This pertains to the directive of the undersigned relative to the Human Rights Development Program Checklist as a monitoring tool for HRAO and Human Rights Officers to ensure compliance with the Human Rights Development Program. 3. In this regard, you are directed to include the Human Rights Development Program Checklist as part of the checklists to be accomplished during the conduct of custodial facility inspections.
