User Analysis

5.1.2.1 Philippines Labor Force Participation Rate

5.1.2.1.1 Macro Setting

The primary target users are the general persons who are
unemployed with a medium to high education level attainment in the country,
with or without prior experience in Business Process Outsourcing, as long as
having the fundamental skill required in the job by just simply being fluent and
can understand English langauge, and having some basic use of office
software technical skills too.

The main objective of the project proposal is to provide the often lack
of outsourcing services to the different business processes for the further
development of the selected rural area, and thereby providing good jobs and
boosting the economy of the place on where the project would going to be
located. A survey aiming at a sample of the general population is used to
determine their willingness and support for the project.

According to Trading Economics global macro models and analysts' expectations,
the labor force participation rate in the Philippines increased to 62.63 percent in the
fourth quarter of 2021 from 59.81 percent in the third quarter of 2021, and it is
expected to be 61.00 percent by the end of this quarter. Long-term, the Labor Force
Participation Rate in the Philippines is expected to be about 62.00 percent in 2022.

The Philippines' unemployment rate fell to 7.4% in the December quarter of 2021,
down from 8.7% in the same quarter a year earlier, as the economy recovered from
the COVID-19. The number of unemployed people dropped by 309 thousand to 3.50
million from 3.81 million a year ago, while the number of employed people increased
by 3.99 thousand to 43.83 million. Meanwhile, the labor force participation rate
increased to 62.6 % in the fourth quarter, up from 58.7 percent the previous year.
Workers in the services sector accounted for 57.6% of all employed persons,
followed by those in agriculture (24.6%) and industry (24.6%). (17.8%).

The table above shows the labor force rate in the Philippines by region. The national
labor force participation rate (LFPR) is 60.5 percent, according to the data. As a
project that will cater to generally skilled people, this data will be an essential aspect
in the site selection process, ensuring that the project will be located in an adequate
and developing rural region where the practice of BPO is well-known and has
qualified concentrations of target users while also considering the distance from the
congested BPO offices in Manila.

5.1.2.1.1 Micro Setting

As presented in Table 5.3 and Table 5.9, Region VI or Western Visayas is the
nearest rural region in terms of distance from the capital of the Philippines and is the
3rd Highest of Labor force participation rate (LFPR) with 62.6, whereas the national
rate is 60.5.

This information is an important aspect in the study's location selection


procedure. According to the findings of the site selection process, the chosen location
is in the Municipality of San Jose de Buenavista, in the province of Antique, Region
VI.

According to the Labor Force Survey obtained from the Philippine Statistics Authority
(PSA) dated 2021 of January, from the total number of population of western visayas
which is 7,954,723 and the number of labor force participation rate among 15 years
old and over was estimated at 62.6 percent, accounting for about 3.4 million
persons., the number of employed in the western are 3,125,743 while the
Unemployed on the other hand is consisted of 312,900 and the underemployed are
659,716.

5.1.2.2 General Population

While the project is intended largely for unemployed skilled workers or


individuals seeking decent jobs, this does not imply that the idea is only limited to
them and to the municipality where the proposal would be located, which is the San
Jose de Buenavista. Since the objective of the study is to provide business process
outsourcing services, it has offshore or onshore services; any person from any part of
the world (overseas) can be a target user (as clients) and avail the services such as
Marketing & Customer Support, and Design & Creative Services, through online
communication and transactions. Also, the proposal has a regional scope, means
that any person within Region VI can also be an employee and can also be a client in
availing BPO services.

The total general population in the Philippines has 109,581,078 people at


midyear according to UN data, while the total population in Antique is 612,974
people, and the total population of San Jose de Buenavista is 65,140 people.
