Job Title: Programme Associate

Level: SB3/peg4

Project Title/Department: XACCA1 - Sub-Programme 4 of the UNODC Programme for Central


Asia - Preventing and Countering Terrorism, Violent Extremism and
Radicalization that Leads to Violence

Duration of the assignment: 6 months initially with further extension

Work status (full time / part time): Full time

Duty station: Ashgabat, Turkmenistan

Reports to: Head of Programme Office in Turkmenistan, SP4 Coordinator

II. Background

UNODC is mandated to assist the Member States in addressing drugs, organized crime, and terrorism, and
it is the lead United Nations entity for delivering legal and technical assistance to prevent and counter
terrorism.
Since 1993, UNODC has been present in Central Asia with a Regional Office in Tashkent, Uzbekistan and
Program Offices in each of the other 4 Central Asia Member States. UNODC has been involved with the
Member States in the Central Asian region providing counter-terrorism technical assistance since 2004
through capacity-building activities and building regional and international cooperation, involving national
agencies/institutions, civil society and experts. In November 2021, UNODC signed a new Programme for
Central Asia 2022-2025 with all 5 Member States. The Programme has a specific Sub-Programme 4 (SP4)
on preventing and countering terrorism, violent extremism and radicalization that leads to violence.
The particular focus of the SP4 is to enhance the capacity of the Member States from Central Asia to
prevent and counter terrorism, violent extremism and radicalization leading to terrorism in line with
international counter-terrorism legal instruments, the UN Global Counter-Terrorism Strategy and human
rights standards.
The position is located in the UNODC Programme Office in Ashgabat, Turkmenistan. The incumbent will
provide administrative and logistics support to the implementation of the programmatic activities under the
SP4 of the UNODC Programme for Central Asia 2022-2025.
III. Functions / Key Outputs Expected
Under the direct supervision of the SP4 Programme Coordinator and the National Programme Officer, and the
overall supervision of the Head of the Programme Office in Turkmenistan and, the Programme Associate will
be responsible for carrying out the day-to-day administrative, logistical and financial implementation of the
SP4-related activities and will perform programmatic, administrative and financial support to the SP4 related
programmatic activities, in line with UN/UNODC Rules and Regulations. Specifically, the Programme
Associate will be responsible to:
- Assist with planning, organization and implementation of training courses, conferences, round-
tables, official meetings and workshops, visits and study tours.
- Assist with preparing and collating documentation, including background materials, manuals for
training courses and workshops, briefing notes, workingpapers, etc.
- Assist in collecting, registering and maintaining information on project activities by reviewing
reports and through first-hand sources.
- Prepare background materials for the supervisor for use on official trips or special meetings.
- Contribute to the preparation of the project’s annual work plans, status and progress reports by
providing information, preparing tables and drafting selected sections of it.
- Provide support with monitoring the project budget, drafting annual budget proposals, reviewing
and revising the budget.
- Assist in the organization and logistic support of expert/project staff missions as required.
- Liaise with national and international counterparts as well as with the administrative, finance
and other substantive units of UNODC ROCA for project-related work.
- Maintain filing and record keeping of all relevant documents of the project;
- Arrange for the recording and administrative processing of various requests for assistance within
the project activities and other relevant areas.
- Draft official correspondence (letters, memoranda, etc.) related to the project activities and
ensure follow-up.
- Translate and interpret when necessary.
- Provide support in preparing sub-contracts and procurement of goods and services in coordination
with the ROCA administrative section.
- Handling daily financial operations in terms of preparing the payments requests and
submitting approved requests for payments, cash withdrawals from UNDP and other
procedures ensuringcompliance with the local banking and UN procedures.
- Monitoring project budget/expenditures according to work plans and assisting in the preparation of
financial reports.
- Assist in matters related to office procurement and other Office administrative issues.
- Perform other related duties as required in the scope of the current position.

V. Qualifications Requirements

Academic requirements: Bachelor’s Degree in economics, management, social or political science,


b usi ness a dm i ni st r at i o n , or equivalent diploma.

Experience: A minimum of two-year progressive experience of responsible administrative work closely


related to the support of programme/project activities, preferably in Government, international organizations,
or foreign commercial companies. Work experience in procurement, logistics, and/or finance
management/budgeting is desirable.
Languages: Excellent command of spoken and written English and Russian is essential; knowledge of
local languages is an advantage.

Computer skills: Fully proficient in computer and use of relevant software and other applications (MS
Excel, Word, PowerPoint, Outlook, Teams, Zoom etc.).

Other skills: Knowledge of various administrative and financial procedures of the United Nations system
would be desirable.
