Performs other duties requiring high physical demand. (Explain below): May use ladders to climb
down into and up out of engine rooms and other confined spaces of ships in order to inspect vessel
engines and collect fuel samples. The height of descent and ascent on these ladders typically
exceeds 30 feet and works at elevated heights or near fast moving machinery or traffic. May inspect,
heavy port machinery, and cargo units also climb to the sampling or inspection point on gantry cranes
and other cargo handling equipment at a height of 30 feet or more. These duties are subject to
Bargaining Unit 11 climbing pay differential and may require an annual physical. Prescription Safety
Glasses may be required out in the field when collecting samples.

MISSION OF SECTION: The Railroad and Marine Enforcement Section (RMES) is responsible for
enforcing California Air Resources Board (CARB) regulations designed to improve air quality in and
around ports and rail yards by reducing emissions generated by railroad locomotives, ocean going
vessels, harbor craft, harbor and marina refueling facilities, port/rail cargo handling equipment, and
port/rail Transport Refrigeration Units (TRU). The section initiates enforcement actions where
violations are found, develops detail investigative reports, makes recommendations for enforcement
actions including providing support in cases that are referred for litigation to the Attorney General’s
office or District Attorney’s office. RMES staff may also serve as subject matter experts and
participate in public workshops and meetings with industry and other local agencies

CONCEPT OF POSITION: Under the close supervision of the Air Resources Supervisor I, the Air
Resource Technician II will be responsible for assisting Air Pollution Specialist (APS) investigators
with cases, conducting inspections, researching information, data entry, and preparing reports for
management for the RMES. Incumbent would need to qualify for and obtain a Transport Worker
Identification Card (TWIC) through Homeland Security. The incumbent will be required to pass
and keep a Visible Emission Evaluation (VEE) certification every six (6) months.

Local and Statewide travel via state vehicle may be required up to 40% of the time

Inspections: Utilize a State vehicle to conduct inspections of Commercial
Harbor Craft Vessels and facilities to provide APS staff with inspection
findings to develop investigative reports and case settlements. Properly
40%-E maintain complete and accurate records of inspections, both electronically
and hard copies, and provide recommendations to APS staff about potential
cases. Assist investigators with opacity testing and/or visible emissions
evaluations for compliance with regulatory requirements.
Research: Conduct research on regulated entities utilizing internet
resources to collect case information for APS staff or management.
35%-E Document and compile research information into written Word documents
and/or Excel spreadsheets to assist APS staff with case development.
Summarize inspection findings for investigators and management.

Office Duties: Perform office duties related to air pollution programs;


conduct investigations/audits and assist APS staff in closing cases for
RMES by tracking penalty payment information and settlement terms using
spreadsheets and case tracking databases. . Review reports and records
15%-E maintained by vessel and facility owners necessary to understand
facility/vessel/vehicle compliance status and history. Incorporate findings
from record review into inspection reports to make a compliance
determination. Prepare training materials and tracking reports that
summarize investigations for APS staff and management.
Case Development: Prepare case development reports and
documentation for less complicated cases: Use established processes to
5%-E document findings for each inspection/audit conducted. Work with
management, assigned CARB attorney(s), APS staff, and potentially air
district staff to resolve less complicated cases.
Other: Participate in internal and external meetings with other enforcement
5%-M staff, program staff, and regulated entities to implement and enforce the
Commercial Harbor Craft Regulation.
