PUBLIC WORKS

The installation of the new 12-inch water main on Main Street is complete. The next steps are charging the main, disinfection and pressure testing, and bacteriological sampling before connecting residents to the new main. The areas disturbed during construction will of course be restored. The new main will provide a suitable connection for Well Three to tie in to the main distribution loop in the downtown area, and also will provide redundancy in the east end of the distribution system by providing a second feed over the Wally Bridge crossing the Green River. We continue with the installation of the automated meter reading system. We currently are installing in the Thornliebank Road area and Route 7 north to the Pownal line. Our focus is in areas where properties are spread out and a good distance from the road and from each other, as these take a reader on foot the most time to read. We plan to install last where homes are clustered (e.g. the Mill Street area, Haley village) as they are the most easily read on foot. We continue to utilize the lateral camera at a fairly steady rate as contractors and residents alike learn of its availability and usefulness, and the fact that we do not charge our customers for its use. The annual Consumer Awareness Report has been published in the June 29 edition of the Advocate; all the appropriate copies and certifications have been sent to State and local agencies; the report has been posted on the Towns web site; and the report has been posted in the following public areas: Town Hall, Milne Library, Council on Aging, and Williamstown Elementary School. Summary: Our drinking water supply is safe. Water/Sewer Superintendent Ed Rondeau attended training at the Springfield Water Department on June 29. The training was an update and review of the Federal Safe Drinking Water Act of 1974 and all of its amendments. The contract for construction of Well One pump station has been advertised for bid.
INSPECTION SERVICES

Health Inspector Jeff Kennedy has spoken with Mary-Stella Giannaris, who is leasing the former Michaels Restaurant to open the Olympic Pizza Family Restaurant. Following a cleaning and the installation of an approved grease trap, Jeff will perform a pre-operative inspection and refer the application to the Board of Health for final approval.

At its July 5 meeting, the Board of Health approved a temporary food establishment permit for New York Hot Dog and a mobile vendor permit for Lucias Latin Kitchen; both vendors will be at the Sundays @ 6 events. The Board also approved permits to sell processed foods at the farmers markets for Crow Hill Farm ( jams and jellies), and Indian Hill Farm (USDA processed goat meat and other cured meat products). A mobile vendor permit was also issued to Woodchucks Wagon Catering to operate a food truck serving various construction sites in town. Town Planner Andrew Groff has been working with Architect Gary Cory on site improvements at Saint Johns Church. This project will create a parking area for 15 cars between the Church and Williams Colleges Class of 37 house. This is a tight space and there are issues with several of the towns development standards. Andrew is currently researching how the application of Williamstowns development standards may be impacted by the Federal Religious Land Use and Institutionalized Persons Act of 2000.
FINANCE DEPARTMENT

To the best of our knowledge all documentation necessary for the FY12 property revaluation has been submitted to the state for preliminary review. On-site review by DOR is scheduled for Thursday, July 14.
COUNCIL ON AGING

Marion Quinn-Jowett has been hired to serve as the Outreach Worker for the COA. She will begin her official duties next Monday, July 18. Marion is a Williamstown native who grew up on Southworth Street, attended local schools, and graduated from MGRSD. She then attended Regis College in Weston, Massachusetts graduating with a bachelor of arts in social work. She brings 30 years experience in elder care to the Harper Center including service at Elder Services of Berkshire County, Sweetbrook, NB Health, and most recently, the Brien Center Adult Day Health facility in North Adams. Marions mother, Lois, served along with Margaret Hart as codirectors of the COA in 1980 when the position was first created. Welcome home Marion!
PUBLIC SAFETY

There were eight (8) crashes recorded during this reporting period: two single vehicle roadway collisions, four parking lot collisions; one vehicle collision with a deer; and one tractor trailer into the woods resulting in operator fatality and serious injury to passenger. A total of seventy-two (72) vehicle stops were conducted during the reporting period, with sixty-five (65) citations issued recording sixty-nine (69) violations. Thirty-one (31) parking violations were issued this reporting period. Since the last reporting period, eight (8) criminal charges were taken against two (2) individuals for the following: 06/23/11 06/27/11 06/26/11 06/29/11 07/01/11 Larceny Over $250 (3); Larceny from Building (3) Larceny Under $250; Utter False Check Protective Custody Protective Custody Protective Custody
