1. Among the President of the Philippines, who do you think gave the biggest
Importance on Science and Technology during their term and why?
- Among the president of the Philippines, Ferdinand Marcos gave the biggest
importance on science and technology since Science was given increasingly more
priority during his presidency. He passed various laws supporting science and
technology. He said that the "advancement of science and technology will have
priority in the national development" in the amended 1973 Philippine Constitution,
Article XV, Section 9. He passed a variety of laws during his administration to
promote Science and Technology.

Laws that Ferdinand Marcos enacted and created to promote science and technology:
- To modernize the nation's coconut sector, the Philippine Coconut Research Institute was
added.
- examined how atomic energy might be used to improve the economy. By sending scientists
to study nuclear science and technology abroad and giving basic training to 482 scientists,
doctors, engineers, and technicians, Marcos helped 107 organizations in their nuclear energy
activities.
- To ensure the growth of the rice and corn industries and fully utilize them for the nation's
economy, he established the National Grains Authority, also known as the National Food
Authority. Presidential Decree No. 4 1972
- To assist in the country's continued advancement in agriculture, forestry, and fisheries, he
created the Philippine Council for Agricultural Research. For administrative reasons, it was
attached to the Department of Agriculture and Natural Resources. With Presidential Decree
No. 49, s., 1972 he gave additional support for the advancement of scientific research and
invention
- To protect the environment and use science to promote public safety, he established the
Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA)
within the Department of National Defense. (Presidential Decree No. 78 1972

2. Assume that you are a law maker. What law will you make for science and
technology and why?
- If I would be a law maker, I will pass a law to revive the balik scientist program that
would Filipino scientists, technologists, and specialists or experts to return to the
Philippines and share their knowledge to improve academic, industrial, and economic
development. Besides that, support and develop the Philippines' human resources in
science and technology.
