ASSESSMENT ON WASTE MANAGEMENT PROGRAM: A MODIFIED CASE ANALYSIS

Introduction:

Barangay San Jose is the most populated town in the Municipality of Floridablanca. This
being said, it is as well most likely to be more populated when it comes to waste. With the
inevitable circumstance, the heads of the barangay came up with a Waste Management
Program. At first, the collection of garbage was scheduled twice a week. Without strict
implementation unfortunately the town was banned in the landfill. Since then, amendments have
been implemented. The people were encouraged to stop burning the garbage and dig in the
backyard to put the waste there. However, many residents don’t have enough space for a yard
so they raise a voice in the Barangay San Jose Facebook Account; most of them were
cemented as well. So, the latest implementation was that the garbage truck will patrol every
Tuesday for non-biodegradables, Wednesday for recyclables and Thursday for biodegradables.
For the streets where it can’t enter, a transportation system called “kolong-kolong” was
purchased as a project to collect the trash. They don’t have a specific name for this project but,
this is ongoing until now. Sadly, some residents still object with the claims that their waste were
still not being collected and the alternative transportation system is not effective and unseen in
other areas.

Statement of the Problem:

1. Is there any alternative that can be added to make the collections of garbage through
“kolong-kolong” and garbage trucks efficient enough to manage a polluted and
populated barangay?

Alternative Courses of Action (ACAs):

1. “YWOW (Your WASTE our WORK)”

This program aims to manage the thrown waste in government areas (like streets, road
way, sidewalk) as they are unpleasing to the eyes and results to blockage in canals in rainy
days. Obviously, families will clean their backyard. However, who will do for remote government
owned locations? This is where the program enters. To provide jobs and sideline for our
residents in need, they will clean those areas every Tuesday and Saturday. We will conduct a
one-month application for the residents and qualify those who are challenged financially
because of Family status. Students are not allowed to participate here as well as the biological
family of the barangay officials and individuals with full time work to give way for those who
really perceive it as a necessity for daily living. San Jose has nine (9) puroks, each will have five
(5) workers that will be paid monthly. The Sangguniang Kabataan Officers will then be the one
who will keep watch of them which includes their time logs and evaluation of areas cleaned.
Moreover, our workers will also be obliged to remind the residents within their working areas to
take out their garbage sacks segregated and send them to designated areas where the truck
will get them.

2. Project Tipid: Garbage Distribution and Collection

This project aims to encourage the residents to lessen their waste-consuming. The
guidelines of this program are to produce eco-friendly non disposable garbage sacks with
distinct print of barangay logo or visuals that will be distributed to each shelter. The three (3) per
household for biodegradable, non-biodegradable and recyclable to encourage waste
segregation. It will be strictly implemented that only that garbage that’s filled by the given
signature sacks will be collected. No more, no less. People should know how to recycle the
wastes or manage it in the household to fit them up. A fine of five hundred (500) pesos will be
paid if each durable sack were broken and another garbage sack was asked to be collected
(Php500). This will not just be good to lessen the waste but discipline the residents on the
consequence of their over usage of waste potential to the environment. With the upcoming
conflicts that can happen, the project will be observed the moment it will be implemented to
supply the right number of durable bags or sacks that should be given to the residents that will
be subject enough of not just their needs but the mother earth can bear. Monday and Friday will
be the days for garbage trucks to patrol.

3. Compostory Pit

Compostory comes from the word compulsory. This requires the residents to construct
their own compost pit because biodegradable waste will not be able to be collected by the
garbage truck. According to some agriculture experts, a compost pit can be used as a fertilizer
for all types of plants. It is natural and cost-free. The barangay will have a collaboration with the
Department of Agriculture, San Jose Branch (Farmers Association of San Jose) to provide
vegetable seeds for the Josenians. Voluntarily, the residents can also trade their fertilizers to the
farmers.
Recommendation:

All the ACA’s are unique and impactful. However, the YWOW or Your WASTE our
WORK plan is the most recommendable program I can suggest to our barangay. Ever since the
pandemic began, many bread winners have lost their jobs. Those who were coping with
uncertainties were more challenged to find food for their family’s table. Hitting two birds in one
stone. Cliché as this phrase goes by but it can assist numerous families for a while. We aim for
a successful waste management policy whilst providing living for the people we serve. Walking
the way towards this ACA’s goal can benefit not only the barangay but their residents as well.
Moreover, this ACA is more explicit and realistic. The schedule, number of community workers,
qualifications, distribution of salary are well presented. Hence, it does not only portray a value of
responsibility but compassion to the earth especially to our unfortunate people. We run for office
because we want to serve people, thus we provide them with an impact where our surroundings
will be keen and dusty free. Honestly, the two programs are more unique and interactive to all.
However, with the pandemic that the world is continuously undergoing, the rise for employment
is more in need at the moment. It would be better if after years, the other alternatives will be
raised to consideration.
