2. DEFINITIONS.
1. SCOPE
This document describes the activities, responsibilities and services provided by Document
Management Group of TS&SD/TDMD. It also establishes the guidelines and procedure for
the preparation and control of documents for end user. This standard shall be read in
conjuction with SEC Engineerings Drawings Standard - II (SEEDS-II).
2. DEFINITIONS
2.8 E&DD (Engineering & Design Divisions in All Operating Areas) of E&DD
(Engineering & Design Department):
Refers to the organization that handles engineering, design and procurement of SEC
transmission projects.
2.11 Proponent:
Department of SEC organization charged with the overall responsibilities of
initiation of projects/facility, maintenance, safety and protection of a SEC facility,
equipment or property.
2.13 SOW/TS
Scope of Work and Technical Specifications.
2.14 SEC:
Saudi Electricity Company.
2.15 SEEDS:
Saudi Electricity Company Engineering Drawing Standards.
2.19 User:
The SEC organization department, which creates, controls and/or contracts
engineering, procurement and/or construction work to outside CAD Operator is the
User. If there is no separate User organization, the Proponent is the User.
TS&SD/TDMD issue SOW/TS, conceptual drawing and plant number for the purpose of
development of new project when the End User submits the request.
An estimated block of SOW/TS, Plant and drawing numbers for any project shall be
obtained electronically by log in to TS&SD/TDMD web page, click here. (see Appendix R)
TS&SD/TDMD shall verify quality of SOW/TS & conceptual drawings prior to final
acceptance.
TS&SD/TDMD shall make archives for all the original SOW/TS packages and their
electronic files for proper records and future references.
Upon the request from the user, TS&SD/TDMD shall provide hard and soft copy(ies) of
SOW/TS packages.
TS&SD/TDMD is responsible for issuance of the latest SEC Standards & Technical
Specifications to the requestor.
Based on the request, TS&SD/TDMD shall issue the SEC Standards & Material
Specifications in CD. The requestor shall deposit the required amount to the bank and
produce bank documents while collecting the CD.
TS&SD/TDMD shall allocate an estimated block of drawings numbers for any project when
the user submits the request as per SEEDS-II.
These are considered to be all the drawings prepared for a specific Turnkey Project whether
they are for the design, construction or for procurement.
8.1.4 All Project Engineering drawings shall be created using the latest version of
SEEDS software (Guide lines related to Drawings/Documents Preparation
& Control by TS&SD/TDMD).
8.1.5 SEC color pen-table & boarder sample shall be received from
TS&SD/TDMD with SEC standard setting.
8.1.6 All Project Engineering drawings save setting shall be as per SEC standard.
An estimated block of drawings numbers for any project (as agreed on by the Project
Manager or Project Engineer and CAD Operator) shall be obtained by submitting
SEC form no. 15367 (Appendix-K) to TS&SD/TDMD Office in concern respective
Operating Areas OR login to TS&SD/TDMD Web Site, for details click here (see
Appendix S)
8.3.1 The Drawing Control Sheet shall be prepared listing details of all As-Built
Engineering Drawings required for a particular project, listed by index and
drawing numbers in sequence.
8.3.2 The Drawing Control Sheet shall be prepared and submitted in Excel
format. SEC form no. 16758 (Appendix-H).
8.3.3 The first drawing number from the allocated block of drawing numbers
shall be assigned to the Drawing Control Sheet (If only one location).
8.3.4 More than one locations in one project allocated block of drawing numbers
can be broken-up as per locations and then be assigned the first drawing
number from the break-up block.
8.3.5 The Drawing Control sheet Number shall be mentioned on all drawings
sheets in the reference drawings area.
8.3.6 Drawing Control Sheet shall be prepared separately for each location.
All Project Engineering drawings shall consist of the following elements (in the
order they appear):
Second letter following prefix letter indicates the sheet size, as follows:
No sheet sizes differing from these listed shall be used on any Turnkey
Project under any circumstances.
Example-I E A - 123456
A six (6) digit identifying a drawing number shall be assigned from the
allocated block of numbers.
8.4.6.2 Plant numbers are two alphabet (upper case) and three numeric
characters in length.
8.4.7.3 The Index implies, but does not determine, a group of associated
types.
Details in the Title block of the drawings should be “Tag Values” instead of plain
text wherever there is a text, which denotes reference of another drawing like “Refer
Drawing No.”Tag Values” should be used instead of plain text. (Appendix-D).
Reference drawings Legend and Notes shall be placed in the area provided above the
title block. Reference drawings listed shall be the necessary minimum engineering
drawings only. Do not include Plant or Index reference of the referred drawings nor
Standard Drawings. (Appendix-D).
8.7 Scale
8.7.1 Graphic Scale, a line scale reference shall be included on both new and
existing drawing just above the title block on scale drawings. The line
scale shall be divided into units of length as determined by the scale of the
drawing. Refer to SECS-Auto for a list of graphic scales symbols.
8.7.2 The SEEDS files and attached borders are created at 1:1 scale. Seed file
scale should not be changed at all.
8.7.4 For scaled drawings, use the auto-dimensioning command where applicable
and don’t drop it.
8.7.5 Drawings should not be scaled down instead, rearrange the drawing or split
the drawing into two drawings as needed.
8.7.6 The setting of all SEC border files are set at (Global Origin) GO=0,0. This
GO is defined at the left bottom corner of the border. Changes are not
allowed in the GO setting for all drawing types including scaled drawings.
8.7.7 The scale chosen for a drawing depends on the size of the drawing sheet
and the size of the object to be depicted. The scale shall be large enough to
permit easy and clear interpretation. Details that is too small for clear
dimensioning in the main view(s) shall be shown in a separate view to a
larger scale.
8.7.8 General drawings shall be made to a scale compatible with any anticipated
reduction of the drawing such that legibility is maintained.
8.7.9 The scale is the ratio of the linear dimension of an element of an object as
represented in the original drawing, to the real linear dimension of the same
element of the object itself.
8.7.10 Drawings may be produced to various scales, dependent upon the nature of
the drawing concerned. An enlargement scale is where the ratio is greater
than 1:1 Full size is indicated by 1 : 1 enlargement by X : 1 and reduction
by 1 : X Where it is necessary to use more than one scale on a drawing,
each scale shall be clearly identified.
8.8.1 All existing drawings (raster files) shall be revised and redrawn in an
electronic format utilizing Microstation Latest version ONLY, if required
for new project with higher revision.
8.8.2 Existing Drawing Control Sheet shall be retyped and submitted in Excel
format (latest version). SEC form no. 16758 (Appendix-H) if required for
new project with the next higher revision.
8.8.4 New drawings that are created as a continuation of an existing design are
considered as continuation drawings of that design bearing the next
sequential (numeric) sheet number of that drawing set.
8.8.5 When revising an existing drawing, the incorrect information on the title
block including substation/transmission/facilities description and drawing
type shall be corrected or completed.
8.8.7 Old revision diamonds, clouds and related notes shall be removed from the
drawing.
8.8.9 When revising some pages of bulk drawings that have a single electronic
file of the complete set such as scope of work, the revision block of only
first sheet shall indicate the changes and revision number change. Complete
set shall be submitted.
8.8.10 The standard north arrow symbol shall be drawn in a prominent place in the
upper left side of the drawing for all plan view drawings. It shall be drawn
pointing upward, or if unavoidable, pointing left, but shall never point right
or down.
8.8.12 Non-essential items from design, which add nothing to the accuracy,
completeness and clarity of the drawing, shall be eliminated.
8.8.13 Any shading element is not allowed on drawings. Hatching may be used as
an alternative to shading. (Minimum 2mm distance is required between
hatching lines).
8.8.15 The letter O and I shall not be used for identification symbols on the
drawings, as they are often confused with Zero and One.
8.8.17 SEC or Consultant or Manufacturer CAD Operator should not use their
company’s LOGO in the SEC Engineering drawings and in drawing control
sheet. SEC or Consultants or Manufacturer should use the reserved place
in the title block for their Company LOGO. (Appendix-D).
8.8.18 CAD Operator can place manufacturer drawing number or vendor drawing
number in left side lower corner. (Appendix-D).
TS&D/TDMD issues standard drawing numbers for the development of Standard drawings.
Request from the proponent, TS&SD/TDMD is entertained and accordingly the standard
drawings nubmers are issued.
When approved, certified and dated as required by SEEDS-II project final design
drawings/documents/manuals (soft copy) are submitted to TS&SD/TDMD for filing.
Document Management Group verified the Approval/Certification information on each
drawing.
EDMS Administrator of TS&SD/TDMD certifies all soft copy of final project documents
and issues the final acceptance certificate for suitability of drawings/documents files format
as compatible and acceptable for uploading in Enterprises Drawing Management System
(EDMS).
Keep archive for all original submittal documents (electronic files) for future reference.
12.1 Submittal
All SEC new, revised, updated cancelled and superseded Engineering Drawings shall
be submitted to the corporate Enterprises Drawing Management System (EDMS) for
permanent retention and management.
12.1.1 Deliverables

E is the Prefix letter, second letter A is the size of drawing,
123456 is the 6-digit drawing number, .0001 is the sheet number
and .0000 is the revision number.

12.2.2 Prepare the engineering drawings using the latest version of SEC CADD
Standards Manual User Guide provided by the Transmission Document
Management Division (TDMD).
12.2.3 Prepare and submit all engineering drawings in accordance with SEC
CADD Standards Manual User Guide.
12.2.4 Ensure to fill the box beneath the title block to indicate the file format type
i.e. VECTOR, EXCEL or WORD.
12.2.5 Ensure that every new drawing is prepared using the latest version of the
border from the CADD Standards Manual User Guide.
12.2.8 Request existing design drawings and revise these as per requirement of the
project.
12.2.9 Return all unused data and drawing numbers to SEC at the completion of
the project.
12.3 Instructions
12.3.1.2 The User shall ensure that only the needed amount of original
and duplicate original Engineering Drawing Data, to efficiently
perform the specified work, shall be transferred out of SEC to
the CAD Operator.
12.3.1.3 The User and the CAD Operator shall restrict the number of
copies, duplicate reproducible, and reference prints made of
Engineering Drawing Data on the basis of need-to-know only.
Shredding beyond recognition immediately when no longer
required shall destroy all such documents.
12.3.1.4 The CAD Operator is responsible for the safety, security and
confidentiality of all Engineering Drawing Data generated for
all SEC Projects. This includes all data generated, including the
manner in which Engineering Drawing Data are put into hard
copy form such as printing and/or plotting of drawings. Work
will be done in the same secured environment as where the
computer workstations are located.
12.3.2 Transmittals
12.3.3.5 The CAD Operator shall obtain the User's written permission
prior to transferring Engineering Drawings/Documents Data to
any third party. The CAD Operator shall ensure that the third
party agrees in writing to comply with this procedure for the
specified form..
12.3.5.1 Daily and weekly back-ups are required to be prepared for all
Enterprises Drawing Management System (EDMS) files.
Weekly back-up files shall be stored in off-site fireproof safe(s)
approved by the User and shall be kept for the duration of the
job until three (3) months after the submittal of all the
Enterprises Drawing Management System (EDMS) to the User
after which all back-ups shall be destroyed by means of
mechanical shredding equipment when approved by the User.
12.4 Responsibilities
12.4.1 Proponents
12.4.2 Users
12.4.2.1 The Users shall review and approve of the CAD Operator
security procedures to ensure they meet the minimum
requirements of this procedure prior to releasing any
Engineering Drawings/Documents Data to the CAD Operator.
12.4.2.5 The Users shall review the Cad Operators utilization of the
Engineering Drawings/Documents Data and drawing numbers,
in the CAD Operators custody, at each project review phase and
perform final counts prior to signing each Final Release Receipt
Agreement (FRRA).
12.5 Non-Compliance
In the event of Mishandling by the Senior CAD Operator, or his personnel, of any
SEC Engineering Drawings/Documents Data, in the custody of the Senior CAD
Operator, the User, jointly with the Proponent, shall investigate the matter and bring
their findings to the attention of the SEC contract proponent who may take
appropriate action.
13.2 Keep archive for all original submittal documents and electronic files for future
references.
13.3 Keep SEEDS updated as per the latest Microstation technologies, maintain and
authorize the versions of SEEDS to be used.
13.6 Issuance of SEC approved unified Standard and Material Specifications to outside
Engineering Consultants, manufacturers and contractors throughout the Kingdom as
explained in Section 7.0.
TDMD maintain the records of the issue of unified Standard and Material
Specifications.
14.6 Safeguard the Engineering Drawings/Documents Data in its custody as set forth in
this chapter.
14.10 Provide CADD Standards Manual User Guide which is available on TS&SD Web
site.
14.11 Issue drawing numbers for the purpose of development of new drawings as well as
revision number for modification of existing drawings as set forth in SEEDS which
is available on TS&SD Web site.
