PAKISTAN NURSING COUNCIL

What is Pakistan Nursing Council (PNC)?


 

The PNC is an autonomous, regulatory body constituted under the Pakistan Nursing Council Act (1952,
1973) and empowered to register (license) Nurses, Midwives, Lady Health Visitors (LHVs) and Nursing
Auxiliaries to practice in Pakistan. PNC was established in 1948.
What are the functions of the PNC?
 PNC sets the curriculum for the education of Nurses, Midwives, LHVs and Nursing Auxiliaries.
 PNC inspects educational institutions for approval based on established standards
 PNC provides registration (license) to practice.
 PNC maintains standards of education and practice.
 PNC works closely with the four provincial Nursing Examination Boards (NEBs).
 PNC plays and advisory role for the overall benefit of Nurses, Midwives, LHVs and Nursing
Auxiliaries in the country.
 PNC maintains an advisory role for the Federal and Provincial governments regarding nursing
education and nursing services.
 PNC communicates policy decisions regarding nursing education and the welfare of nurses, taken
in Council meetings, to Governments, Nursing Institutions, NEBs and Armed Forces Nursing
Services for implementation.
 PNC prescribes penalties for fraudulent registration by the intention of pretense, and removes
persons from the Register for professional misconduct.

Mission of Pakistan Nursing Council,


 
Pakistan Nursing Council, as significant participant in the health care delivery system in the
country is dedicated to provide support for the professional development and competencies
of those who study Nursing, Lady Health Visitors and Midwifery.
The aims of PNC also include monitoring for implementation of national standards in
Nursing, Health Visitors and Midwifery education and practice by providing Registration
/infrastructure and arranging continued educational opportunities for registered member.

Nursing Examination Boards


(NEBs)
The provincial Nursing Examination boards are constitute under THE
PAKISTAN NURSING COUNCIL ACT, 1973

Section No. 11. PROVINCIAL NURSING EXAMINATION BOARD:


(1) The Provincial Government shall constitute a Provincial Nursing
Examination Board
consisting of such persons as the Provincial Governments may, in
consultation with the
Federal Government appoint.

(2) The functions of Boards shall be to confer, grant or issue
diplomas, licenses, certificates
or other documents stating or implying that the holder, grantee or
recipient, thereof has
acquired a qualification in nursing, midwifery, health visiting, public
health nursing or
auxiliary nursing and to desiring to obtain such qualifications.
(3) A Board shall conduct its proceedings in such manner as may be
prescribed.

Pre-Registration .
PNC has started Pre-Registration (session 2010-11 onwards) for all students inducted in different nursing diploma courses or degree
programs by PNC registered institutions.
 All inductions must be as per PNC set admission criteria's (http://www.pnc.org.pk/Admission_Criteria_.htm).
 All institutions are required to pre-enroll their students immediately with PNC as per number of their approved courses
and seats (http://www.pnc.org.pk/PNC_Recognized_Institutes.htm). 
 Complete pre-registration enrollment applications along with the list (hard & soft copy) of students must reach to
PNC within 03 months of start of session. 
 Each registered institution is required to submit verified educational documents for all inducted students. 
 Verification of student's educational documents (Matric/F.Sc etc.) is entirely the responsibility of institution. 
 PNC will not be responsible in case of any fake documents submission for pre-registrations.
 Each registered institution is require to submit all the relevant document/enrollment forms of a course for all inducted
student altogether with sign and seal of principal. No revision/replacement, single, split or incomplete form will be
entertained in any case.
 All inducted students working in Government Department are required to submit NOCs issued from the respective
competent authority.  
 Pre-registration enrollment will not be entertained without submission of computerized copy  of pre-registration
enrollment list by an email or CD/DVD (as per PNC format in MS Word or Excel format). 
 Without Pre-registration, PNC will not register applicant's degrees or diplomas in any case.    

Requisitions for Pre-Registration:


1. PNC Pre Registration Form filled by the student who is being enrolled in the specified course in with Black / Blue Ink.
2. Pre-Registration List as per PNC Format / Pattern in hard & soft/computerized form.
3. Soft / Computerized Copy of Submitted Pre Registration Enrolment List must be shared by an email to
(preregistration@pnc.org.pk) or by CD / DVD.
4. Pre-Registration Fee Amounting Rs. 1000/- Per Student. (Click here how to pay fee)
5. Attested Photocopy of Matric / Intermediate (Fsc) Certificates
6. Attested Photocopy of Domicile
7. Attested Recent Passport Size Photograph
8. Attested Photocopy of Computerized National Identity Card/Form-B
9. Attested Photocopy of PNC Registration Card for all students (if applicable)
10.  Attested Photocopy of NOCs for student working in any Government Department
11. Any other as per Admission criteria for subject course.
Enrolment form and list will be certified and signed by the head of institute. Head of Institute must ensure that all information
written on from is according to the original documents. Enrollment List and Enrolment form must be sent to the PNC by post.

Deadline for Pre-Registration


The deadline for pre-registration of a course has been set as below:-
1. Within 03 month of admission normal fee is Rs. 1000/- per student 
2. After 03 months, double fee will be charged i.e Rs. 2000/- per student.  
3. No pre-registration case will be entertained after 05 months of admission. If any institution fails to pre-register its
students with PNC, their student will not be allowed to sit in NEB Exam. 
4. No pre-registration will be entertained if PNC receives incomplete/split/late applications.    
ADMISSION CRITERIA
 

DIPLOMA PROGRAMS
1. Nurse Midwife/ Post Basic Speciality (01 year Diploma Program)   

( for male any Post Basic Clinical Specialty in lieu of midwifery as 4th year
of Nursing diploma)·   
Qualification: should be a Registered Nurse (RN) 
2. Lady Health Visitors (LHV) (02 years Diploma Program) ·          
Qualification: 
Applicant must meet one of the following academic level
a. FSc (Pre-Medical) with 45% marks minimum (Physics, Chemistry &
Biology as compulsory subjects)
b. Matric (Science) with 45 % marks minimum (Physics, Chemistry &
Biology as compulsory subjects) ·        
Age Limit: 14-35 years
3. Community Midwife (CMW) (18 months Diploma Program) 
 Qualification: Matric (either Art or Science) with 40% marks ·         
 Age Limit: 14-40 years 
4. Family Welfare Workers (FWW) (02 years Diploma Program) ·          
Qualification: Applicant must meet one of the following academic level
a.    FSc (Pre-Medical) with 45% marks minimum (Physics, Chemistry & Biology as compulsory subjects) 
b.    Matric (Science) with 45 % marks minimum (Physics, Chemistry & Biology as compulsory subjects) ·         
 Age Limit: 14-35 years 
5. Certified Nursing Assistant (CNA) (02 years Diploma Program) Note: This course is
for female only. Formerly this course was titled as Licensed Practical Nurse (LPN) 
 Qualification: Applicant must meet one of the following academic level 
 a.    FSc (Pre-Medical) with 45% marks minimum (Physics, Chemistry & Biology as compulsory subjects) 
 b.    Matric (Science) with 45 % marks minimum (Physics, Chemistry & Biology as compulsory subjects) 
 c.    Matric (Arts) with 50% marks, FA with 50% Marks ·         
 Age Limit: 14-35 years
 DEGREE PROGRAMS

1. Generic BSN ( 04 years Degree Program) 


 Qualification:  a.    Matric Science (Physics, Chemistry & Biology as compulsory subjects) b.    FSc (Pre-
Medical) with 50% marks minimum (Physics, Chemistry & Biology as compulsory subjects) ·         
Age Limit: 14-35 years ·         
 Gender Ratio: Open merit
2. Post RN BSN/Post RN BSM ( 02 years Degree Program) ·         
 Qualification:
a.    Matric with Science (Biology, Chemistry & Physics as compulsory subjects)   OR Matric Arts as per HEC
Notification No.8 (61)/A&A/2018/HEC/5998 dt. 06.04.2018.
b.    Diploma in Nursing
c.    Diploma in Midwifery (any Post Basic Specialty for male in lieu of midwifery)
 Experience: 01 years as RN 
a.    Matric with Science (Biology, Chemistry & Physics as compulsory subjects)   OR Matric Arts as per HEC Notification
No.8 (61)/A&A/2018/HEC/5998 dt. 06.04.2018. 
 b.    Diploma in Nursing 
 c.    Diploma in Midwifery (any Post Basic Specialty for male in lieu of midwifery) 
 Experience: 01 years as RN 
3.Master in Nursing MSN ( 02 year Degree Program)  ·   
Qualification:

o  Category - I

a.    10 Years schooling (Matric/FA/F.Sc.)


b.    03 Years Diploma in Nursing
c.    01 Year Diploma in Midwifery or any Post Basic Specialty diploma registered with PNC.
d.    01 Year experience as RN for admission in Post RN BSN/BSM Degree.
e.    02 Years Post RN BSN/BSM Degree program as specified by PNC and HEC vide Notification No.
8(61)/A&A/2018/HEC/5799, dated 26.04.2018 and registered with PNC.
f.     01 Year experience as RN after Post RN BSN (clinical include inpatient and outpatient in primary and tertiary
care, as well as teaching and research) for admission in MSN degree

OR

o  Category - II

a.    12 Years schooling (Matric + FSc Pre Medical)


b.    04 Year Generic BSN Nursing Degree registered with PNC.
c.    01 year internship (bedside care)
d.    01 Year experience as RN after GBSN (clinical include inpatient and outpatient in primary and tertiary care)
(excluding 01 year Internship) for admission in MSN.

(Pakistan Nursing Council), fight towards COVID-19, as this is the year of 2020 -2021 for Nurse and Midwife according to WHO.  

PAKISTAN NURSING FEDERATION (PNF)


Pakistan Nursing Federation (PNF) is an independent non - governmental professional association of
nursing in Pakistan

The PNF was registered on 6th July on 1972 by assistant registrar joint stock companies Lahore region
under successor to the trained nurses association which as founded and duly registered in 1949

FUNCTION
 To work for the welfare & betterment of nurses, midwives & health visitors in Pakistan

 To peruse & enter into negotiations with concerned govt. regarding matters pertaining to the
welfare of Nurses

 To advance high ethical & professional standards among nurses

 To bring professional knowledge & skills to the service to the service & care of the sick

 To improve nursing practice in service & education

 To publish a journal providing update information in nursing

 To endeavor to furnish legal aid to members with in the financial means of the PNF when
needed by them for the protection of the their professional right
