Kindly peruse the reference cited where in the General Manager( Engg) APADCL has submitted the GST
Working estimate for the work “Construction of green field no frills airport in Orvakal Pacakge-2” for
Rs 30.00 Crores and requested to accord technical approval for processing the pending bills

Now the GM ( Engg) has submitted GST working estimate for Rs 30.00 Crores for technical approval

Further it is submitted that Technical committee during its meeting held on 18.9.2020 instructed to
complete Passenger Terminal Building Air conditioning with the existing contractor. Accordingly the AC
proposals are modified

3. Ground support equipment
To park all ground handling vehicles near apron a stable black top or cement conctrete surface is
required. The provisio is not contemplated in original estimate. As the authority instructed to provide a
black top surface to the east side ofPTB, a 20mx20m black top surface taken up urgently as airport
inauguration proposed on 25.8.2021. The cost of the provision worked out to Rs 12,41,647
4. Fire pit and Roads: works to connect waters upply location to fire tenders

During DGCA inspection & BCAS inspections the provision of Fire pit is mentioned as mandatory
requirement in Airport and hence taken up with Cement concrete as per standard design
Additional road net work behind ATC Admin Building created to facilitate hassle free moment of fire
tenders from water filling point to CFR road connectivity. This road was not contemplated originally
as the entire area was rocky terrain which was later leveled to facilitate the provision of connecting
from water tank area to fire tenders passing Bay The above two provisions cost worked out to
Rs 13,16,457
 5. Non Directional Beacon (NDB)
It is an important Facility in the airport for guiding the aircraft landing and is being handled by Airport
Authority of India. The provision of NDB was not contemplated in the original estimate tender . This
additional work was included in Package-2 as it is to be completed well before the inauguration time. As
per the directions issued by the authority NDB taken up and completed and the Cost worked out to
Rs 20,13,609.30

7. Maintenance to the existing Horticulture for the years 2019-20 and 2020-21 Rs 50,73,998
8. IMD and Runway paintings
The Meteorological equipment & tower installation and connected electrical and Communication net work
taken up as these are mandatory requirements which are not included in civil works of Original tenders.
As per the instructions of authority the IMD related works near the runway and ATC tower were taken up
Also before the inauguration of Airport fresh coating of Runway and apron paintings taken up in
Package-2 as per the directions of authority
9. OFC cable laying for BSNLRs 26,00,850
10. Gate at entrance Rs 18,50,000

The total estimate cost worked out to Rs 30.00crores against original cost of rs 26.50crores. The additional cost
being due to the extra provision required as per DGCA/BCAS/BSNL/IMD/AAI guidelines and instruction
during sections carried out by the respective agencies.
Further the General Manager( Engg) stated that all the major works are completed and the Airport was
commissioned on 28.3.2021 and hence the estimate may be approved for processing the bill and to obtain
revised estimate sanction

Hence submitted the following

1. The estimate cost was increased from Rs 26.50Crores to Rs 30.00Crores Hence revised
administrative sanction is to be obtained
2. All the rates are to be corrected to GST reformulated SSR

3. All DSR items are to be modified with DSR data duly applying service tax with respective
standard percentages and 5% VAT on materials
4. The quotation rates are to taken into consideration for non scheduled items
5. The GM ( Engg) has also proposed maintenance of Horticulture for two years 2019-20 and 2020-
21@Rs. 5,073,998 in Package -2 estimate
6. All the deviated items mentioned are completed and the Airport was already commissioned

Hence the file is submitted for approval of deviations mentioned above and if agreed Government
may be requested to accord Revised administrative sanction for Rs 30.00crores
