1. Objective of Commissioning

1.1 Energize and put into operation of the 6.6kV transformer and 400V/230V busbar
through commissioning.
1.2 Energize the 400V/230V power system.
1.3 Scope of energization:

6.6kV transformer.
400/230V busbar
2. Content of Commissioning

2.1 Scope of impact closing test of 6.6/0.42kV transformer :


Common transformer A, electrostatic precipitator transformer 31A, boiler transformer
31A, turbine transformer 31A, electrostatic precipitator transformer 31B, boiler
transformer 31B, turbine transformer 31B, electrostatic precipitator transformer A
outside the Plant, standby electrostatic precipitator transformer, desulfurization
transformer of #31 unit, chemical and water supply transformer A, coal handling
transformer A, and lighting transformer of #31 unit.

2.2 Inspect the secondary voltage phase sequence and amplitude of 400V/230V busbar
PT, and verify the phase with the secondary voltage of 6.6kV busbar PT.
2.3 Differential protection circuit test of 6.6/0.42kV transformer (in case the load current is
too small, this test shall be made when the load current is heavy).
2.4 The scope of power supply to 400V/230V power system shall be as follows:
Common section, 31A electrostatic precipitator section, 31A boiler section, 31A
turbine section 31B electrostatic precipitator section, 31B boiler section, 31B turbine
section, Section A ash handling section outside the plant, standby electrostatic
precipitator section, desulfurization section of #31 unit, chemical and water supply
section A, coal handling section A, lighting section of #31 unit.

4. Tools and Instruments

4.1 Digital multimeter


4.2 Clamp phase meter
4.3 Phase sequence meter
All tools and instrument/equipment shall be calibrated and the calibration certificate
shall be separately submitted to O/E for information
5. Conditions to be met prior to Commissioning
5.1 The installation work is over and the commissioning team agreed to accept the
system to start commissioning.
5.2 A punch list covers all defects or unfinished works is confirmed by the construction
sub-contractor and commissioning team that the defects or unfinished works do not
affects commissioning and system normal running.
5.3 Work permit system is in working.
5.4 Safety isolation measures are implemented.
5.5 Electrical control and signal are found normal through test.
5.6 The equipment identification is complete and correct.
5.7 Operation Permit system has been prepared.
5.8 Set values of protection device have been given and the commissioning has been
completed. Commissioning team has confirmed that the set values of the protection
device are the same with those listed in the set value list.
5.9 The insulation of electrical equipment in 6.6kV system is found acceptable through
test.
5.10 The transformers in the 6.6kV system is found in normal condition through inspection
(including connection way, cooling system, temperature display, etc.)
5.11 Confirm that all temporary grounding and short wires within the electrification area
are removed.
5.12 The lighting and communications equipment is intact and operable; the phones at
main locations are in normal use.
5.13 Confirm that installation workers are all evacuated from site; within auxiliary power
receiving area, doors are locked and supervised; for the equipment to be put into
operation, indicating and warning signs are attached.
5.14 Confirm that safe distance of live parts of system to other facilities and ground meets
the requirements respectively.
5.15 Finally, check and confirm that the circuit breakers and knife switches within all
electrification range are in the open position.
5.16 High voltage station-service transformer and the 6.6kV system have been energized
and can supply power to the 6.6/0.42kV transformer.
5.17 The fire fighting truck with authoried operator and fire extinguishers in energized area
will be used as temporary fire fighting protection.
5.18 The management mode after electrification of auxiliary power is well defined.
5.19 Loop check and DCS interface verification have been executed.

6. Commissioning Procedure

6.1 Test before energization


6.1.1 Protection test
Close side switch of transformer,driving tripping outlet relay on protection device,
switch at side trip,DCS receive signal of“protection”.
Close side switch of transformer,short circuit temperature tripping interface on
transformer temperature box,protection device operate side switch of transformer;
Short circuit temperature alarm interface,protection device receive high temperature
alarm signal.
6.1.2 Interlock test
Close side switch of transformer,operate interlock,open HV side switch,LV side
switch open automatically.
HV side switch is open ,operate interlock,close LV side switch,it should be fail to
close
LV busbar operate coming switch interlock with auxiliary wire:operating coming
wiring switch is closed, auxiliary wire couldn’t close; auxiliary wire switch is closed,
operating coming wiring switch couldn’t close.
6.1.3 DCS test
operation is correct of open/close side switch of transformer on DCS screen, display
on DCS is correct.
Switch box and temperature box send signals ( including switch number and
simulation number)to DCS, inspect DCS display is correct。
Remote/local switch: Remote/local switch operate at local, then local operating
open/close can be done, close and pen switch cannot be operate on DCS; operate
local, then local cannot be operate, open/close can be operate on DCS.
6.1.4 BZT test
LV busbar operating power off, auxiliary power operate automatically: operate BZT,
open operating power switch, auxiliary power can operate automatically. If auxiliary
power off, BZT locked.
6.1.5 Inspect whether there is not any open secondary current circuit and short-circuited voltage
circuit
6.2 Impact closing test of transformer
Operate on DCS screen, close HV side switch of transformer, energizing to
transformer, inspect transformer operating normally, stop running after 5 minute,
energizing 3 times.
6.3 Confirm with the secondary voltage at high voltage side of transformer whether the
secondary phase is the same with that at low voltage side of the transformer.
6.4 Load test differential protection of transformer.

need of measuring transformer secondary current on transformer protection device.


When secondary current reach to 50mA, calculate transformer on-load current and
refer to attached table. Inspect differential current close to zero on transformer
protection device,then correctness of differential current circuit has been proved.
6.5 Inspect voltage phase sequence of low-voltage busbar under load.
7. Safety Measures
7.1 Safety Measures
7.1.1 Personnel participating in the commissioning shall understand and comply with
relative safety regulations at site, and wear corresponding PPE.
7.1.2 Prior to any commissioning, the commissioning personnel shall give safety
disclosure to personnel of all parties to learn the work purpose and steps, potential
risk and safety measures adopted.
7.1.3 Knife switches and breakers that are prohibited to be operated must be identified
with warning boards. When necessary, they shall be locked with mechanical lock.
7.1.4 The test shall be completed by operators with the assistance of installation and
commissioning personnel. Operators and supervisors must be familiar with the
system and operation task, and shall operate and supervise strictly in accordance
with relative regulations. Operation and measurement must be done by two persons
at site.
7.1.5 Prior to energization, the warning board, safety enclosure, special monitoring
person and safe distance of the equipment within the energization scope shall be
inspected again. Any abnormal condition found shall be reported immediately. Any
special condition can be handled first, and then reported.
7.1.6 When the equipment is energized, operators shall make in-process inspection
and monitoring of it to ensure safety of the energized area.
