Republic Act 7836: Philippine Teachers Professionalization Act of 1994. According to the
website of Philippine Commission on Women (1994), this as an act to strengthen the regulation
and supervision of teaching practice in the Philippines, to implement a licensure examination for
teachers, and for other purposes. The main objectives of this act are: The promotion,
development and professionalization of teachers and the teaching profession; and the
supervision and regulation of the licensure examination.
According to RA 7836, article III, section 13, the professionalization of teaching in the
area of the Licensure Examination for teacher is implicated in a way that unless otherwise
expressly permitted by the requirements of this Act, every applicant for registration as
professional instructors must pass a written test at least once a year, at such locations and
times as the Board may set with the Commission's permission. Except as otherwise provided in
this Act, a legitimate certificate of registration and a valid professional license from the
Commission are necessary before any individual is entitled to operate as a professional teacher
in the Philippines. Furthermore, the causes of revocation of teachers’ license/certificate
according to Republic act 7836, article III, section 23 are: (a) Conviction for any criminal
offense by a court of competent jurisdiction; (b) Immoral, unprofessional or dishonorable
conduct; (c) Declaration by a court of competent jurisdiction for being mentally unsound or
insane; (d) Malpractice, gross incompetence, gross negligence or serious ignorance of the
practice of the teaching profession; (e) The use of or perpetration of any fraud or deceit in
obtaining a certificate of registration, professional license or special/temporary permit; (f)
Chronic inebriety or habitual use of drugs; (g) Violation of any of the provisions of this Act, the
rules and regulations and other policies of the Board and the Commission, and the code of
ethical and professional standards for professional teachers; and (h) Unjustified or willful failure
to attend seminars, workshops, conferences and the like or the continuing education program
prescribed by the Board and the Commission.
I believed that this act is significant because it provides the effort to improve teachers'
prestige, training, and working circumstances. Also, the Licensure Examination for Teacher as
proposed in this act is significant because it is a test of teacher candidates' total knowledge and
competency designed to provide such a dependable structure against which prospective
teachers' practice may be tested and confirmed, as well as access to ongoing growth and
development. Moreover, it is also helpful that this act provided the main causes when to
terminate one’s license because some teachers even though are professionals, still take
advantage of the power they have.
Overall, I think that this act has provide so much benefits especially in terms of the
professionalization of teaching. Through the enactment of this law, it strengthens the practice of
teaching in our country.
