1 INTRODUCTION

1.1 General
This Method Statement includes all activities involved in assuring that the civil construction at up
gradation of Daulatpur terminal project in accordance with specified requirements.

1.2 Scope

Civil construction works shall mainly include:

 Surveying and setting out

 Earthwork

 Access road and concrete paving works

In case of conflicting requirements between this Method Statement and the relevant specifications, the
specifications shall govern.

2 DEFINITIONS AND ABBREVIATIONS

COMPANY means Puma Energy Pakistan Pvt. Limited, and its agents or designated representatives,
including Consultant or any of their assignees.

CONTRACTOR means RECS, named in the Letter of Appointment and includes its successor in title
and permitted assignees, which are contracted to perform the Work.

3 REFERENCES AND PROJECT RELEVANT DOCUMENTS

The reference documents for this Method Statement meet the requirements of the civil specification
and standards specified by the COMPANY. In cases where more than one code, regulation or
standard apply to the same condition, the most stringent shall be followed.

4 RESPONSIBILITIES AND AUTHORITIES

The general superintendent has the ultimate responsibility for the civil works construction of project.
This authority may be delegated to the construction manager, who will delegate to the appropriate
supervisor, who will be present during all civil activities.

The project engineer will be available for response to technical queries.

5 CONSTRUCTION MATERIALS

5.1 General

Cement, fine and coarse aggregates, additives, reinforcing bars, formworks to be used for concrete
production will conform to the relative technical specifications for plain and reinforced concrete works.

Prior to its use, materials shall be rechecked and approved by the COMPANY’s representatives.

The materials shall be stored, handled and used in accordance with the manufacturer’s instruction,
and special care shall be taken to the safety of the materials prone to moisture.

5.2 Main materials

5.2.1 Ordinary Portland cement

OPC shall be used for Hard standing, Flooring and aboveground structures.

Cement will be stored properly in storage sheds, containers or with other similar arrangements to
avoid deterioration in quality. These will be located in areas not subject to flooding.

The cement will be used within its validity period recommended by its manufacture. However it may be
retested before use if storage life is prolonged. It will be rejected if it fails to meet any of the
requirements of the specifications. Cement shall not contain lumps that cannot be crushed between
fingers. Stale, caked and reclaimed cement will be rejected.

5.2.2 Aggregates

The gradation, specified gravity and other characteristics of coarse and fine aggregates shall be in
accordance with the relevant codes, standards and specifications. The aggregates will be stacked
properly so as to avoid any contamination with clay, mud, earth, vegetation and organic matter.

At all times, the aggregates shall be free of impurities and if not, the aggregates shall be washed
mechanically with water to remove clay, silt and fine dust.

Aggregates of different sizes shall be piled separately to prevent them from mixing. Grading of
aggregate shall meet the requirements for concrete strength.

5.2.3 Water for Construction

Clean water will be used for the project construction.

Water shall be clean and free from injurious amount of oil, alkalis, organic materials or other
deleterious substances that affects the properties of concrete.

5.2.4 Steel Reinforcement

All reinforcement shall be Grade 60 , free of rust, grease, paint oil and any other matter, which may
adversely affect adherence with concrete.

Reinforcement shall be stored on site above ground on rack, in such a way that it shall not be
damaged both before and after bending.

Reinforcing bars with different diameters shall not be mixed during the storage.

5.2.5 Formwork

Formwork used for construction of concrete can be wood or other suitable materials.

Formwork shall be straight and free of warps and any defects which may produce blemishes in
exposed concrete. Wood formwork used shall have adequate hardness and temper.

Formwork shall be kept clean and free from binding wire, sand, water, etc. This shall be confirmed by
inspection before pouring.

5.2.6 Concrete Paver

All concrete paver shall be free from crakes, erosion and any defects, should qualify the desired
strength (7000 Psi) and thickness should be 80 mm. Paver shall be procured from approved
manufacturer.

6 CONSTRUCTION PROCEDURE

6.1 Surveying

Work at the site will commence with the survey and leveling of the site. Project surveyor, equipped
with level instruments, will carry out setting out works and marking the exact location of the buildings,
roads and other structures.

As part of the setting out, based on preliminary survey and documents, detail survey has to be
conducted.

The reference benchmarks will be constructed in each area, which will remain intact till completion of
all works. The reference benchmarks will be steel bar or any mean of permanent nature, the local
coordinates and levels will be marked permanently on the benchmarks.

The elevations at different points of the building and facility foundations shall be measured and control
stakes shall be installed in accordance with the station/plant layout plan and the drawings for facility
foundations.

6.2 Earthwork

6.2.1 General

CONTRACTOR shall perform all excavation, filling, backfilling and grading required for the
construction work shown on the drawings or as described in the specifications. In general, this
includes the earthwork required for road works, foundations of buildings, tanks foundation, pipe
supports and associated works. It shall also include any sheeting, bracing, shoring and pumping
required for excavation purposes. Where necessary the sub-grade shall be compacted by means
approved by COMPANY, which shall suit the requirements of each particular location.

6.2.2 Site preparation

At the beginning of the site preparation, CONTRACTOR shall undertake cleaning of the site to remove
existing vegetation, steel, concrete, roads, pavement, unwanted dumped materials, un-used building
identified for demolition, piping debris, aboveground services and other foreign materials.

Grading shall be done using front blade tractor, starting from one side of the plant. The finished
elevation shall be maintained as specified in drawing approved by COMPANY. Leveling instrument
shall be used to trace the elevation achieved.

Lower spots and pits discovered during grading shall be filled with proper soil. Surplus materials shall
be transported to designated spoil area as directed by COMPANY.

When ground surface is flat enough, watering tank shall be used to spray water over ground, and
when possible, compaction may be made while watering. Undulating ground shall be hand leveled
locally.

6.3 Boulders

10inch boulders in 2 layers shall be spread over comacted earth filled area. Each layer comprising
5inch thickness shall be compacted.

6.4 Sub-Base

6inch layer of Sub-Base shall be spread on boulder and shall be compacted

6.5 Hard Standing Concrete Construction

Hard Standing Concrete shall be comprised in 2 layers ratio 1:4:8 (6inch Layer) and ration1:2:4 (8inch Layer)
in 4 x 4 SQM Panels as per below method :

6.3.1 Trial Mix Design

CONTRACTOR shall prepare a trial mix design of concrete ratio 1:2:4 and submit the result to the
COMPANY. The materials to be used in the trial mixes shall be representative of those to be used in
the permanent works. The approved Trial Mix Design shall be implemented during concreting.

6.3.2 Reinforcing steel and Formwork

Grade 60 Deformed Bars to be used for all types of reinforced concrete works will conform to the
technical specifications for plain and reinforced concrete works or approved drawings. Mill test
certificates will be submitted to COMPANY for approval prior to use.

All reinforcing bar bending, cutting shall be in accordance with the relevant project specifications.

Reinforcing bar shall be accurately placed as shown on approved construction drawings. It shall be set
true to line and level with the correct concrete cover as specified on the drawings.

For binding of the reinforcement, galvanized steel wire will be used.

The minimum cover to any reinforcement shall be in compliance with project specification.

Formwork for slabs and all other exposed works whether precast or cast in situ will be made of
woods .

The formwork will be fabricated and erected in position, perfect in alignment, levels and true to plumb
and shape and securely braced so as to enable it to stand all weights, live and vibrating loads to be
endured during placing of concrete and its subsequent hardening till the form work is struck.

The formwork will be so sufficiently rigid as not to loose its form and will be so made for bulging and
deflection as to give the finished concrete the required lines, plumb, size and shape.

6.3.3 Mixing, Placing and curing

Concrete will be mixed by mechanical concrete mixer or depending upon the quantum of concrete
work involved with adequate facilities for accurate measurements and control of each material
entering the mixer and for changing the proportions to conform to varying conditions of the work.

If cement and aggregates are loaded into the mixer machine on volumetric basis for each type of
aggregate based on proper weight – volume ratio.

Quantity of water to be used in the mix will be controlled properly using measured cans. The amount
of water shall be in compliance with the approved mix design and no additional water shall be added
to the mix at any time.

About 10% of the total water requirement for each load will be introduced into the mixer drum before
loading the cement and aggregate, after that water will be added gradually while the drum is still
rotating at a specified speed.

Mixers will neither be charged in excess of noted capacity nor be operated in excess of noted speed.
In general 20 revolutions per minute are necessary for adequate mixing and the entire batch will be
discharged before recharging.

The total time required for mixing, transportation and placing of concrete shall not exceed 60 min
when not agitated and 120min when agitated.

Before placing concrete, CONTRACTOR shall verify that all embedded items are in position and
securely fastened in place.

Slump test shall be carried out on fresh concrete, at the time of placement, at the rate as mention in
specification and standard. Tolerance shall be within the limits of acceptance compared to design
slump according to the project specification.

Concrete discharged from mixer shall be delivered using suitable tools. During delivery, concrete shall
be protected from segregation and addition of water or other material.

Concrete shall be placed as near as possible to its final position in such a manner to avoid
segregation of concrete, displacement of the reinforcement, formwork and/or embedded items.

While placing concrete on absorbing ground surface, the bed will be properly watered and compacted,
and blinded with cement slurry or lean concrete.

When the shade air temperature is expected to be too high and keep rising, special precautions will be
taken during concreting operations, such as shading of the aggregates and plant, cooling of the mixing
water or other methods approved by the COMPANY.

Concrete of any part or section of the work will be carried out in one continuous go and no interruption
of concrete work will be made without approval. Concrete will be placed in layers not exceeding 300
mm. Where beams and slabs form an integral part of the structure, they will be poured in one
continuous operation unless provision is made to form a construction joint, in accordance with the
code or as specified on the drawings.

No concrete will be mixed, placed or finished when the natural light is insufficient, unless an adequate
and approved artificial lighting system is operated.

Expansion and construction joints will only be constructed as and where indicated on the drawings
and specifications.

For all reinforced concrete proper cover will be maintained as indicated on the drawings and technical
specifications for plain and reinforced concrete works.

Every effort will be made to avoid concrete from segregation due to free drop or excessive use of
vibrators for compaction. If concrete is to be dropped from a height of more than 2m, spouts, down
pipes or chutes will be used to avoid sudden fall of concrete and thus segregation.

Concrete after placing will be properly compacted using power driven immersion vibrators or any other
approved compacting method. Immersion vibrators shall penetrate full depth of concrete layer. It shall
be slowly withdraw from the fresh concrete to prevent void formation. No formwork leakage shall be
permitted.

Once the concrete is sufficiently hardened, it will be properly cured to avoid loss of moisture and rapid
temperature changes for a period of at least seven days. Curing will be done either by ponding on the
horizontal surface or by covering the entire area with hessian cloth, fabric mat, or sand and will be
kept wet throughout the curing period. Curing compound or other additives will be used only with the
specific permission of the COMPANY.

Fresh concrete will be protected from disturbances such as excessive vibration and knocks.

For test purposes one set of mix cubes will be taken from freshly mixed concrete which has been
prepared in the normal way. ubes of each set will be tested at 7 days and three at 28 days. All test
cubes cast at site will be numbered consequently and marked with date of casting, place from where
sample was taken and other relevant information. A proper daily record of test specimens will be made
and record of results will be maintained and will be submitted to the COMPANY’s representative.

Access Road Hardstanding concreting shall be poured in 4 X 4 SQM panels and other concrete as per
drawings and specification.

6.3.4 Finishes

All necessary safety measures will be taken to avoid any injury to the work and any consequential
damages caused by or arising from the removal and striking of forms.

Any minor surface honey combing or other irregularities are to be properly made good immediately
upon the removal of form work and the surface made good to the satisfaction of the COMPANY.

Remedial (repair) work of concrete will not be carried out unless the extent of repair and method of
repair is approved by the COMPANY.

All exposed corners of structure and foundation above grade shall be formed with a 25mm chamfer,
unless otherwise noted on the drawings. Column base plates and equipment saddles on concrete
foundations shall be given even bearing and full grouting in place.

6.3.5 Precast concrete

Subject to the approval of COMPANY, CONTRACTOR may arrange for portions of the concrete work
to be precast. The construction of precast concrete is basically identical as that for concrete in terms
of its quality, mixing, grouting, placing, curing, reinforcement, and formwork.

Pre-cast concrete members will not be transported before a minimum curing period of seven days.

Whichever method is used, the concrete pipe support will be placed on blinding concrete, which has
been set on natural ground and not on backfill material. Concrete block pipe supports will be placed to
suit the level of the mainline and in accordance with the approved construction drawing.

6.6 Paving Works

All roads and shoulder widths shall comply with the approved construction drawings. The paving
materials shall meet the requirements of relative project specifications.

Paved areas shall be as shown on the construction drawings, CONTRACTOR shall scarify the
subgrade to a depth of 150-200 mm , moisture-condition it, and re-compact it to the specified percent
of maximum density before placing next fill material

The CONTRACTOR shall perform compaction test to verify that the work is in conformance with the
project specifications and recommended practice.

Fine grading necessary for proper placement of base and/or paving materials shall be performed in
accordance with the elevations indicated on the detail drawings.

The sub-base after earth filling shall have the thickness for pavers area 10inch including 2inch sand
and the materials shall be approved suitable materials, which shall be delivered to the road bed as
uniform mixtures and each layer shall be spread in one operation.

The material as spread shall be uniform gradation with no pockets of fine or coarse materials. No
material shall be placed on a soft or muddy course.

The subbase course shall not be compacted when the underlying course is soft or yielding or when
the rolling causes undulation in the subbase. When the rolling develops irregularities, the irregular
surface shall be loosened and then refilled with the same kind of material and again rolled as required
above.

Sprinkling during compaction, if necessary, shall be in controlled manner. Water shall not be added in
such a manner or quantity that frees water to reach the underlying layer and cause it to become soft.

For base course preparation, place and spread the suitable material in loose lifts of a proper thickness
as shown on the drawing. Compact each layer to a required dry density.

Concrete Pavers 80mm thickness shall be used for the area indicated on construction drawings.

7 HEALTH, SAFETY AND ENVIRONMENT

7.1 All personnel involved on the project shall follow the requirement of HSE. All the construction
activities shall comply with the relevant HSE documents.
7.2 All persons in the crew to be instructed that they are not required to work in any situation or with
any equipment that they do not believe is safe (If personnel feel at risk they are to stop work,
inform their HSE Officer of their concerns).
7.3 Ensure adequate communications are available to ensure the safety of all personnel involved in
the above operation.
7.4 No unauthorized personnel will be allowed in to the works area during back fill and compaction
7.5 HSE Officers to ensure all requirements of this document are complied with.
7.6 Crew to be inducted prior to commencing work on the project.
7.7 Plant/Equipment pre-start checks to be completed. Report any safety related faults to
supervision.
7.8 All personnel to be involved in pre-start meeting each day and a toolbox meeting once a week.
7.9 Review the JSA to ensure site conditions and hazards do not require further control measures
to be implemented.
