Minutes of the Meeting of Committee of Engineer-in-Chief (R&B) and

Chief Engineers (R&B) held on 8.6.2020 at 4.00 PM in the chambers of


the Engineer-in-Chief (R&B), Admn., NH & CRF, Vijayawada

The following officers are present in the meeting.

The Engineer-in-Chief (R&B), Admn., NH & CRF briefed about the issues to be

discussed in his opening remarks of the meeting. The following agenda items are

discussed and the details are as follows.

Agenda item No. 1

Revision of Road safety item rates as per Quotations and SoR 2019-20::

The Chief Engineer (R&B), MDR informed to the Committee that theCommittee

of Engineer-in-Chief (R&B) & Chief Engineers (R&B) finalized the Rates for the RSI items

and conditions to be adopted during the tendering process, on dt. 10.4.2013. The

approved Rates were based on the SoR 2008-09 for the SSR items and quotations

received from the Agencies for Non-SSR items and communicated to all the SEs (R&B)

vide Circular memo Road signages / DCE (R )/ EE – II/ DEE 7/ AEE (NLG)/ 2013-14 Dt.

15.5.2013.

In the light of enforcement of Goods & Services Tax (GST) from 1.7.2017, the

Government has issued guidelines vide GO MS No. 58 Finance (WR.I) Department

Dt. 8.5.2018 and other GOs from time to timefor modification of Pre-GST rates duly

excluding embedded taxes. As such, the earlier rates vide Circular memo dt. 15.5.2013

were modified as per the GST guidelines and communicated to all the SEs (R&B) vide

Circular Memo: RSI items/ CE (MDR)/ DCE ( R)/ EE (TEC)/ DEE 7/ AEE 2/ 2019

Dt. 5.1.2019.
During the review meeting held with the Principal Secretary to Govt., T R&B

Dept., on 20.7.2019, it was instructed to update the rates of the Road Safety items for

the year 2019-20. As such, all the Superintending Engineers (R&B) were requested, vide

t/o circular memo dt. 24.7.2019, to submit basic rates (excluding GST) of all components

of RSI items along with Quotations / Catalogue from the authorized Agencies /

Distributors to update the rates as per the current financial year 2019-20 . Further,

Manufacturers of RSI items were also addressed to submit their quotations vide t/o letter

dt. 1.8.2019.

Now, the Chief Engineer (R&B), MDR has placed the proposed Revised rates

(excluding taxes) of Road Safety items evaluated based on the lowest quotations

received from the 5 nos.of Superintending Engineers (R&B), who have obtained the same

from Authorized agencies and Road safety contractors.For Thermostatic Paint and Glass

beads, quotations are received from three companies i) Berger ii) Asian Paints and iii)

Prime Roads. For SoR items in the datas, rate of the SoR 2019-20 are adopted. Steel

rates as per GO RT No. 43 T R&B dt. 13.2.2020 and Cement rates as per G.O Rt No. 31 T

R&B dt. 3.2.2020. Some of the LS provisions in the approved datas of 2013 are kept

intact.

The Committee discussed the above issue in detail and with their collective

wisdom approved the Revised Rates, excluding taxes, with the following modifications in

the datas.

1. The material required for Hot applied thermoplastic Compound as per theMoRTH data

is 2000 lts for an output of 640 sqm. Now the material is available only in Kgs, and it

is reckoned that 5 Kg qty. is required per each sqm. Hence the data changes to 3200

Kg for an output of 640 sqm.

2. The rates of the items – 1. Bolts & Nuts for W-Metal Beam Crash barrier (SoR Part-I

Si. No. M-130) 2.Structural steel Fabrication Charges for sign boards (SoR Part-I

Si. No-15) are included in the datas as per the SoR rates instead of quotation rates in

the previous datas.


3. Addition of 10% towards wastage in Cutting charges of the material ACM sheet and

0.8% for the material Retro Reflective sheet provided in the earlier datas are now

deleted since 10% waste of material is added in the data.

4. In the specification of Thermoplastic paint the Brand name of the paint i.e“BERGER

Company/ BERGER Equivalent/ Equivalent brand” is modified to “Berger/ Asian Paints/

equivalent brand”

5. The Revised rate of Object marker (300 mm Equilateral Triangle) is restricted to 25%

enhancement over the earlier rate of 2013.

II) Representation from Sri M.V. Satyanarayana, Millennium Microwaves

the Advisor to Hon'ble Chief Minister, Govt. of AP, vide No. 536/Pre. Adv.

CM/Misc/2020 dt. 12.2.2020 and also received from Hon'ble Chief Minister's

office, with the following requisitions:

1. Provide RSI items in the main estimate as LS provision instead of including in the main

estimate which leads to subletting the works to inexperience contractors thereby

affecting the quality of work:

The Committee discussed the above issue in detail and agreed to keep RSI items in

the main estimate as an LS provision to attract more competition from RSI Contractors

and also exclusivity enhances the quality of work.

2. Upgrading the Signage boards with Highest Reflective sheeting available i.e from

Type IV to Type XI accredited by IRC -67 2Q12:

The Committee discussed the above issue in detail and d to provide Sign boards

Type-IV & Type-XI as per IRC 67-2012, as already communicated to all the

Superintending Engineers vide Circular memo No. Road signages / DCE (R )/ EE - II/

DEE 7/ AEE (NLG)/ 2013-14 Dt. 15.5.2013.

Further the Committee also recommended to instruct all the Superintending Engineers

(R&M to strictly adhere to all the Tender conditions in respect of RSI items and all the

related norms of the IRC-67 : 2012, MoRTH specifications (5th Revision) and other

relevant codes.
