or less or as per the approved drawing.
e. Use proper tools for drilling, cutting of threaded rod and tighten the nut bolt of the supports.

2.4.3.3. PIPE WELDING PROCESS

a. Ensure that the pipes and fittings at joining area are free from water, oil, dirt and dust.

b. Cut pipe ends and bevelled edge as per the detailed drawing.
c. Ream ends of pipes and remove all burrs from the inside and outside edges of the pipe with a deburring
tool. Remove scale, slag, dirt, and debris from inside and outside of pipe and fittings before welding.
d. Centre both pipes together and ensures alignment of piping and gap of piping are within the WPS’s
tolerance. Secure both pipes with clamps once the alignment and gapping is within tolerance.
e. Start the Welding of seamless carbon steel pipe, Gas tungsten arc welding (GTAW), also known as
tungsten inert gas (TIG) welding process shall be used.
f. Remove scale, slag, and weld spatter after completion of welds.
g. All the completed joints shall be visually inspected by the site engineer.
Inspection with X-ray to be included. Only certified welder to perform welding works
2.4.3.4. INSTALLATION PROCEDURE OF ABOVEGROUND PIPE.

1. Support horizontal piping and fittings at required intervals to maintain alignment and prevent sagging
or grade reversal. The distance between the supports shall be reflected in approved drawings or
otherwise distance between supports should not more than 2 meters of interval.
2. Drill size and depth of hole on concrete ceiling / slab as recommended in the manufacturer
specification for specific drop-in anchors and the threaded rod.
3. Attach the prefabricated hanger support onto the anchor plugs and tightened the bolts on the anchor
plugs.
4. Install pipe shoe on the hanger support. Determine whether the shoe is sliding type or fixed type.
5. Provide large enough pipe sleeves through walls or floor slab to allow for anticipated differential
movement of pipes.
6. Vertical components shall be secured at each stack base and at sufficiently close interval to keep the
system in alignment and to adequately support the weight of the pipe and its contents.
7. Install pipe shoe and one section of the clamp onto the wall bracket.
8. Install piping on the clamp of the pipe shoe. Then use the other half on the clamp to secure the piping.
Bolt down the clamps with proper size and length of bolts and nuts.

2.4.3.5. INSTALLATION PROCEDURE OF UNDERGROUND PIPE AT PAVMENT AREA.

1. As per the project requirement and approved drawing pipe are running underground at pavement
area.
2. Civil work like excavation sand bedding, backfilling etc shall be done by other. our scope of work
installation of pipe, sleeved, denso tape, warning tape as per the approved drawing.
3. Excavation, sand bedding shall be done as per the approved drawing by other.
4. Install the pipe with pipe sleeves, wrapping with anti-corrosion denso tape, warning tape as per the
approved drawing and section details for underground pipe.
5. Welding of carbon steel pipe shall be done specified in the above clause 2.4.33.
.Sealing of the sleeve ends shall be done to prevent sand and debris enter the sleeve

2.4.3.6. INSTALLATION OF LPG TANK, VALVE AND ACCESSORIES IN THE TANK AREA.
.Provide details of floor preparation prior to installation of concrete pad for LPG tank
1. At LPG Tank protection cage area mark the location of the LPG tank, piping, gas detectors as per the
approved drawings.
2. Make the tank area clean and level.
3. Fix the precast concrete pad/slab for the tank placement as per the approved drawing.
4. Put the LPG tank on the precast concrete pad/slab.
5. Drill size and depth of hole on concrete slab and fixed the LPG tank with concrete slab by using studs
and bolt.

6. Install the ball valve, pressure regulator, pressure gauge, solenoid valve, inside LPG tank area as shown
in approved drawings.
7. Install the Protection Tank enclosure with lockable door as per the approved drawing.
8. Install the Safety Signage, steel step Ladder and Fire Extinguisher as per the approved drawing and
authority requirement.
9. Final connection to the PRMS (cylinder provision valve) shall be followed by completion of installation
and pneumatic test of piping works.

2.4.3.7. PRROCEDURE FOR WRAPPING OF CARBON STEEL PIPE.


1. This method covered the wrapping of Carbon steel pipe for underground piping only to protect
the Corrosion.
2. As per approved shop drawings, determine the location and pipe size and length of pipe to be
wrapped.
3. Clean the pipes and ensure that free from dirt and dust.
4. Clean Metal Surface with a wire brush.
5. Firmly adherent rust and scale need to be removed.
6. A thin film of denso tape Hi Tack Primer should be applied before wrapping.
7. Wrap tape without overstretching, apply heavily coated side of the tap of the metal surface.
8. The total, clean, dry prepared surface shall be spirally wrapped with the Denso tape with 55%
overlap using sufficient tension to ensure complete conformability.
9. Smooth down and mold by hand especially all overlapped edges.
10. A 55% overlap of tape should be applied to provide a double layer of tape, to suit with wall
surface.
Apply the tape ofn sleeve pipe , conduct holiday testing
2.4.3.8. FINAL CONNECTION TO EXISTING BUILDING PRMS.
1. Ensure that the SNG system installation including PRMS has completed successfully, accepted and
handed over to Lusail Authority.
2. Proper co-ordination shall be made with Marafeq Qatar, Lusail Authority and client representative prior
opening the PRMS enclosure/cabinet.
3. Ensure that Permit to Work is available prior stating site activities if required.
4. Ensure that all inlet/outlet valves of existing PRMS are in closed position.
5. Ensure that temporary gas tank system installed, tested and accepted by QGG manager.
6. Connect the temporary gas tank piping to the existing PRMS (at cylinder provision valve) as shown in
approved drawing.
7. Upon completion of above activities conduct the leak test by using soap solution to ensure no leakage at
final joint/connection.
Installed system shall be successfully tested prior to tie in with the PRMs
2.4.3.9. INSTALLATION PROCEDURE FOR LPG GAS DETECTION SYSTEM

1. With reference to the detailed drawings, determine the location of explosion proof gas detector.
2. Check to verify the location of required conduits and fittings for the wiring of explosion proof
detection.
3. Install the conduits for wiring as per the detailed drawing.
4. Use junction box for easy wire pulling.
5. Size of cable will be indicated in the detailed drawings or use FP200 fire proof cable 2 core 1.5mm²
and 3 core1.5mm². for solenoid valve and emergency push button use 2 core 1.5mm² cable and 3 core
1.5mm² cable for gas detector connection
6. Interface the explosion proof gas detector with existing gas control panel as shown in approved
drawing.

9. Check that coming power supply is same as the requirement. If the same switch on the control panel
successfully pass, proceed with simulation of detection system.
10. All electrical connection must be done by qualified electrician.

2.5. PNEMATIC TESTING OF LPG PIPING AND TANK


This procedure will explain the process of pneumatic testing to be carried out in a controlled manner with
due consideration on safety for the welfare of all concern .
A. Tools & Equipment:
1. Pressure gauge: Range 25% to 75% of test pressure with valid certification.
2. Set of spanners
3. Set of wrench
4. Teflon tape
5. High pressure hose 15mm diameter x 25 meters complete with fixed male quick coupling at both
end of the hose.
6. Nitrogen Cylinder with regulator
7. Soap solution to check the leaks

B. STORAGE
Pressure gauge and testing pipe spools shall be handled and stored in a proper manner that will prevent
damages of these pressure monitoring devices.

C. ROUGH-IN-WORKS
1. All joints including welds and threaded joint shall be expose for examination during test.
2. Test manifold preparation refers to the attachment No 2. For manifold diagram.

D. EXECUTION
1. Pneumatic testing involves additional hazard due to the possibility of release the stored energy from
compressed gas in the event of failure.
2. Vent/ purging system shall be installed at the test manifold
3. Confirm the pressure gauges are calibrated and in workable condition.
4. Confirm the integrity of the nitrogen cylinder including air hose accessories.

E. PROCEDURE
1. From a test manifold connect Nitrogen supply in the test plug at the point of connection (P.O.C) of testing
sources medium to be tested, so that Nitrogen supply maybe shut off, pressure observed on the pressure
gauge while Nitrogen filling and pressure release through the vent when necessary or after the duration
of test.
2. As per the woqod requirement pressure test shall be done at 6 bar for piping and tank pressure test shall
be 9 bar.
3. The test pressure of the pipes shall be 6 bar as per M/S Woqod requirements and the pressure
test of the tank and the pipes will be inspected by Woqod as well not witnessed by Marafeq
only.
4. After the test has been accepted the piping system shall be de-pressurized as soon as practical. Then
Nitrogen will be vented to atmosphere.
5. In the event of a leak during testing, the pipe shall be overhauled for subsequent repair until satisfactory
testing is obtained.

. Provide details if the tank and pipe work will be tested separately and the method of isolation between the tank and pipe work
.Test duration is not mentioned along with apparatus used for recording pressure readings

F. COMPLETION OF TESTING
Pneumatic testing shall be considered completed when:
1. All defective weld, defective materials, valves, or other such defects have been corrected and accepted
by the operation manager.
2. All documentation and “test section” information is complete and accepted by operation manager.

3. EMERGENCY PROCEDURES

1. In case of emergency report to site supervisor or Safety Officer immediately.


2. Provide First Aid to injured employees regardless of severity.
3. First Aid kits will be maintained in the site office and First Aid kits are to be inspected weekly by the safety
Officer and restocked as needed.
4. Communication devices should be provided at working areas.
5. Site vehicle should be equipped with firefighting equipment and be alert anytime for any case of emergency.

4. ENVIRONMENT

A. ENVIRONMENT REQUIREMENTS
1. Rubbish and waste materials must be collected and placed in specified area, bin or skip.
2. Fire hazards are to be eliminated by prompt removal of accumulated trade waste, rubbish, etc.
3. Lighting of fires at the workplace is prohibited

B. ENVIRONMENT PROCEDURES
1. All safety precautions are to be observed.
2. Before using or storing any hazardous substances, a copy of the respective MSDS is to be given to the site
supervisor
3. Electrical equipment including all power tools are to be inspected and tagged with colour codes at regular
intervals (monthly) and maintained in locations where they are not likely to be damaged.
4. Use the toilets and facilities provided, and keep them clean.

5. COMMUNICATION AND TRAINING


1. Whenever work is assigned to an employee, communication is involved. It is also involved when
2. Instructions are given about how the work is to be performed, such as:
3. What approach to the work must be taken and what job procedure must be followed.
4. What degree of care must be taken and precautions followed during performance of the job.

6. HSE INDUCTION

The HSE shall provide health and safety orientation for all its employees and
Subcontractors. This Induction is a prerequisite to entering the site to work, except to those persons entering
the site as a visitor (Visitors must be accompanied by a designated, orientation project person, and will abide
by the project safety regulation).
Workers who have attended the AHEW site safety Induction session shall be given a hard hat decal (or
identification card) which will be retained by the employee and shall be produced on demand while on the
work site. The safety Induction will include a review of the following:
1. Health and safety relationship of AHEW, Contractors and the Client. Site Access and Safe work procedure.
2. Proper use of personal protective clothing and other safety equipment.

3. Emergency response plan, including evacuation points, location for emergency use.
4. General site lay out including location of sanitary facilities and first aid equipment. Vehicle / equipment
operation and safety.
5. All permit-required for the work.
6. Other site rules and regulations.
7. The safety Induction will be conducted in the morning, and the workers will be allowed to proceed to their
workplace afterwards. In no event shall any worker commence work prior to having undergone orientation.
All workers who attend the orientation session will be sign in the attendance sheet.

7. HSE TOOLBOX TALKS


1. Toolbox talk (TBT) is one of the most effective ways to eliminate accidents. At this time members of staff will
have the opportunity to voice their own concerns and to seek advice relating to
2. specific problems. A TBT is a short meeting of the individual work groups, and is held in the close vicinity of
the work location, prior to start of work by Supervisor/ Foreman.

8. METHOD STATEMENT BRIEFINGS

1. Mainly, the working plan and procedures for the day or the week shall be explained and confirmed, including
the following:
2. Detailed work procedures.
3. Potential hazards anticipated and involved.
4. Safety instructions for equipment and tools to be used.
5. Use of proper Personal Protective Equipment.
