Working Paper for Site Development Zone Sahiwal 2022-2030 and

Land Use Plan Sahiwal 2020-2045


The Government of Punjab has commissioned the implementation of the Punjab
Intermediate Cities Improvement Investment Programme – PICIIP (the Programme)
with the financial assistance of the Asian Development Bank (ADB). The Programme is
targeted at the intermediate cities of Bahawalpur, Dera Ghazi Khan, Multan,
Muzaffargarh, Rahim Yar Khan, Rawalpindi, Sahiwal, Sargodha and Sialkot. The
Programme is intended to improve intermediate cities’ efficiency and financial
sustainability and effectiveness of urban services through the water supply, sanitation,
Sewerage system, sewage treatment, solid waste management, transport infrastructure,
and up-gradation of Punjab Local Government Academy Lalamusa and capacity
development programme. The purpose of this working paper is to bring it to the notice
of the client to review the recently submitted deliverables and vet the comments on
them or approve the deliverables.

According to the Punjab Local Government Act (PLGA) 2019, the Sahiwal area is
defined as Category B according to its population and is administered by the Municipal
Committee Sahiwal. This legislation gives the MC Sahiwal the authority to develop Site
Development Zones within its jurisdiction. Peri-urban areas identified in Rule 81 of the
Punjab Local Government Land Use Plan (Classification, Reclassification, and
Redevelopment) Rules 2009 would be considered for development as Site
Development Zones. All future Site Development Zones formed by local governments
(LGs) are subject to regulate Site Development Zone Structure Plan. These rules also
give MC Sahiwal the authority to create a Site Development Zone Structure Plan. In
light of these rules, a notification came on 17th September 2021 to develop Site
Development Zone Structure Plan. In the commencement of this notification, a Site
Development Zone of Sahiwal is prepared by Dy. MOP MC Sahiwal and approved by
CO MC Sahiwal.

Draft Site Development Zone Sahiwal (2021-2029)

The Consultant, Urban Mobility Design and Supervision (UMDS) consultant has
prepared a revised version of the Site Development zone Sahiwal (for eight years) and
draft version of it was shared with the Project Management Unit (PMU), PICIIP on 10 th
October, 2022. The salient features of the Revised Site Development Zone are;

 It meets the revised standing instructions issued by the LG&CD department on


17th September 2022 and also the recent minutes of progress review meeting
held at PMU, PICIIP office.
 The report focuses on the existing condition of MC and Study area Sahiwal,
including existing land use, existing road networks, environment, water supply,
sewerage and sanitation, socio-economic conditions of the area.
 On the basis of existing condition analyses and population projections, city
temporal growth trends, identification available vacant pocket of the land, and
future need assessment for different sectors based on the Multi Criteria Analysis
separately for the Residential, Commercial, Agricultural, Industrial and notified
areas, an eight-year development plan for 2022-2030 has been prepared in
compliance with ToRs and the relevant laws of Site Development Plan

The client’s in this regard is requested to review the deliverables shared by the UMDS
Consultant and vet the comments if needed within one week or approve the deliverables if feels
satisfied with the Site Development Zone 2022-2030 Sahiwal.

Draft Land Use Zoning Plan 2020-2045


The Consultant, Urban Mobility Design and Supervision (UMDS) consultant has also
prepared a revised version of the Land Use Zoning Plan 2020-2045 and draft version of
it was shared with the Project Management Unit (PMU), PICIIP on 10 th October, 2022.
The salient features of the Land Use Zoning Plan 2020-2045 are;

 The comments shared earlier by the PMU, PICIIP have been accommodated in
the revised Land Use Zoning Plan 2020-2045
 The Revised Land Use Zoning Plan Sialkot has been prepared in compliance
with ToRs of the Project
 The revised Land Use Zoning Plan 2020-2045 also accommodates the Sialkot
Chamber of Commerce and Industry’s comments and final output has been
prepared accordingly
The client is requested to review the revised Draft Land Use Zoning and vet the comments on it
within one week or approve it.
