A BILL
To amend title 31, United States Code, to limit the use
of Federal funds for travel by the President if the Presi-
dent’s annual budget submission to Congress is late,
and for other purposes.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Presidential Budget

5 Accountability Act’’.

1 SEC. 2. LIMITATION ON USE OF FEDERAL FUNDS FOR

2 PRESIDENTIAL TRAVEL EXPENSES IF PRESI-

3 DENT’S BUDGET IS LATE.

4 Section 1105 of title 31, United States Code, is

5 amended by adding at the end the following:
6 ‘‘(j) If the budget under subsection (a) is not sub-
7 mitted to Congress on or before the first Monday in Feb-
8 ruary of a year, during the period beginning on the first
9 Tuesday of February of such year and ending on the date
10 the budget is submitted, no Federal funds may be obli-
11 gated or expended for the travel expenses of the Presi-
12 dent.’’.
