ROAD ACCIDENT IN CUTTACK DISTRICT

(A) District Profile


The Area of the Cuttack District is 3932 Square Km having it’s population
density: Male 13, 39,353 & Female 12, 79,555 Totalling 26, 18,708 (as per 2011
census). Similarly the area of Cuttack city is 1952 Sq.Km having population of
male 3,16,242 and female - 2,93,947 Totalling 6,10,189 The population of the
Cuttack district is the 2nd highest in the state followed by Ganjam .Similarly the
density of population is 666 followed by khurda 799 in the state.

(B) Vehicular Population of the District

Vehicle on Road of the District is 9, 27,861 (As on 31.03.2021) out of that 7,


62,431 are Two Wheelers around 82% of the total vehicle.

ROAD SAFETY FOCUS OF THE DISTRICT

 Collection of data on Road accidents through RAMIS and IRAD (Commission


rate Area) by the (Transport / Police /Road Owning Authority) and analyze the
cause of accident.
 Completion of Road safety audit of all Major Roads of the District.
 Identifying and elimination of Black spots.
 To provide immediate Emergency Response and Health care to road accident
victims during golden hour.
 To impart Training to the first responders (436) in Black spot and vulnerable spot
of the district.
 Educating the drivers on Safe Driving.
 Formation of NGO FORUM of the District working on Road Safety.
 Enforcement by both Police & Transport Department on Road Safety Violators.
 Wide publicity on “ Solatium fund Scheme ” and “ Good Samaritan policy “ in all
School/ College/ PHC/ CHC/ Block headquarters/ District Headquarters and all
Police stations
 Sincere & effective implementation of the directives issued from time to time by
Supreme Court Committee on Road Safety.

Causes of increase of Road Accidents in the District during 2021

1. Non-repair & non-maintenance of two National Highway i.e. NH-16 and NH-55 on
regular basis and construction work of VUP at Balikuda Chhaka , non-barricading of both
the sides of NH, SH adjacent to villages to restrict cattles & any other domestic animals ;
2. Discontinuance or withdrawal of Highway patrolling services on NH-16 ( w.e.f. Feb 2021
to 09.10.21) ;
3. Growing of Auto mobile work shop and garage, Industrial sector from Manguli Chhaka to
Bainchua where large numbers of Goods vehicles parking on the NH due to non
availability of Truck Terminals near NH side.
4. Lack of Enforcement & awareness in rural police station areas.
5. With the threat of COVID -19 pandemic, lots of Peoples are preferred to travel in their
own vehicles (Two wheelers) instead of commuting in the public transport system.
6. Accidents on Drunken Driving need to be analysed properly and Joint Enforcement drive
be made against this offence, particularly on NH / SH during the Night hours.
7. Non-adherence of traffic laws by the two wheelers riders while driving in NH and SH.

Conclusion:-

Road safety is an associative problem, and therefore it is important that


interdepartmental and coordinated approach is required for sustainable reduction of road
accidents and fatalities in the district.
