AN ORDINANCE ADOPTING AND ESTABLISHING THE OFFICIAL SEAL OF

BARANGAY OF BARANGAY SOBOL, ASINGAN, PANGASINAN.
EXPLANATORY NOTE
WHEREAS, it is the policy of the state that local government units shall enjoy genuine and
meaningful local autonomy to enable them attain their fullest development as self-reliant communities
and make them more effective partners in the national goals;
WHEREAS, a local government unit shall exercise powers as political subdivision and an entity
representing the inhabitants of its territory;
WHEREAS, the symbol of authority of the local government is the mace with the seal inscribed
on it which signifies its power, the object embracing the barangay and the aspirations of the people it
represent;
WHERAS, there is a basic and fundamental need to provide and adopt a barangay seal to
symbolize and reflect to historical background and surroundings, circumstances of naming Barangay
Sobol;
WHEREAS, the Sangguninang Barangay is a legislative body that shall assert its authority with
a symbolic mace and maintain its separate original identity through its own official seal;
NOW THERFORE, on mass motion of all barangay council members present and duly
seconded by the same, be it;
RESOLVED, as it hereby resolved to enact and approved the following ordinance to wit;
SECTION1. Title – This ordinance shall be known as the Official Seal of Barangay Sobol;
SECTION 2. Symbols and meanings that appears in the logo – The shape of the logo, the overall
shape of the logo is the traditional circle round shape of most Government logos here in the country.
Aside from that, circle was chosen because it symbolizes the unity and oneness in the community of
Sobol. The following explanations about the symbols in the logo are related with the use of the circle to
visualize the cardinal points/directions that will be the basis for the orientations of some of the symbols in
the logo. The location of the Map of Barangay Sobol that is located at the Northern part.
The PALAY
- The PALAY symbolizes agriculture which is the utmost strength of the community and the primary
source of livelihood of the community people. It also represents strength perseverance , and determination
among the people. While the palay is considered to be the staple food among the Filipinos. It is also a
clear representation of how strong, persevering and determined the people of Sobol are.
SEVEN RAYS OF THE SUN

- Barangay Sobol is subdivided into seven different zones, Hence, the seven rays. These rays
symbolize a bright future and vital energy for the barangay. They are the manifestation that Sobol has a
bright future ahead through its united people who work together to achieve a common goal.
The DOVE
- While Sobol is subdivided into seven different zones, the presence of the DOVE in its emblem
symbolizes purity of the soul, openness, hope and oneness among the people.
The STAR
- For the saparation of Barangay Sobol and Asingan, Pangasinan and it symbolized humanity, hope,
faith divine guidance and protection.
The ROPE
- is the symbol of working unitedly. It tides them together and it is symbol of humanity .
The FARMER AND FARMER

- that represents the characteristics of strength, perseverance and hardworking they put in their
work as one. Filipino farmers as an inspiration and continue to serve for the community.
THE CHICKEN
- figures as a symbol of parental and spiritual love. As a Christian love that is self-sacrificing,
nurturing protective and comforting.
The OLIVE LEAF
- It is a symbol of friendship and reconciliation, cleansing and healing, light, victory and richness,
and, above all, a sign of peace.
SECTION 3. Repealing Clause – All ordinances, Resolutions, Rules and Regulations or parts to
the provisions of this Ordinance are hereby repealed or modified accordingly
SECTION 4. Effectivity – This ordinance shall take effect upon its approval and proper posting
as required by law.

HONORABLE RAMON “MON MON” GUICO III, GOVERNOR OF PANGASINAN A FINANCIAL
ASSISTANCE FOR THE CONCRETING OF FARM TO MARKET (BLANDO ROAD) FROM BARANGAY
SOBOL TO BARANGAY CALEPAAN OF ASINGAN PANGASINAN.
WHEREAS, the Sangguniang Barangay of Sobol has no available fund at present for the
concreting of Farm to Market (Blando Road) from Barangay Sobol to Barangay Calepaan of
Asingan, Pangasinan.
WHEREAS, the Punong Barangay and his council decided to make resolution forwarded to
the Provincial Government of Pangasinan through Honorable RAMON “MON MON” GUICO III,
Governor of Pangasinan, for the concreting of Farm to Market Road (Blando Road) from
Barangay Sobol to Barangay Calepaan of Asingan, Pangasinan.
NOW THEREFORE, on motion of Barangay Kagawad Eduardo L. Alvarado and duly

seconded by all the Members of the Sangguniang Barangay of Sobol present, it was

WHEREAS, the Barangay Development Council has endorsed for approval and adoption by
the Sangguniang Barangay the three (3) year Barangay Development Plan (2018-2021) for
Barangay Sobol, Asingan, Pangasinan.
WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be in
line with the development policies of the Barangay Government and the City/Municipal
Development Council.
NOW THEREFORE, on motion of SBM Jovita A. Alvarado, duly seconded by all members of
the Sangguniang Barangay, it was;
BE IT RESOLVED, by the Sangguniang Barangay of Barangay Sobol, Asingan, Pangasinan, in

RESOLUTION REQUESTING THE MUNICIPAL GOVERNMENT OF ASINGAN THROUGH THE

HONORABLE CARLOS F. LOPEZ, JR. MUNICIPAL MAYOR OF ASINGAN, THE AVAILABILITY OF
BACKHOE EQUIPMENT AND SUBSIDY OF CRUDE FUEL WITH COUNTERPART FROM THE
BARANGAY FOR THE DREDGING OF THE TERTIARY CANAL ALONG THE LATERAL OF CANAL
AT ZONE 6 AND 7 OF BARANGAY SOBOL, ASINGAN, PANGASINAN.
WHEREAS, ninety percent (90%) of the source of income of the populace in barangay
derived from farming. And our barangay is blessed and lucky because of the two main canals (NIA
and Sobol Ditch) that supplies the much needed water to our rice fields. That’s our farmers enjoys
having two (2) cropping in year thereby increases their income for the welfare of their family.
WHEREAS, a year ago the tertiary canal along Sobol Ditch or the main canal silted with the
dredging and improvement of the main canal . As a result , low production of rice was experienced
by our farmers due to limited water supply. As such, farmers persistently demands the immediate
rehabilitation of the main canal as planting (main cropping ) is fast approaching.
NOW THEREFORE, on motion of Eduardo L. Alvarado duly seconded by all Sangguniang
Barangay Members present, it was
RESOLVED, as it is hereby resolved in meeting assembled to request to the Muniicpal Government

of Asingan through Honorable Carlos F. Lopez, Jr. of Asingan, the availability of backhoe equipment
and subsidy of crude fuel with counterpart from the barangay for the dredging of the tertiary canal
along the Lateral of Canal at Zone 6 and 7 of Barangay Sobol.
RESOLVED FURTHER, to forward copies of this resolution to the office of the Hon. Carlos F.
Lopez, Jr, Municipal Mayor of Asingan and to all the officer and offices of the Government concern
for their information and approval.

the concreting of Nambilangan Farm to Market Road (FMR) of Barangay Sobol, Asingan,
Pangasinan.
WHEREAS, it is a general knowledge that this nitty-gritty thing, however myriad the proble
can only be resolved by a man of principle the man of action guided by vision like you and this had
been proven by your tract of various infrastructure projects.
WHEREAS FURTHER, it is consensus of the Barangay Council of Sobol and the members of
Nambilangan Farmers Association, to allocate funds for continuation for the concreting of
Nambilangan Farm to Market Road (FMR) from the Good Office of Hon. Carlos F. Lopez, Jr,
Municipal Mayor of Asingan in order to realize the said projects.

residents;
WHEREAS, despite the efforts, however barangay authorities have not at this point in time,
completely illuminated all the areas due to lack of funds;
WHEREAS, resident in the said part of the barangay are now requesting that their areas be
provided with Closed Circuit Television (CCTV) also;
NOW THEREFORE, on motion of Barangay Kagawad Leoncio D. Onias, duly seconded by all
Sangguniang Barangay present, it was
RESOLVED, as it is hereby resolved by the Sangguniang Barangay of Sobol, Asingan,

Pangasinan in session assembled to request to the Municipal Government of Asingan through
Honorable Carlos F. Lopez, Jr, Municipal Mayor of Asingan, to seek Financial Assistance amounting
to Forty Thousand Pesos (Php. 40,000.00) for the additional installation of Closed Circuit Television

WHEREAS, under the Executive Order No.3-Series of 2019 of the Sangguniang Barangay of
Sobol the (BPOC) Barangay Peace and Order Council of Sobol has been reorganized/organized
which composed of the Chairman and the Members;
WHEREAS, it is only natural that some may have functioned smoothly while others may
just stagnated, not of their own doings of desire but most probably due to the absence of any
objective activity in the areas of concern;

WHEREAS, function of the BPOC are the following;

1. Initiate , coordinate and monitor the implementation of peace and order programs.
Project and activities at the barangay level.
2. Serve as an information-gathering mechanism pertaining to peace and order and other
information that may effect public safety.
3. Monitor and check the nefarious activities of criminal elements.
4. Supervise barangay tanods in identifying barangay constituent with strong deviant
Behavior for referral to appropriate authorities.
5. Maintain continuing dialogue, close coordination and rapport with Municipal Peace and
Order Council, the Municipal Management Coordinating Committee and the Law Enforce
Enforcement units operating in the barangay.
6. Formulate plans and recommend such measure, which will improve, or enhance peace and
Order and public safety in its area of responsibility.
7. Supervise, coordinate and monitor the operation of all community-based anti-crime
Movements within the barangay.
8. Undertake periodic assessment of the prevailing peace and order situation in the barangay.
And submit report with appropriate recommendation to the Municipal Peace and Order
Council and
9. Perform such other functions that may be assigned by higher-level peace and order
councils.

A RESOLUTION ADOPTING THE MUNICIPAL ORDINANCE NO.10 S-2003 OF THE

MUNICIPALITY OF ASINGAN REGARDING THE IMPOSING OF CURFEW FOR ALL RESIDENTS OF
ASINGAN BELOW 18 YEARS OLD FROM 10 O’CLOCK IN THE EVENING TO 4 O’CLOCK IN THE
MORNING ON THE FOLLOWING DAY TO BE IMPLEMENTED TO BARANGAY SOBOL, ASINGAN,
PANGASINAN.
WHEREAS, the Local Government Code of 1991, Section 447.1.V mandates the Sangguniang
Bayan to “ENACT ORDINANCES” intended to prevent suppress and impose appropriate penalties
of habitual drunkenness in public places, vagrancy , mendicancy…..and such other activities inimical
to the welfare and morals of inhabitant of the Municipality.
WHEREAS, Municipal Ordinances No. 18, S-2003 of the Municipality of Asingan,

Pangasinan was approved and passed by the Sangguniang Bayan Members dated December 1, 2003
with the approval of the Municipal Mayor Hon. Carlos P. Lopez, Sr.
WHEREAS, the Sangguniang Barangay of Sobol with the concurrence of the Sangguniang
Barangay Members approved and adoption of the said Municipal Ordinances to be
implemented/enacted at the Barangay following the same rules indicated under Municipal
Ordinance No. 18, S-2003 of the Municipality of Asingan, Pangasinan;
NOW THEREFORE, on motion of Sangguniang Barangay Leoncio D. Onias, and other

members present in session assembled, it was;
RESOLVED, as it is hereby resolved, to adopt Municipal Ordinance No. 18, S-2003 of the
Municipality of Asingan Imposing a Curfew for all residents of Asingan below 18 years old from 10
o’clock in the evening to 4 o’clock in the morning of the following day to be implemented at

Bayan to “ENACT ORDINACES”, Approved Resolutions and appropriate funds for the general
welfare of the Municipality and its inhabitant’s;
WHEREAS, Municipal Ordinance No. 2, S-2020 of the Municipality of Asingan, Pangasinan

was approved and passed by the Sangguniang Bayan Members dated January 20, 2020 with the
approval of the Municipal Mayor Hon. Carlos F. Lopez, Jr.
Barangay Members approved the adoption of the said Municipal Ordinances to be
Ordinance No.2, S-2020 of the Municipality of Asingan Pangasinan.
NOW THEREFORE, on motion of Sangguniang Barangay Member Bernardo A. Soberano,

and duly seconded by all Sangguning Barangay Member present, it was
RESOLVED, as it is hereby resolved, to adopt the Municipal Ordinance No. 2, S-2020 of the
Municipality of Asingan regulating the ownership, care and up-keeping of dogs in the Municipality
of Asingan and for other purposes, and to be implemented at Barangay Sobol, Asingan, Pangasinan.

WHEREAS, the farm of the members are frequently attacked by insects, affecting their yield.
WHEREAS, the power sprayer will be used for massive spraying on their areas, thus the
control of such insect puts/diseases would, give them higher yield and income.
NOW THEREFORE, on Motion of Mr. Vicente Aquino, President of Asingan Mitura

farmers/Irrigators Association Inc. and duly seconded by the officers and all the Board of Director

Resolved as it is hereby resolved to request the office of the Provincial Agriculturist thru
Ms. Aurelia B. Cariaga, the chief satellite Station to allocate the five (5) power sprayer for the Mitura
Farmers/Irrgigators Association, Inc.

WHEREAS, heavy downpour over the last few days have worsened the state of dilapidated
barangay roads of Barangay Sobol, Asingan, Pangasinan.
WHEREAS, the poor condition of these barangay roads is taking a heavy toll on the commuters,
considering that Barangay Sobol, Asingan, Pangasinan particularly at Zone 2 to Zone 7 is among the
busiest thoroughfares in the barangay.
WHEREAS, the Punong Barangay urged his council to make resolution forwarded to the Provincial
Government of Pangasinan through Honorable RAMON “MON MON” GUICO, III, Governor of
Pangasinan for the Rehabilitaion (asphalting) of barangay road of Barangay Sobol, Asingan,
Pangasinan.

WHEREAS, the said Barangay Bridge of Barangay Sobol has a fully cemented but it must
need for the construction (widening) of Barangay Bridge due to its long time existence and the
current status is,
WHEREAS, the Barangay Bridge is accommodating hundreds of any kinds of vehicles in a

day and commuters, farmers and other business- travelers are likewise using the road as their main
road when transporting their products outside as well as accepting deliveries of goods from other
areas.
WHEREAS, due to the insufficient funds of the Barangay, and that it has been allocated to
some important projects, the Sangguniang Barangay Council of Sobol has decided to request the
Office of the Governor for the allocation as major refurbish must be executed;

the construction (widening) of bridge in order to extend the quality and maintain the condition as a
safe and smooth bridge.

Sangguniang Barangay Member of Barangay Sobol, Asingan, Pangasinan.
RESOLVED, as it is hereby resolved to request the Provicial Government of Pangasinan,

through the Hon. Ramon “Mon Mon” Guico, III, Governor of Pangasinan and , to allocate funds for
for the construction (widening) of the Barangay Bridge of Barangay Sobol, Asingan, Pangasinan.

a Material Recovery Facility.
WHEREAS, funds from the barangay will be used to pay five Thousand Pesos (Php 5,000.00)
annually as lease of the Three Hundred square meters lot (300 square meters).
WHEREAS, a contract of lease was entered into between barangay Sobol and Mr. Virgilio Blando;

Hundred Thousand Pesos (Php 150,000.00) for the construction of Perimeter Fence where the lot
to be construct the new Multi- Purpose Hall.

within the barangay in the implementation of Peace and Order ordinances like illegal gambling ,
liquor ban, curfew hours for minors and prevention of illegal drug activities.
WHEREAS, as the barangay lack the needed amount to procure the requested service bicycles, the
Sangguniang Barangay unanimously agreed to request the Municipal Government to provide the
financial assistance to be used in the procurement of the needed tricycles.

A RESOLUTION ADOPTING THE MUNICIPAL ORDINANCE NO.10 S-2003 OF THE

MUNICIPALITY OF ASINGAN REGARDING THE IMPOSING OF CURFEW FOR ALL RESIDENTS OF
ASINGAN BELOW 18 YEARS OLD FROM 10 O’CLOCK IN THE EVENING TO 4 O’CLOCK IN THE
MORNING ON THE FOLLOWING DAY TO BE IMPLEMENTED TO BARANGAY SOBOL, ASINGAN,
PANGASINAN.
Bayan to “ENACT ORDINANCES” intended to prevent suppress and impose appropriate penalties
of habitual drunkenness in public places, vagrancy , mendicancy…..and such other activities inimical
to the welfare and morals of inhabitant of the Municipality.
WHEREAS, Municipal Ordinances No. 18, S-2003 of the Municipality of Asingan,

Pangasinan was approved and passed by the Sangguniang Bayan Members dated December 1, 2003
with the approval of the Municipal Mayor Hon. Carlos P. Lopez, Sr.
Barangay Members approved and adoption of the said Municipal Ordinances to be
Ordinance No. 18, S-2003 of the Municipality of Asingan, Pangasinan;
NOW THEREFORE, on motion of Sangguniang Barangay Leoncio D. Onias, and other

members present in session assembled, it was;
RESOLVED, as it is hereby resolved, to adopt Municipal Ordinance No. 18, S-2003 of the
Municipality of Asingan Imposing a Curfew for all residents of Asingan below 18 years old from 10
o’clock in the evening to 4 o’clock in the morning of the following day to be implemented at
Res. 1-A

for the easier response to medical emergencies and rescue operations during times of
calamity;
NOW THEREFORE, on motion of Sangguniang Barangay Member Leoncio D. Onias, Committe

on peace and Order Council, and duly seconded by all Sangguniang Barangay Member

RESOLVED, as it is hereby resolved to Municipal Government of Asingan thru Municipal

Mayor Hon. Carlos F. Lopez, Jr., to Honorable Ramon Bong Revilla, Jr. to allocate fund for the
purchase of Barangay patrol /service vehicle from the Municipal Development Council
(MDC) for the year 2020 of Barangay Sobol, Asingan, Pangasinan.

The PALAY
- The PALAY symbolizes agriculture which is the utmost strength of the community and the primary
source of livelihood of the community people. It also represents strength perseverance , and determination
among the people. While the palay is considered to be the staple food among the Filipinos. It is also a
clear representation of how strong, persevering and determined the people of Sobol are.
SEVEN RAYS OF THE SUN

- Barangay Sobol is subdivided into seven different zones, Hence, the seven rays. These rays
symbolize a bright future and vital energy for the barangay. They are the manifestation that Sobol has a
bright future ahead through its united people who work together to achieve a common goal.
The DOVE
- While Sobol is subdivided into seven different zones, the presence of the DOVE in its emblem
symbolizes purity of the soul, openness, hope and oneness among the people.
The OLIVE LEAF

- It is a symbol of friendship and reconciliation, cleansing and healing, light, victory and richness,
and, above all, a sign of peace.
SECTION 3. Repealing Clause – All ordinances, Resolutions, Rules and Regulations or parts to
the provisions of this Ordinance are hereby repealed or modified accordingly
SECTION 4. Effectivity – This ordinance shall take effect upon its approval and proper posting
as required by law.

WHEREAS, The Barangay Sobol comprising of more or less that 100 tricycle having in our
barangay.
WHEREAS, waiting shed/waiting area is a small structure built mostly alongside roads that
serves as a place for people waiting for a ride.
WHEREAS, it is very important to have a waiting shed/ waiting area in our barangay
especially to the commuters waiting for jeepneys, motorcycles, or any public vehicles.
WHEREAS, it is primary function is obviously to provide a place for passenger to wait for
public transportation and it also served as a shed house of our local farmers for their agricultural
products while waiting for the transportation to transfer/transport their products to the market.
WHEREAS, the said proposed of waiting shed/waiting area of the above mentioned
barangay is proposed by Punong Barangay Virgilio A. Soberano, Jr as essential and the
realization of this proposed waiting shed/waiting area to be use the constituent especially for our
community.
WHEREAS, the construction of waiting shed/waiting area could not make materialized by
due to insufficient fund of the barangay and appeal for support to the Municipal Government of
Asingan through Honorable Heidee G. Chua, Municipal Vice Mayor of Asingan.
WHEREAS, after a due deliberation and upon on motion of Punong Barangay Virgilio A.
Soberano, Jr duly seconded by all Sangguniang Barangay Members present, it was
