1. Can a Local Government thru their Sangunian Councils approved a local
Annual Investment Priority Development Plans/programs thru an
Ordinance? Explain..

Answer:

No, I believed that the local government thru their Sangguniang council cannot
approved a Local Annual investment Plans/programs thru Ordinance because
the ordinance is separate form of LDIP.

An ordinance is the name typically used for a law passed by a local political
subdivision, such as a city, county, village, or town. Ordinances may address a
wide variety of local issues, from local government structure to speed limits and
sign sizes while the Annual Investment Program (AIP) refers to the annual slice
of the Local Development Investment Program (LDIP), which constitutes the total
resource requirements for all Programs, Projects and Activities (PPAs) consisting
of the annual capital expenditure and regular operating requirements of the LGU.

Hence, local Annual Investment Priority Development Plans/program is


about government spending for priority projects while the Ordinance is about the
improvement of government basic services as well as to boost government
additional income.

2. What is the remedy if a project is needed to be implemented but has not


been listed in the approved annual investment priority projects?

Answer:
The remedy if the project is needed to be implemented but was not been listed in
the annual investment priority projects is that the Local Development Council will
convene a meeting to pass a resolution regarding realignment of available
budget or request for supplemental funds for the approval of the Sangguniang
Council and the Local Chief Executive.

3. What are the different executive committees that composes the RDC?
Explain their respective coverage.

Answer:

In the Executive Order No. 325 s.1996 provides for the creation by the Regional
Development Council (RDC) of an Executive Committee to act on matters that
require immediate attention for and on behalf of the Council when it is not in
session. Section 6 of the said EO provides that the Executive Committee
shall comprise one-fourth of the total membership of the fully-constituted
Council. 
Considered as automatic members are the Chairpersons of the four Sectoral
Committees, in addition to the four officials of the Council to include the Chair,
Co-Chair, Vice-Chair and Secretary.

In addition to the eight, the reconstituted Executive Committee shall include the
chief executives of the five Provincial Local Government Units and four City Local
Government Units. This is to ensure their full participation and involvement in the
deliberation of undertakings to address the socio-economic issues and concerns,
where local governments play important roles such as the fight against the
COVID-19 pandemic, the implementation of Republic Act 11469, otherwise
known as the “Bayanihan to Heal As One Act” and the BP2 Program. The Private
Sector Representatives (PSRs) shall be allocated the remaining slots to
complete the prescribed number of Executive Committee members. The PSRs
shall convene and choose from among themselves their representatives in the
Executive Committee.

The EXECUTIVE COMMITEE shall perform the following additional specific


functions:

1. Discuss Advisory Committee (ADCOM) follow through activities;


2. Agree on the region’s position on proposed bills and deliberate on regional
proposals to amend laws; and
3. Perform liaison activities with the legislators, which can cover support to
Congressmen’s priority program, RDC programs needing Congressmen
support, reinsertion of deleted projects in the national budget, resolution of
Congressmen’s concerns, initiatives for convergence projects in the
Congressional districts, among others. 

4. Define the concept of a state. How this concept being considered in


Local and Regional planning?

Answer:
The state is a form of human association distinguished from other social groups
by its purpose, the establishment of order and security; its methods, the laws and
their enforcement; its territory, the area of jurisdiction or geographic boundaries;
and finally by its sovereignty. It is also defined as a centralized political
organization that imposes and enforces rules over a population within a territory.

The Concept of a state is considered as a great help for our local and
government planning to create a specific and organized plans for projects and
programs in our respective Local Government Units to which may results to an
effective and efficient government services as well as to address specific LGU
problems.

5. Can the PPDO as secretariat at PDC implement a projects? Explain…


Answer:
No, the PPDO or the Provincial Development Planning only act as secretariat to
which provide and assist necessary requirements for the planning and
implementation of projects but the implementation will be at the concerned
Provincial Government respective offices.
