Executive Summary

Trying to maintain worldwide peace is harder than the people thought because,
not only there are many factor that must considered but also because there are a group
of people /individual who are trying to destroy the government which can cause on
destroying the worldwide peace and International Terrorism is one of many organization
or group of people that belong to those category.

In this Case Study the Researchers further more explain the International Terrorism,
The Worldwide Peace, How to maintain Peace and Security, and how to surpress the
International Terrorism

BACKGROUND OF THE STUDY

According to The concept of unity and peace in the works of Mehmet Akif Ersoy
"From the cradle of the humanity, unity and sympathy played vital role in keeping peace
between nations." meaning the world can only achieve peace if the world, nation rather
is united, in other words, if there is unity between countries that is when they can only
achieve peace, but being united with the other countries is not easy, because first, each
countries have different cultures, belief and tradition that they considered when they are
forming an alliance. Second, each countries have their own leader, since each leaders
have different opinion, perspective, belief and goal, it can create or cause an
misunderstanding that will lead to disintegration. Third and the most important aspect in
creating unity is that, each countries must have a strong relationship in order to be
united. Peace is hard to achieve because there are many factors that must considered
like unity and relationship and also there are people or groups of people who are trying
to destroy the world peace like the International Terrorism.

Terrorism is the use of criminal violence to force a government policy change.


Generally, terrorists prefer to target people rather than facilities because of the high
value most governments give to human life. Since terrorism wants to draw attention to its
cause and magnify its limited power, it will try to use the media to dramatize its activities.
Another meaning of terrorism is the unlawful use of force or violence against persons or
property to intimidate or coerce a government or its citizens to further certain political or
social objectives. Generally terrorism has two types, first is the domestic terrorism and
the second one is the International Terrorism. International Terrorism defined as a
violent, criminal acts that is committed by individuals and/or groups who are inspired by,
or associated with, designated foreign terrorist organizations or nations (state-
sponsored). International Terrorism refers to Terrorism that goes beyond national
boundaries in terms of the methods used, the people that are targeted or the places from
which the terrorists operate. Which means that International Terrorism is a group of
people or an organization that's not only violates law, but also creates a havoc that
causes violence. common victim of these terrorists is the citizens since government give

priority to their citizens, Terrorist take this opportunity as their advantage that will help
them in order to fight the governments. The Universal Declaration of Human Rights
states that everyone has the right to equality, to be free from discrimination, to life, liberty,
to feel freedom and personal security, to be free from slavery, and to be free from torture
and humiliating treatment. Terrorists violate people's rights to equality and freedom from
discrimination by targeting certain groups of people with their acts of terrorism and these
action terrorism not only threat the lives of people, the relationship of each country, the
unity but also the worldwide peace that people sought. According to Britannica "The goal
of international terrorism generally is to destroy the public’s sense of security in the
places most familiar to them. Major targets sometimes also include buildings or other
locations that are important economic or political symbols, such as embassies or military
installations." which means that not only the citezen is their target but also all things or
aspects that gives the country resources like food, finances, and etc. In other words
these acts of International Terrorism has a deeper meaning because in the surface
people think that International Terrorism did these all act or activities just to destroy the
worldwode peace but on the other hand, they are doing these because of the grudge or
hatred to the government.

In overall, International Terrorism is an organization that creates havoc, violates


law, and many more which cause a tremendous economic impacts, violating Human
Rights, diminishing the nation's reserves and diverting funds in order to pin down the
government and international organization which can cause in destroying worldwide
peace and the security of civilians. For centuries, freedom has been endangered by
violence and war; It has been tested by the conflicting wills of great governments and the
wicked plans of dictators, and it has been put to the test by high unemployment and
sickness. Even now, society seems to have the potential to deepen liberty and freedom
victory against all of these opponents and because of that it became the cause of
creating International Organization like UNCLOS.

 LITERATURE REVIEW

According to International Terrorism as an Instrument of Political Struggle and of


Injury to Integrational Law (2017) “International Terrorism happens since old ages, when
it was classified as acts against the monarch. Only in modern age, it was classified as
political crime committed against the State. However, despite the occurrence since
ancient times, the topic gained practice importance in the International Agenda only after
the international repercussion of September 11th. At this time, many researches
described the political aspect of it, disregarding the economic scenario, especially
considering the State interventionism that is taken to avoid economic chaos. Indeed, the
State function is also discussed in order to understand how it may keep Social Welfare.
This practice instils in collective perspective the association of terrorism with specific
ethnic and religious groups, indirectly supporting a nationalist mentality that tends to be
exploited by populist governments.” It says that International terrorism was once thought
to be an act against the monarchy. On the other hand, in modern times, this act was
defined as a political crime against the state. Despite all of the events from ancient times,
this phenomena gained prominence after the international consequences in the
September 11th International Agenda. Many studies are currently describing the
characteristics of it in terms of politics, ignoring the economic scenario, particularly in the
case of State Interventionism, in order to avoid economic instability. The State Function
is also examined in order to understand how Social Welfare may continue to exist. This
activity in collective viewpoint was established at the affiliation of terrorism, notably
among ethnic and religious groups, as a means of covertly promoting nationalist
mentalities that were used by populist administrations.

According to International Terrorism: Threat, Policy, and Response (2007) “As


terrorism is a global phenomenon, a major challenge facing policymakers is how to
maximize international cooperation and support without unduly compromising important
U.S. national security interests and options. Other significant policy challenges include (1)
how to minimize the economic and civil liberties costs of an enhanced/tightened security
environment, and (2) how to combat incitement to terrorism, especially in instances

where such activity is state sponsored or countenanced.” It stated that terrorism is a


worldwide phenomenon, and policymakers have a significant challenge in maximizing
international cooperation and support without harming essential US national security
interests and options. Other major policy difficulties include minimizing the costs of a
tightened security environment in terms of economic and civil liberties, as well as
eliminating terrorism persuasion, particularly in any activity sponsored or supported by
the state.

According to Mike Smith the author of Securing our Future: A Decade of


Counter-terrorism Strategies “The United Nations was engaged with the issue of
terrorism long before that calamitous September morning ten years ago. For decades,
the Organization has brought the international community together to condemn terrorist
acts and developed the international legal framework to enable states to fight the threat
collectively. Sixteen international treaties have been negotiated at the United Nations
and related forums that address issues as diverse as the hijacking of planes, the taking
of hostages, the financing of terrorism, the marking of explosives, and the threat of
nuclear terrorism.” It means that the United Nations unified all country’s because unifying
all country means the United Nations have power and support in order to prevent the
terrorism from their activities like hijacking planes, bombing and many more, also the
United Nations are fighting together with the other organizations in order to stop the
terrorism.

According to United Nations Office on Drugs and Crime “As the phenomenon of
terrorism has become increasingly international, cooperation between States to prevent
acts of terrorism and to bring terrorists to justice has become a crucial element in the
criminal justice approach to combating terrorism. International cooperation through
extradition and mutual legal assistance is vital for the arrest and transfer of terrorist
suspects to face trial or serve a sentence as well as to secure evidence for a successful
prosecution and to freeze terrorists’ assets. International cooperation in criminal matters
is the key to combating impunity for acts of terrorism.” It means that as days, years goes
by the numbers of terrorism is growing or increasing much faster and this means that the
world peace, the security, the life of the people will be at risk since there are many

terrorism. In order to fight the terrorism the cooperation between state become the best
weapon that this world have because this cooperation mean that each country or state
have one mindset and goal for doing this, and this is fighting and preventing the
terrorism from doing their violence, havoc, bombing, and many more.

According to Maintain International Peace and Security Peacekeeping has


proven to be one of the most effective tools available to the UN to assist countries to
navigate the difficult path from conflict to peace. Today's multidimensional peacekeeping
operations are called upon not only to maintain peace and security, but also to
facilitate political processes, protect civilians, assist in the disarmament, demobilization
and reintegration of former combatants; support constitutional processes and the
organization of elections, protect and promote human rights and assist in restoring
the rule of law and extending legitimate state authority.” It stated that the most effective
tool that the United Nations use is peacekeeping, which means that providing peace and
security is one of the platform that the United Nations used in order for them to persuade
other countries and organization to protect their civilians, to maintain peace, to secure
the safeness of their people and the country and to fight terrorism from destroying it.

According to the Effects of Terrorism: A Trauma and Victim logical Perspective


(2015) “The potential effects on victims of terrorism can be devastating and multiple; it
may be experienced at many interrelated levels - individually, collectively and societally.
Traumatic responses will differ between individuals and may be influenced by several
factors, including the age and gender of the survivor, together with any political, religious
or cultural affiliations which they hold.” Terrorism's potential impacts and traumatic
experiences on ordinary citizens can be devastating, and they can occur on many levels,
including personally, collectively, and societally. The traumatic responses of each
individual may differ, and they may be influenced by a variety of factors, including the
survivor's age, gender, political, and religious affiliations. Unlike the impact or
consequence of an accident or disease, the effects of terrorism have strained an
individual's emotional, psychological, and financial stability. According to (Shapland and
Hall, 2007, p. 178) “qualitatively different from being the victim of an accident or disease,

because it includes someone deliberately or recklessly harming you” the crime is distinct
from being the victim of an accident or disease since it involves someone causing you
harm on purpose. Furthermore, terrorism and any other threat to society can have a
wide-ranging affect or effect on a person's life and community, preventing them from
enjoying their own surroundings. However, in order to serve to provide victims with
access to justice, it is necessary to have a clear understanding of the harm they have
experienced and suffered, as well as the demands that have arisen as a result of the
suffering.

According to Terrorism is a Threat to Peace “Terrorism has been a menace to mankind


for two millennia, but in recent decades it has become a pressing domestic and
international security problem. The Security Council as a guardian of world order has the
authority to take both non-military and military measures in order to maintain or restore
international peace and security, provided that it has first determined a threat to peace, a
breach of the peace, or an act of aggression to exist. Since 1992, it has gradually
acknowledged that different manifestations of terrorism constitute a threat to peace and
therefore justify the use of enforcement measures.” It means that terrorism is not only a
big threat in peace and security of the world but also a big problem and that is why the
Security Council is created in order to not only maintain peace and security but also to
fight the terrorism from destroying it.

According to United Nations “Over the decades, the UN has helped to end
numerous conflicts, often through actions of the Security Council — the organ with
primary responsibility, under the United Nations Charter, for the maintenance of
international peace and security. When it receives a complaint about a threat to peace,
the Council first recommends that the parties seek an agreement by peaceful means. In
some cases, the Council itself investigates and mediates. It may appoint special
representatives or request the Secretary-General to do so, or to use his good offices. It
may set forth principles for a peaceful settlement.” It means that the Security Council is
the major part of UN Charter that is responsible in maintaining peace amd security.
Aside from that, since Security Councils is the one who is responsible in maintaining

peace and security, it means that in order to maintain that, the Security Council must
prevent any actions, activities, violence and crime that destroy peace and security, and
since all of these are related to terrorism, that means that the Security Council are trying
to eliminate all terrorism in order to accomplish their goals.

RECOMMENDATION

 ) All country must help and join any campaign or organization that have a gol to
fights the terrorism and maintain peace and security
 ) All country must be unified in order for them to have good relationship and by
that they can maintain worldwide peace and security for their people.
 ) Since International Terrorism keep increasing as days goes by, all nation and
state need to support and help the International Organizations in order for then
to suppress the International Terrorism.
 ) Since terrorism is created specifically because of the hatred and grudge
towards the government, they must eliminate all the politician who are sitting in
a powerdul sit in government who are corrupt, have selfish goal or motive and
irresponsible.
 5.) The world needs peace and security, so each country from different
continent must create an organization or alliances which the priority is only to
maintain peace and security.

CONCLUSION

International Terrorism has tremendous economic impacts, worldwide peace


impacts diminishing the nation's reserves and diverting funds intended for other
initiatives to combat terrorism and reconstruct infrastructure, as well as provide
humanitarian services. Even as life, trauma, and economic devastation are the most
evident outcomes of terrorist acts, suffering, violence, anxiety, and the incidental impact
of terror are long-term financial consequences. The impacts of International Terrorism
are infectious in a world community because actions, particularly trade channels, are
linked. Terrorists have major financial consequences, as well as direct and indirect
repercussions on economic development. Awareness of the causes and aims of
International Terrorism is a policy problem in the battle against terror. The policy may
cause a shift in perspectives, influencing how the majority of people carry out their duties.
The Universal Declaration of Human Rights states that everyone has the right to equality,
to be free from discrimination, to life, liberty, and personal security, to be free from
slavery, and to be free from torture and humiliating treatment. Terrorism has had a
significant effect on the life of all the most equal protection. Victims of terror attacks are
given the rights to live, an essential democratic right guaranteed in the Universal
Declaration of Human Rights. The right to life, which secures the fulfillment of all other
rights, is critical for all of society. Terrorists violate people's rights to equality and
freedom from discrimination by targeting certain groups of people with their acts of
terrorism. In this sense, nations hold the main responsibility for preventing and
combating terrorism and extremism, as well as safeguarding citizens inside their borders
from terrorist activities. Liberation is a non-negotiable requirement of human dignity; it is
the right of almost every individual in society. For centuries, freedom has been
endangered by violence and war; it has been tested by the conflicting wills of great
governments and the wicked plans of dictators, and it has been put to the test by high
unemployment and sickness. Even now, society seems to have the potential to deepen
liberty and freedom victory against all of these opponents. All they need to do is help
each other and support the international organization or any organization that are trying
hard to fight the International Terrorism from all activities and criminal act that they do.
