1 Introduction
This document is applicable to LTE FDD and TDD modes.
The process mode of SRVCC and eSRVCC is the same in eNodeB but different in EPC.
1.1 Change History
This section describes the changes between versions of the product, including two types of changes:
Technical changes: technical and related parameter changes between two versions.
Other changes: description and structure changes between versions, including content optimization and
supplementation.
Compared with the previous version, LR21+ has the following changes:

Since the voice quality based SRVCC is triggered by the single RBSINR, and TTIB is also triggered by the
singleRBSINR.The default effective threshold of SRVCC is higher than that of TTIB, which will cause the TTIB
not to take effect.
For Service Based PCC Dynamic Selection and Service Triggered Inter-frequency HOwithout CA scenario, the
principles of these functions are the same. Service based PCC dynamic selection cannot be performed based
on Event A4 measurement. Currently, the service based inter-frequency handover measurement is based on
A5 measurement by default.

2 Feature Description

3 Technical Principles
In the mobile communication system, the user location is in a constantly changing state, and the continuity of
the VoLTE service needs to be ensured through the mobility management. For Intra-LTE service continuity,
users are switched to an appropriated target LTE cell by intra-frequency/inter-frequency handover; for Inter-
RAT, users are switched to UTRAN/GERAN system by eSRVCC. Considering that VoLTE service strictly
affects the user experience, when the VoLTE quality of the serving cell is degraded, the user needs to be
switched to a suitable cell in time.
At the initial stage or middle stage of 4G network deployment, due to the incomplete LTE network coverage, if
a VoLTE user moves to the LTE edge, the VoLTE service should be handed over to 2G/3G CS domain by
eSRVCC. GL SRVCC Switchand UL SRVCC Switchdetermins whether to eSRVCC to 2G/3G, and RAT
Priority determines the system priority.
During eSRVCC, it is able to hand over the voice service only from LTE to 2/3G, as well as both voice and data
service from LTE to 2G/3G. Whether the data service is carried during eSRVCC depends on UE and target
cell’s capability. The related parameter about voice handover to GSM cells are listed below:
The eSRVCC measurement configuration can be the same as data service B1/B2 measurement: it also can be
independently configured on the basis of QCI level inter-RAT measurement. The strategies are shown below:
l If inter-RAT measurement is configured as B2 event, select the threshold that is the easiest one to be
handed over or the highest priority one among all QCI and deliver it to UE according to the current QCI
and its corresponding measurement configuration:

For load balancing based handover, refer to LTE Load Balancing Feature Guide.

During intra-RAT mobility management, VoLTE service’s A1/A2A3/A4/A5 event can be configured either
thesame as or independent from that of data service, that is, the QCI level measurement configuration is
controlled by PerQCI Measure Switch.
When QCI level measurement configuration switch is turned on, the configuration policies are shown below:
l Voice service’s A1 event, voice service’s A2 event for inter-frequency measurement, and A2 event for inter-
RAT measurement can be independently configured in measurement configuration table. When UE has
voice service ongoing, the event is delivered according to voice service A2/A1 measurement
configuration.
l For voice service’s A3/A4/A5 event measurement configuration principles, please refer to LTE Intra-RAT
Connected Mobility Feature Guide.
When UE reports the A3/A4/A5 events, if Handover Switch Base VOIP is configured to “Open”, eNodeB will
select the neighbor cell that supports VoLTE capability to handover during the handover decision; if the switch
is set to “Close”, eNodeB will not judge whether to support VoLTE for neighbor cell handover.

The intra-RAT coverage-based VoLTE handover procedure is similar to the PS handover procedure. It should
be noted that, when the coverage-based intra-system VoLTE handover fails and the QCI1/QCI5 of the target
cell fails to be established, the handover will be cancelled.
3.2 Enhanced Functions
While the PerQCI Measure Switch(PerQCI Measure Switch)is configured to “Open”, eNodeB can configure
the independent A1/A2 threshold configuration for VoLTE user by parameters:
- Close Inter-frequency or Inter-RAT Measurement Based Voice Configuration Index (Close Inter-
frequency or Intersystem Measurement Based Voice Configuration Index), and
- Open Inter-RAT Measurement Based Voice Configuration Index (Open Intersystem Measurement
Based Voice Configuration Index).
While the PerQCI Measure Switch (PerQCI Measure Switch) is configured to “Open”, when UE executes
access/handover/re-establishment, if there is QCI 1 bearer and initial A2 is about to delivering, the voice A2
measurement configuration data is required (measurement configuration data indicated by index value of
parameters Open Inter-frequency Measurement Based Voice Configuration IndexandOpen Intersystem
Measurement Based Voice Configuration Index).
When A2 reports data, the voice A1 measurement configuration data is delivered (measurement configuration
data indicated by index value of parameter Close Inter-frequency or Intersystem Measurement Based
Voice Configuration Index).
For QCI1 bearer establishment/deletion, when it is established, change the A1/A2 measurement configuration
data into the voice A1/A2 measurement configuration data; when OCI1 is deleted, the voice A1/A2
measurement configuration data is changed into the common A1/A2 measurement configuration data.
In actual networking, in order to provide the differential services for some special users, they will be handed
over to the dedicated cell to ensure the QoS when they initiates service. By matching ERAB beared QCI and
QCI policy on UME, the measurement is delivered to the frequency point corresponding to the highest priority
QCI. After delivering the measurement, hand over the user to the corresponding cell, so as to ensure the
differential services.
For diversity of service, operators demand layer requirements for different services. For example, the VoLTE
service can camp on the VoLTE preferential frequency points.
This feature is controlled by switch Handover Switch Base Service. 0 means to disable the feature; 1 means
the universal strategy. This feature is available when the switch is set to 1.
When Voice Admit Switch for HO Based Service (Switch for Service Type Handover–Based Voice
Admission Control) is configured to “Open”, eNodeB will admit QCI1 bearer and trigger service based
handover; when the switch is configured to “Close”, eNodeB will not admit QCI1 bearer and not trigger service
based handover.
Table R_PerQCISTRATEGY is used to configure the different QCI (1-7 and 10-256) corresponding migration
priority and expected residing frequency. To flexibly configure different serving cells, configuration group
(PerQCI Strategy GroupID) is adopted. Add “PerQCI strategy configuration index group (PerQCI Strategy
GroupID)” in Table R_CMEAS. The services’ migration priority in Table R_PerQCISTRATEGY is indicated by
parameters QCI strategy priority (Strategy Priority), ranging from 1 to 255: the bigger value refers to the
higher priority. Different services correspond to different priorities (UME controls). The expected residing
frequency in Table R_PerQCISTRATEGY is indicated by parameter Service residing frequency (Expected
Frequencies). If the expected residing frequency contains the current serving frequency, the inter-frequency
handover is unnecessary.
In order to achieve different measurement configurations for different expected frequencies based on service
measurement, the expected frequency threshold offset can be indicated by the following parameters:
- RSRP Threshold Offset of the Neighbor Cell Involved in a Service-Based Handover
The final measurement threshold is obtained by the measurement threholds above and Inter-Freq
Measurement Configuration Index Based Service Measurement.
E-RAB number of the differenct services is controlled by the parameterQCI ERAB Number Threshold for
Handover Base Service. If the QCI ERAB Number is less than or equal to the corresponding threshold, inter-
frequency handover is not necessary to be triggered.
For service based intra-frequency handover, the following policies are listed:
l When ERAB is established, select the frequency point to camp on corresponding to the highest policy priority
service according to the UE’s existing service type and policy priority, and deliver the service based
measurement: after receiving the measurement report from UE, service based handover is triggered to
the target frequency point.
l When ERAB is released, if the current frequency has the highest policy priority and is performing service
based handover measurement, the service based measurement is deleted. If Timer of Measurement
based Service expires, the service based measurement is deleted.
l The incoming handover user is controlled by the parameter Whether to Consider Incoming Handover
Scenarios in Service-Based Handover. This parameter determines whether to immediately execute
service-based handover for incoming target UEs. If it is set to “Yes”, the eNodeB immediately executes
service-based handover for incoming target UEs.
The function of handover between the primary and secondary carriers with CA scenario, and the function of
service-based handover without CA scenario, the principles of these functions are the same. It should be noted
the primary and secondary carrier handover cannot be performed based on Event A4 measurement.
l The coverage based voice service inter-Frequency measurement configuration policy is configured by
Strategy of Inter-frequency Measurement While SRVCC;
l The coverage based data service inter-Frequency measurement configuration policy is configured by
Strategy of Inter-frequency Measurement When PS Service Inter-RAT Measurement.
l Whileinter-frequency and inter-RAT measurements are delivered separately when Inter-Frequency Inter-
RAT Measurement Configuration is configured to “Inter-Frequency Followed by Inter-RAT
Measurement”.
If UE report Inter-RAT A2, delete the inter-frequency frequency measurement, and at the same time, deliver
the inter-RAT frequency measurement of corresponding services. If Switch of Different A1 for Inter-
Frequency and Inter-RAT is configured to “Open”, inter-frequency A1 is modified to Inter-RAT A1 and is sent
to UE.
eNodeB can use the following parameters to configure A1 measurement for VoLTE users in various network
scenarios:
If UE reports inter-RAT A1, deliver the inter-frequency measurement configuration of the corresponding service
again, delete the inter-RAT measurement configuration, Inter-RAT A1 is modified to inter-frequency A1 and
deliver inter-RAT A2.
If UE reports inter-frequency A1, delete all the measurement configurations, and deliver the inter-frequency A2
measurement again according to the current UE service.

The measurement based SRVCC frequency group is configured by SRVCC Measurement Indication of
GERAN Frequencies. For CSFB GERAN frequency group configuration, refer to LTE CSFB Feature Guide.
The parameters of SRVCC and CSFB GERAN frequency are used to distinguish the frequencies of two
functions.

This function is only for coverage based SRVCC and quality based SRVCC.
For coverage based SRVCC, the following two factors needs to be considered:
When PerQCI Measure Switchis set to “Close”, different index can be configured for GERAN frequency
groups through GERAN Measurement Configuration Index.
When PerQCI Measure Switch is set to “Open”, the related threshold parameter configurations are suggested
as follows:
For quality-based SRVCC, different index can be configured for GERAN frequency groups through the
parameter of Measurement Index of SRVCC to GERAN Based VoLTE Quality.

In order to reduce the ping-pong KPI statistics and enhance the user experience, for inter-RAT SRVCC
handover scenario, it is necessary to detect the UEs which appear multiple failures of the SRVCC for a certain
period of time, and prevent the problem UE.
The inter-RAT ping-pong handover preventing is controlled by Switch for Preventing the SRVCC Ping-Pong
Handover. If the switch is set to "Open", when it is detected that the number of continuous SRVCC ping-pong
handovers to Maximum Number of SRVCC Ping-Pong Handover Attempts within SRVCC Ping-Pong
Handover Detection Time Length for the UE in the local station, the subsequent processing flow is
determined according to the configuration of Ping-Pong Handover Penalty Timer for SRVCC. If Ping-Pong
Handover Penalty Timer for SRVCC is set to "65535," Then the eNB continues to suppress the
measurement-based SRVCC from the UE to the GSM/UMTS system in the local station. If this parameter is
set to a value other than "65535," the timer will take effect. During the execution of the timer, the eNB
suppresses the measurement-based SRVCC of the UE in the GSM/UMTS system in the local station.
When UE is performing VoLTE, eNodeB packet loss may result in sss triggering cs-retry, which leads to CSFB.
For details, refer to 3GPP TS23.272 8.4.2.2 NW-Initiated CS Services while UE is in IMS VoIP session.
During VoLTE service, if the CN triggers CSFB, VoLTE calldrop may occur if CSFB is performed. ENodeB
identifies the scenario and transfers CSFB to SRVCC, and handover UE to 2G/3G network.
Switch of SRVCC Based CSFB for VoLTE User is configured to “Open”, eNodeB sends B1/B2 measurement
configuration (multiplexing voice quality measurement configuration) to VoLTE users and starts the timer
(Measurement Timer of SRVCC Based CSFB for VoLTE User). If receiving B1/B2 measurement report
before the timer expired, eNB triggers VoLTE users SRVCC to 3G/2G, otherwise the B1/B2 measurement
configuration will be deleted after the timer expired.
If the handover candidate cell is a temporary neighbor cell, SRVCC based measurement is configured by:
If the parameter is configured to “Open”, UEs can handover to the original inter-RAT temporary neighbor cell. If
it is set to “Close”, UEs cannot handover to an inter-RAT temporary neighbor cell.

The timers are configured specially for VoLTE users to guarantee VoLTE service performance and easy for
optimization. At the same time, data service KPIs are not affected. The related parameters are listed below:
- Timer for VoLTE FDD/TDD UEs to Wait for Successful Handover (T304) (ms)
- Timer for VoLTE UEs to Monitor Radio Link Failures (T310_UE) (ms)

This function currently only considers to distinguish voice inter-frequency configuration in the scenario of
coverage based handover.
For non-SPID voice service, the parameter VTHO Measurement Indication of EUTRAN
Frequenciesindicates the VTHO measurement indication of a EUTRAN frequency points of non-SPID
measurement table. If it is set to “non-zero”, the eNodeB measures this frequency for VTHO, and can deliver
coverage based handover configuration measurement to the frequency. Otherwise, the eNodeB does not
measure this frequency.
1. Inter-frequency A2 measurement delivery: when there exists voice service, and if all the VTHO
Measurement Indication of EUTRAN Frequenciescorresponding to all the inter-frequency points are all
“0”, Inter-frequency A2 measurement will not be delivered or close Inter-frequency A2 measurements
which have been delivered;
2. Inter-frequency handover measurement delivery: when there exists voice service, and if VTHO
Measurement Indication of EUTRAN Frequenciescorresponding to one certain inter-frequency point is
“0”, the coverage basded measurement configuration will not be delivered to the frequency;
3. QCI1 bearer delete/establishment measurement delivery: when the users delete/establish QCI1 bearer, if
the voice user handover measurement indication corresponding to inter-frequency points are different
from the data user handover measurement indication, then it is necessary to reconfigure the inter-
frequency A2 or the inter-frequency handover measurement.
4. If the SPID strategy and Network sharing strategy take effect, the user can control whether the inter-
frequency frequency point supports voice service through the SPID-specific PSHO Profile measurement
table parameter VTHO Measurement Indication of EUTRAN Frequencies. When the measurement
indicator value is 0, it indicates that the measurement configuration for the voice service is not delivered
to the frequency point. If the indicator value is not 0, the measurement configuration for the voice service
is delivered to the frequency point based on the priority of the measurement indicator value.

When VoLTE users are in the process of VoLTE call and Redirection Timer Forbiddingis effective, and if
eNodeB receives blind redirection A2, it will not execute the redirection process. This timer takes effect from
the detection of “Invite” message, and becomes invalid when it is expired or QCI1 bearer is setup.
To reduce the KPI statistics of SRVCC handover preparation failures, you need to punish the inter-RAT cells
whose inter-RAT SRVCC handover preparation fails. In this version, only the penalty for SRVCC handover
preparation failures to the GSM system is supported.
This function is controlled by SRVCC Penalty Switch. It takes effect when the switch is set to “Open”. If an
SRVCC handover preparation failure occurs, the corresponding failure cause value is the SRVCC special
cause value (determined based on whether the failure cause value is specified in the enumeration of the
parameter Penalty Strategies for Special Cause Values of SRVCC Handover Preparation Failures). In this
case, the system determines the time penalty, frequency penalty, or no penalty for this SRVCC handover
preparation failure based on the parameter Penalty Strategies for Special Cause Values of SRVCC
Handover Preparation Failures. If an SRVCC handover preparation failure occurs and the corresponding
failure cause value is not a special SRVCC cause value, the system determines the time penalty, frequency
penalty, or no penalty for this SRVCC handover preparation failure based on the parameter Penalty Strategy
for an Ordinary Cause Value of the SRVCC Handover Preparation Failure.
Time penalty for handover preparation failureis performed as follows:
1. When the eNB detects the SRVCC handover preparation failure from the voice user to a GSM/WCDMA
cell and the corresponding penalty policy is "time penalty," the eNB starts Level-1 Penalty Timer for
SRVCC Failures (ms). During the execution of Level-1 Penalty Timer for SRVCC Failures (ms), no UE
in this eNB is allowed to initiate SRVCC handover to the GSM/WCDMA cell. If Level-1 Penalty Timer for
SRVCC Failures (ms) expires, the eNB starts Level-2 Detection Timer for SRVCC Failures (ms) and
allows any UE in the eNB to initiate an SRVCC handover to the GSM/WCDMA cell.
2. During the execution of Level-2 Detection Timer for SRVCC Failures (ms), if the eNB detects again that
the SRVCC fails to prepare for the handover to this GSM/WCDMA cell and the corresponding penalty
policy is "time penalty," the eNB will kill Level-2 Detection Timer for SRVCC Failures (ms) and start
Level-2 Penalty Timer for SRVCC Failures (ms). During the execution of the Level-2 Penalty Timer for
SRVCC Failures (ms), no UE from this eNB is allowed to initiate an SRVCC handover to this
GSM/WCDMA cell. If Level-2 Penalty Timer for SRVCC Failures (ms) expires, the eNB starts Level-3
Detection Timer for SRVCC Failures (ms) and allows any UE in the eNB to initiate an SRVCC handover
to the GSM/WCDMA cell.
3. During the execution of Level-3 Detection Timer for SRVCC Failures (ms), if this eNB detects again that
the SRVCC fails to prepare for the handover to this GSM/WCDMA cell and the corresponding penalty
policy is "time penalty," it will kill the Level-3 Detection Timer for SRVCC Failures (ms) and start
Level-3 Penalty Timer for SRVCC Failures (ms). During the execution of Level-3 Penalty Timer for
SRVCC Failures (ms), no UE from this eNB is allowed to initiate an SRVCC handover to this
GSM/WCDMA cell. If Level-3 Penalty Timer for SRVCC Failures (ms) expires, the eNB starts Level-3
Penalty Timer for SRVCC Failures (ms) once again and allows any UE in the eNB to initiate an SRVCC
handover to the GSM/WCDMA cell.
Note:
1. If the eNB fails to detect the handover preparation failure from SRVCC to GSM/WCDMA cell and the
corresponding penalty policy is "time penalty" during the detection timer running, the eNB will roll back to
the upper-level detection period to continue the handover preparation failure detection and execute the
penalty period of the corresponding level.
2. If the handover preparation failure from SRVCC to GSM/WCDMA cell occurs during the time penalty and
the corresponding penalty policy is "frequency penalty," the handover preparation failure will not be
handled.
1. When the eNB detects the SRVCC handover preparation failure from the voice user to a GSM/WCDMA
cell and the corresponding penalty policy is "frequency penalty," the eNB starts Retry Timer after an
SRVCC Handover Preparation Failure (ms). During the execution of the retry timer, if the SRVCC
handover preparation failure occurs to this GSM/WCDMA cell and the corresponding penalty policy is
"frequency penalty," the number of retries is incremented by one. If no SRVCC handover preparation
failure occurs to this GSM/WCDMA cell during the retry timer running, the number of retries will be reset
and the whole penalty flow will exit.
2. If the number of retry times does not exceed Number of Retries after an SRVCC Handover Preparation
Failure, Retry Timer after an SRVCC Handover Preparation Failure (ms) is restarted. If the number of
retries exceeds Number of Retries after an SRVCC Handover Preparation Failure, the system punishes
the retries and forbids any UE from initiating SRVCC handover to the GSM/WCDMA cell. The number of
retries is Number of Penalties for the Maximum Number of SRVCC Handover Preparation Failures.
Note:
1. If the penalty strategy corresponding to the failure of handover preparation to the GSM/WCDMA cell is
"time penalty" during the "frequency penalty," the "frequency penalty" will be terminated and the "time
penalty" will be entered.
2. If Number of Penalties for the Maximum Number of SRVCC Handover Preparation Failures is set to
zero, it will not perform the SRVCC penalty procedure.
3. If Number of Retries after an SRVCC Handover Preparation Failure is set to zero, SRVCC retries are
not performed, and penalty is triggered for Number of Penalties for the Maximum Number of SRVCC
Handover Preparation Failures.
For resource preparation failures, the cell-level penalty function is implemented for the consecutive SRVCC
failures, but the UE-level penalty function is not implemented. If the UE that fails continuously can be punished,
the number of SRVCC handover preparation failures can be reduced.
UE-level penalty is performed for SRVCC due to continuous failures of preparation. UE penalty does not
distinguish for cause values, and the onsite engineer determines whether to enable this function. If a UE
continuously fails for N times within M, the UE is punished. After timer T expires, the UE can continue to
attempt a handover request.
This function is controlled by UE-Level Penalty Switch in the Case of SRVCC-Based Handover Preparation
Failures.
When the switch is open, for example, the number of UE-level detections for SRVCC preparation failures is
greater than 1, the eNodeB starts Duration of the UE-Level Timer for Detecting SRVCC-Based Handover
Preparation Failures when detecting SRVCC preparation failures to a certain neighbor cell. When the detection
timer is running, if the eNodeB detects that the number of times that the UE consecutively preparation failures
SRVCC for any neighbor cell is greater than or equal to the value of the Number of UE-Level SRVCC-Based
Handover Preparation Failures, the eNodeB stops the detection timer and starts the UE-Level Penalty Timer for
SRVCC-Based Handover Preparation Failures. During the execution of the penalty timer, the UE is not allowed to
trigger any SRVCC operation to any neighbor cell.

This feature solves the problem that different measurement configuration numbers cannot be set for different
UMTS frequency points during an SRVCC handover from LTE to WCDMA. In a multi-frequency network, the
policy is not set flexibly. The measurement configuration function that supports different frequency points is
added, including two triggering condition types: Coverage-based and voice-quality-based handover.
If this parameter is set to Close, the original system-level measurement configuration is applied, and all UMTS
frequency points use the same measurement configuration (cell-level measurement configuration is applied).
l For WCDMA coverage-based handover, the "Frequency Level Measurement Configuration for WCDMA
Handover" parameter is added.
l For the PerQCI measurement policy, add the "PerQCI WCDMA frequency-level measurement
configuration index group ID for Handover to WCDMA" parameter.
l For the SRVCC based on voice quality in a directional WCDMA network, the "SRVCC Frequency Level
Measurement Configuration Based on Voice Quality in a Directional WCDMA Network" parameter is
added.
When delivering measurement configurations to a UE, the eNodeB delivers frequency-level measurement
configurations to each frequency point in accordance with the above parameter indexes.
Due to special reasons, some carriers only support SRVCC handover of voice service instead of L->U PS HO
handover of data service. Therefore, the SRVCC CS only switch is used. When the switch is open, the SRVCC
handover indication only carries the CS Only reason.
SRVCC CS Only Switch controls the filling of the SRVCC handover indication IE. When the parameter value
is "Close”, the SRVCC handover indication cell is filled in accordance with the standard SRVCC flow. When
the parameter value is "Open," the SRVCC handover indication cell is filled with "CS only”.
Redirection A2 thresholds for the data service and QCI1 service are the same. If redirection A2 threshold is
modified to improve voice performance, it will affect data service. So it is necessary to configure redirection A2
threshold of voice service and data service separately.
When the eNodeB needs to configure redirection A2 for VoLTE users, configure the corresponding redirection
A2 threshold according to Voice-Based Redirection Measurement Configuration Index. The fields
related to redirection A2 are added in the PERQCI measurement configuration table, the parameters are listed
below:
- Duration Between RSRP Event Occurrence and Reporting for Redirection Event A2,
- Duration Between RSRQ Event Occurrence and Reporting for Redirection Event A2,
When the PERQCI function is enabled, the corresponding PERQCI record is queried according to the
configuration of the Redirection A2 Measurement Group ID per QCI. After the corresponding record is
found, the redirection A2 threshold is configured according to the PERQCI policy. If the user identifies as an
SPID user, the corresponding PERQCI record is queried according to the parameter of PerQCI Redirection
A2 Measurement Group ID, and then the redirection A2 threshold is configured according to the PERQCI
measurement table after finding the corresponding record.
At the initial stage or middle stage of 4G network coverage, due to LTE network coverage is still incomplete, if
UE’s VoLTE service moves to the LTE edge, the VoLTE service has to be handed over to 2G/3G CS domain
by eSRVCC. During performing eSRVCC, it is able to hand over the voice service only from LTE to 2G/3G, as
well as both voice and data service from LTE to 2G/3G. Whether the data service is carried during eSRVCC
depends on UE and target cell’s capability.

eSRVCC combined with perQCI strategy (service type based Inter-RAT handover) implementation of voice
service trigger threshold can be configured, enabled inter-RAT PerQCI feature, set a different threshold for
inter-RAT handover B2 event.
UE intitiates a VoLTE voice service on LTE network. Adjust an attenuator so that UE reports B1/B2
measurement report, which triggers eSRVCC handover from a LTE cell to GERAN/UTRAN cell. eSRVCC
handover procedure is correct. UE is handed over to the GERAN/UTRAN cell and voice service is normal
without being interrupted.
If LTE network coverage is incomplete or its VoLTE quality is poor, the VoLTE service can be handed over
from LTE to 2/3G CS domain by eSRVCC. Compared to intra-RAT handover, there are the following
advantages if UE is handed over to UTRAN/GSM by eSRVCC.
1. In the scenario of incomplete LTE coverage, eSRVCC can reduce handover failure rate. Otherwise, more
handover failures will cause dropped call problem or RL re-setup. This seriously affects user experience.
2. In the scenario of poor quality of LTE channel, voice service experience can be guaranteed if VoLTE voice
service is handed over to CS domain.
In the first scenario, E-UTRAN uses RSRP to decide whether to trigger eSRVCC, i.e. coverage-based
eSRVCC. In the second scenario, E-UTRAN uses downlink MCS or uplink SINR to decide whether to trigger
eSRVCC, i.e. voice quality based eSRVCC.
According to current policy, coverage-based eSRVCC is on in default, voice quality based eSRVCC is off in
default. It is suggested to turning on the voice quality based eSRVCC in a commercial field.
If VoLTE traffic is not concerned, it is suggested to properly raise the RSRP threshold used by coverage-based
eSRVCC as well as thedownlink MCS or uplink SINR threshold used by voice quality based eSRVCC. Thus,
UE can be handed over to UTRAN/GSM before the quality of VoLTE voice service becomes poor.
As the number of VoLTE users increases, eSRVCC is more easily triggered. Accordingly, the number of
UTRAN users increases. Because CS service has higher priority than PS service, PS service rate
decreases.
Impact on functions
Relation with eSRVCC:eSRVCC adopts uplink SINR as decision condition. TTIBundling also adopts uplink
SINR as decision condition. In default, eSRVCC will first meet decision condition because SINR threshold =5
for eSRVCC, it is 4 for TTIBundling. In other word, when uplink resource is limited, eSRVCC will first be
triggered, and TTIBundling will not be triggered.
4.1.2 ZLF31-07-041 LTE Intra-RAT Handover Based on Neighbor Cell’s VoLTE Capability

neighbor cell supports VoLTE services or not, preventing voice user access cell which does not support

ensure that different services can be handover to the cell with good signal strength in time. For VoLTE users,

handed over to a cell with better signal intensity in order to ensure the quality of voice.

different services can be timely handed over to the cell with good signal. For VoLTE users, the independent
A1/A2 measurement data enables the users at the edge of a cell to be timely handed over to a cell with better

In different-frequency networking mode, enable this function. If you want better gain, it is suggested to raise
VoLTE threshold to a value higher than data service threshold.
In order to improve VoLTE handover success rate or VoLTE voice user experience, it is suggested to configure
independent A1/A2 measurement threshold for VoLTE users.
4.2.1.8.2 Impact Analysis
Impact on network
When voice service and data service are initiated at the same time, eNB will deliver the configured voice
service threshdold to guarantee voice user experience. Data service and voice service will be handed over to
the same cell even though current channel quality can still meet data service experience. In this way,
unnecessary handover will bring negative impact on data service. Additionally, if it is inter-RAT handover for
both voice and data services, the system should check whether CN supports data service handover. If not, this
function will have small impact on voice service, but data service will have drop problem.

In actual networking, in order to provide the differential services for some special users, they will be handed
over to the dedicated cell to ensure the QoS when they initiates service. By matching ERAB beared QCI and
QCI policy on UME, the measurement is delivered to the frequent point corresponding to the highest priority
QCI. After delivering the measurement, hand over the user to the corresponding cell, so as to ensure the
differential services.

Voice service QCI has higher priority than data service QCI. If this function is configured for voice service, this
function enables voice service to be handed over toexpected target frequency. Therefore, voice packet loss
rate and delay index can be guaranteed, VoLTE voice user experience can be improved.
This function is enabled according to real network situation or real requirements of an operator. If the operator
doesn’t want to use some frequency points to bear voice service, or some frequency points used by eNB
provide incontinous coverage, this function may be deployed.
Impact on network
After enabling the service based handover function, measurement configuration data is delivered. Later if the
corresponding measurement report is not reported within 2s, the service based handover will not be triggered

In a high-load area, because channel quality in LTE neighbor cells is not good, this function enables VoLTE
UE to perform SRVCC inter-RAT handover as soon as possible. Meanwhile, because inter-frequency
measurement task is remained, VoLTE UE still has the change to be handed over to an inter-frequency cell,
therefore, VoLTE user experience is improved.

Inter-RAT measurement is accelerated. There is an increasing probility for UE to be handed over to inter-RAT
system. The number of inter-RAT handover operations increases. LTE resident ratio and VoLTE traffic

When a UE runs VoLTE service, it receives CSFB indication from a core network. In this situation, if the
Switch of SRVCC Based CSFB for VoLTE User is configured to “Open”, eNodeB will deliver inter-RAT
measurement configuration to this VoLTE UE, UE reports inter-RAT measurement report, which triggers
SRVCC process. However if the Measurement Timer of SRVCC Based CSFB for VoLTE User is time out,
but no measurement report is reported, eNodeB will delete inter-RAT measurement configuration.
When a UE runs VoLTE service, a core network initiates CSFB indication. If eNB follows CSFB process, the
VoLTE call may be dropped. This function enables eNB to identify this scenario and convert running process
from CSFB to SRVCC. By doing this, UE can be handed over to 3G/2G network and voice continuity can be
guaranteed.
On a commercial network, if QCI1 E-RAB release situation is observed with the relevant counter and this
release event is triggered by CsFallBack, it is suggested to enable this function.

The number of SRVCC attempts increases. As SRVCC execution times increase, the number of
reestablishment attempts may increase, too.

process can also quicken RL restoration process. It is suggested to change these parameters of the top sites
and cells if several KPIs show that handover waiting timer is time out and there are many RL failures. After

handover success rate before turning formal neighbor cell. When UE SRVCC is restricted to temporary
neighbor cell, it will help to improve the success rate of SRVCC and prevent VoLTE dropping out.

If enabling the inter-RAT ANR function, UE may be handed over to a temporary neighbor cell. This may cause
the decline of SRVCC handover success rate. In order to improve user experience, handover control is carried
out for inter-RAT temporary neighbor cells. A switch is used to control UTRAN/GERAN temporary neighbor cell
handover. If this switch is off, temporary neighbor cell does not accept SRVCC handover; however if this

to control UE SRVCC handover to temporary neighbor cells. The gains are obvious: SRVCC success rate can

permanent ones. If handover success rate decreases due to some problems existing in some permanent
neighbor cells, these permanent neighbor cells will not be replaced by the temporary ones. In this situation,
SRVCC success rate may decrease. Additionally, as the number of neighboring cells decreases, voice user
may have bad experience because SRVCC handover is not in time. The bad impact may even result in drop
call problem.

configure different threshold of voice and data service, so the VoLTE service can deploy on the expected LTE
frequencies or the VoLTE service enters to measure and handover procedure earlier or later. The feature can
ensure the VoLTE service’s experience.
Function enabling suggestions: Based on the voice serive deployment strategy, this feature can let the voice
service to deploy on the frequency with better channel quality. The voice service measurement threshold can
be configured hard to reach, so the voice service can be camped on the frequency with better channel quality
all the time.

When VoLTE users are in the process of VoLTE call and Redirection Timer Forbidding is effective, and if
eNodeB receives blind redirection A2, it will not execute the redirection process. So the feature can ensure the
VoLTE call service, the QCI1 bearer be established successfully, and the VoLTE call setup success rate.
Function enabling suggestions:The default value of Redirection Timer Forbidding is 1s. The time from INVITE
message to QCI1 establishment is less than 1s according to the large testing result on the commercial
network, so the timer is configured as default value.
If the value of Redirection Timer Forbidding is configured too small, QCI1 establishment failure may be
occurred and the VoLTE calling is failure.

Configure different measurement objects for WCDMA SRVCC, which are associated to different thresholds, so
eNodeB supports flexible WCDMA SRVCC measurement configurations.

This feature provides a flexible measurement policy for SRVCC handover from LTE to UMTS. It allows VoLTE
users SRVCC handover from LTE to a UMTS frequency with good coverage and less interference. So it can
improve the SRVCC success rate, reduces delay and jitter, reduces the call drop rate, and improves the
language experience of voice users on the UMTS side.
This feature may increase the load of UMTS specific frequency points, and affect the data user experience of
this frequency point.
Due to special reasons, some carriers only support SRVCC handover of voice service instead of L->U PS HO
handover of data service. Therefore, the SRVCC CS only switch is used for control. When the switch is open,
the SRVCC handover indication only carries the CS Only reason.

This function ensures the continuity of voice services in the L->U PS HO handover scenario where some
Operator only support SRVCC handover of voice service instead of L->U PS HO handover of data service.
After this feature is enabled, the success rate of handover from LTE to UMTS systems may decrease, the
delay of data service interruption may increase, and the rate of users who have concurrent data and voice
services may decrease.
Redirection A2 thresholds for the data service and QCI1 service are the same. If redirection A2 threshold is
modified to improve voice performance, it will affect data service. So it is necessary to configure redirection A2
threshold of voice service and data service separately.

If QCI1 and data service redirection thresholds are the same, QCI1 redirection can be modified to improve
voice performance, but data service redirection is also affected. Most carriers do not agree to modify the data
redirection threshold, which results in the contradiction between optimizing voice service but affecting data
service. Therefore, QCI1 and data service redirection can be configured separately to solve this contradiction.
Modifying the A2 threshold of redirection can improve the voice performance. This function separates QCI1
and data, so it does not affect the related functions of data redirection.
