What is
the PHDS?
It is complex set of organizations interacting to provide an
array of health services. It is the entirety of service offered by
all health disciplines which provides care to ill and injured.

THE TWO SECTORS

Largely financed through a tax-based budgeting system at both the
national and local levels and where health care is generally given for
free at the point of service.

Largely market-oriented and where health care is paid for through
user fees at the point of service. It is usually market-driven and there

UNIVERSAL HEALTHCARE ACT

Contains comprehensive and progressive reforms that will
ensure every Filipino is healthy, protected from health hazards
and risks, and has access to affordable, quality, and readily
available health service that is suitable to their needs.
Also known as R.A. 11223; signed into law last February 20, 2019
The policy of the state to protect and promote the right to health
of all Filipinos and instill health consciousness among them.
Objective:
Ensure that all Filipinos are guaranteed equitable access to
quality and affordable health care goods and services, and
protected against financial risk.

PHILHEALTH DEPARTMENT OF HEALTH

A government-owned company which
oversees public healthcare in the Philippines.
Although Philhealth covers some medical
treatments and expenses, it does not cover
all medical treatments and costs.

Holds the over-all technical authority on health as it
is a national health policy-maker and regulatory
institution.
It is the executive department of the government of
the Philippines responsible for ensuring access to
basic public health services by all Filipinos through
the provision of quality health care, the regulation of
all health services and products.
